1. & 2 The Board of Aldermen of the City of Wichita Falls, Texas, met in regular session,
on the above date, in the Council Room of the Memorial Auditorium Bldg. at 7:00 o1clock
P.M., with the following members present:

Mayor Kennettr Johnson appointed Mr. Wm. E. Bellamy to fill the unexpired term
of Stayton M. Bonner, resigned, on the Park Board, ending January 1, 1963.
Moved by Alderman McBride that the appointment of Mr. Wm. E. Bellamy on the
Park Board be approved.
Motion seconded by Alderman Claytor and carried unanimously.

Mayor Kenneth Johnson announced the resignation of Mr. John Lemley as City
Civil Defense Director, and asked the approval of the City Council to the designation of
Mr. Gus Jolliff to have temporary charge of the City Civil Defense equipment and supplies
until a Director of City Civil Defense is appo-inted.
Moved by Alderman Burross that the designation of Mr. Gas Jolliff to have
temporary charge of the City Civil Defense Equipment and Supplies be approved.
Motion seconded by Alderman McBride and carried unanimously.
Mayor Johnson asked that the City Manager write a letter on behalf of the City.,
thanking and commending Mr. Lemley for his services while City Civil Defense Director.

Item
Public Hearing on proposed Tyler Street paving continued from January 22, 1962, 4
meeting, was re-opened by Mayor Johnson. The following property owners objected:
Mrs Pearson, Mr. Adams, and Mrs Young. The following property owners spoke for the
project: Mr. Ralph Dick and Mrs Fancher.
Mayor Johnson closed the Hearing after every one present wishing to do so
had spoken.

ORDINANCE CLOSING HEARING AND LEVYING ASSESSMENTS FOR PART OF THE COST OF
IMPROVING A PORTION OF TYLER STREET, AND PUBLIC PLACES IN THE, CITY OF WICHITA FALLS, TEXAS,
FILING CHARGES AND LIENS AGAINST PROPERTIES ABUTTING ON SAID PORTIONS OF AVENUES, STREETS,
AND PUBLIC PLACES AND AGAINST THE OWNERS THEREOF, PROVIDING FOR THE COLLECTION OF SUCH
ASSESSMENTS AND THE ISSUANCE OF ASSIGNABLE CERTIFICATES IN EVIDENCE THEREOF, AND DECLARING
AN EMERGENCY. t

Agreement with the Southwestern Bell Telephone gompany on behalf of the City, covering 1"
740E 80L dial PBX, 10 selector connection, 2 digit power plant and associated equipment,
located at the Memorial Auditoriumv Wichita Falls, Texas.
Motion seconded by Alderman Claytor and carried.

Mayor Johnson re-opened the discussion of a Capital Improvements program by
recognizing Mrs E. E. Wood, representing a group of m6thers from various school areas, who
urged that consideration be given to establishing another Youth Center corresponding to
Le Chateau. Mrs Kelley and Mrs Pierce voiced pleas for the same.
Alderman Burross voiced the opinion that planning should be along the line of
gradual improvement and that we should not over extend ourselves.
David Wright, Don Shepard, Geo. Johnson and Buddy Hogan, a group of teenagers,
spoke in behalf of more recreational facilities for the young people.
Mayor Johnson advised both groups to work with the Park g^..'..'^r? any p^rk Depart-
ment; introducing Mrs Cherry, Chairn an of the Park Board and 'Mr.;R'14mbnd Haves s acting
Director of Parks & Recreation.
Mayor Johnson asked the City Attorney to review the Ordinance relating to
abandoned ice boxes, with a possibility of revision.
Mr. Rex Roten proposed that in any capital improvements program, the salaries of
the Police and Fire Department employees be given consideration. Mr. Gus Jolliff spoke
in behalf of a new facility to house the Police aepartmert, and two or more new Fire
Stations. The Mayor stated he thought a Capital Improvement program election should be
placed on the Ballot April 3rd, 1962.
i$r. Dub Dennis stated, in his opinion, a capital improvement program bond
election was a necessity.
Aldermen: 10lallander, Burross and Claytor cited the failure of a like program
i.n April, 1961, and voiced the opinion that unless the people evidenced a desire for
capital improvements, a.iy pro ram proposed could not carry.
M,'ayor Johnson stated that unless the Press, Radio and T.V. supported sach a

1962, proposes to construct a street type section on F.M. Road 2650, from the South City
Limits to F.M. Road 369, ' a distance of approximately 0.27 miles; and
WHEREAS, this is a joint project ipreviously agreed on by Highway Minute Order
No. 48338 and jointly accepted with Wichita County by the City of Wichita Falls by City
Resolution No. 470; and
WHEREAS, it is in the public interest and considered to be a desirable improve-
ment;

THE STATE OF TEXAS IN COMMISSIONERS' COURT
COUNTY OF W ICHITA Wichita COUNTY, TEXAS
On this the lst day of February-, 1962, at a special
term of the Commissioners ' Court of Wichita County, Texas , all
members being present , motion made by D. W. Wiley and seconded
by G. Clark Gresham , and passed by the Court that the provisions
of Minute No. O65 _passed by the Texas Highway Commission be
approved and accepted and the same is hereby so ordered.
It is further ordered that Wichita County in cooperation
with the City of Wichita Falls will furnish all required right of
way free of cost to the State and will assume the construction
cost of all pavement over 26 ft . in width and the cost of curb and
gutter for a distance of approximately 0.27 mile within the
corporate limits of the City of Wichita Falls .

Gentlemen:
In the develolr ent of the subject project, it was weed between this
office and Wichita. County to place a curb and gutter type of pavement
on the north and of the subs Mject in lieu of additional night
of way through the built up section whereby open ditches could have
been provided. It was agreed that Wichita County, which was providing
the right of way, would bear the cost of the curb and butter rlus the
cost of pavement wider over and above a. width of 26 feet. T?_e
county has tendered to the Hig1way Department funds sufficient to
cover the agreed w*ount of their work.
Now, the point is this, it has been rued by our Austin Office that
a special RighW Corm ssion ate was necessary covering the pavement
widening since it is within a city-s' corporate litdts and one has been
so written and passed the cc fission whereby both the County and the
City of dichita Falls are required to accept the provisions of the
minute.

your convenience which will be satisfactory for our needs by returning
two executed copies if the minute mats your approval.
Please expedite the 1=41ing of this minute as we are trying to
let a contract for this Mork at an early date.

to the pavement and its support, and all other features necessary now or in the
future to provide an adequate travel facility shall be the responsibility of tko
City of Wichita Falls.
Upon acceptance of the provisions of this Order by the appropriate officials of the
City of Wichita Falls and Wichita County, the State Hl&vay Engineer is directed to
proceed with the development of plww for construction and after the City anVor
County Uave°t fulfilled their responsibilities proceed with construction in the most
feasible &nd economical minor as a part of the item presently authorized in the
1961-1.9,62 Federal Aid Secondary Program.
