Memorial Auditorium Bldg.
December 18, 1961
The Board of Aldermen of the City of Wichita Falls met in regular session, post-
poned from December 11, 1961, on the above date, in the Council Room of the Memorial Auditorium
Bldg., at 7-00 o'clock P.M., with the following members present:

Mayor Kenneth Johnson called the meeting to order, with regrets that Mrs H. P.
Ledford could not be present on account of illness. He expressed hope for her speedy
recovery.
The Invocation was given by Mr. F. M. Rugeley, Director of Public Works.

Mayor Johnson stated that Saturday.. December 16th, had been proclaimed
Wichita Falls High School (Coyote) Football Team Appreciation Day, in appreciation of
the team, the coaching staff and teachers of Wichita Falls High School, who had been
instrumental in securibg very favorable publicity for the City of Wichita Falls during
the past football season.

Alderman Wallander recommended and moved that Mr. Roy V (Pete) Claytor,
4500 Nassau, be appointed to fill the vacancy of Place 5 on the Board of Alderman..created by the resignation of Mr. Joe Bailey Meissner.
Motion seconded by Alderman Burross and carried by the following vote:
Yeas: Aldermen Wallander, Burross, McBride and Witcher.
Nays: None.
3 Moved by Alderman Walhander that the Minutes of the regular meeting held
November 13s 1961, be approved.

WHEREAS, Joe Bailey Meissner, Jr. has served with distinction as a member of
the Board of Aldermen of the City of Wichita Falls, Texas, since April 7, 1958; and,
WHEREAS, during this period he has unselfishly devoted a great amount of his
time and energy in the service of the City of Wichita Falls and its citizens, and he has
always courageously fought for the principles which he felt were for the best interest of
Wichita Falls; and,
WHEREAS, he has resigned from the Board of Aldermen in order that he may seek
another public office in which he feels that he can further serve the people of this
City and the surrounding territory.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA
FALLS, TEXAS:
THAT there is hereby expressed the appreciation of the Board of Aldermen and
of the people of the City of Wichita Falls to Joe Bailey Meissner, Jr. for all of the time
and effort which he has devoted to City affairs and for his distinguished service to the
City as a member of the Board of Aldermen.

Alderman Witcher commented on the fact that paving of Tulsa Street seemed to be
unduly delayed and asked for a report from Mr. Bill Baugh, City Engineer,
Mr. Baugh stated that in view of the inclement weather causing trouble with the
placement and compacting of the base materials, he felt sure that the contractor was pro-
ceeding as fast as possible considering the circumstances.

Alderman Witcher presented a petition from a number of citizens, requesting
that Ordinance No. 1416 be amended; together with copy of a proposed Ordinance
amending Ordinance No. 1416, for adoption by the City Council,

OF PACKAGE STORE PERMITS, RETAIL DEALERS ON-PREMISES LICENSES AND RETAIL DEALERS OFF- -�
PREMISES LICENSES, WHO HAVE BEEN IN BUSINESS FOR A PERIOD OF AT LEAST 12 MONTHS IN AN
AREA WHEN THAT AREA IS ANNEXED TO THE CITY LIMITS OF THE CITY OF WICHITA FALLS TO CONTINUE

9 Mayor Johnson read a letter from Mr. L. B. Dean, District Engineer, Texas State
Highway Department, a copy of which is attached hereto.
Moved by Alderman Wallander that the recommendation of the Highway Department
be accepted and the Traffic Engineer be instructed to proceed with the planning for
signalization of the intersections listed; signalization to be completed as funds are
made available.
Motion seconded by Alderman McBride and carried.

9-b Mayor Johnson announced that since the next regular meeting date of the Council
'falls on December 25th, a ;:holiday, the next regular meeting will be January 8, 1962, at
7:00 P.M.
10 Moved by Alderman Burross that the City of Wichita Falls continue its support
of the U.S. Geological Survey program of streamguaging and quality of water reporting,
and contribute $3,595.00 to its support for the year 1962.

11 Moved by Alderman Witcher that the Minutes of the Planning Board meeting
held December 5, 19610 be received.

11-a Mayor Johnson appointed Alderman Witcher (Chairman) and Alderman Wallander,
as a committee to study the recommendations of the Planning Board and the various views
expressed by developers and other interested parties on the sidewalk ordinance, and
to present a recommendation to the City Council.

proposal to request the paving of all alleys in new developments,' and report to the
City Council at an early date.

on bridge planks for Irrigation canals, Water Improv. Dist. #2, was referred back to Mr.
Parkey.

Alderman Burross reported that the Committee appointed to work with members
of the W.C.W.ZW6v.T)i5t #2, in formulating a budget for operation of the City's portion
of W.C.W.C. & I. Dist #1, had agreed on a figure of $79,604.16, as the city's share.
Also that the Committee was in full gccord with Mr. Matthias, Executive Director of The
Red River Valley Association, with reference to the expenditure of $1000.00 for service
rendered W.C.W.C. & I. Dist #1, and requested that the City Clerk so inform Mr. Matthias.

Moved by Alderman Burross that the Board of Aldermen approve the total figure
of $79,604.16 as the city's share of operating expenses of W.C.W.C.& I Dist #1, for the
ensuing calendar year 1962.

Mr. Robert 0. Winters, Acting Tax Assessor & Collector, presented a letter, 15
asking for a ruling on taxing fall-out shelters. "

Moved by Alderman Wallander that the City retain possession of the property at 16
the southwest corner of East Scott and Dallas St., formerly leased to the Texas State '
Highway Department, and that the ,Traffic Engineer proceed with plans ,to utilize the
driveway as a free right turn lane, as outlined in the proposal of the Highway Department
letter of October 16, 1961, copy attached hereto.

Moved by Alderman Witcher that the Wichita General Hospital bill for indigent
patients for the month of October, 1961, in amount of $6,882.08, bad,$9,295.83 for the
month of Novamber, 1961, be approved and ordered paid.

Item 368
19 Mr. Don Baxter presented a request for an exception to the Fireworks Ordinance
for two locations that were recently annexed by the City. Mr. Bill R. Brown and Daryl
Snyder also presented a request.
Moved by Alderman Burross that Mr. Baxter be allowed to operate one location on
Jacksboro Cut-off and one on F.M. 369; that Mr. B. R.Brown be allowed to operate one
location on Jacksboro Highway, and Mr. Daryl Snyder be allowed to operate one location on
Jacksboro Highway; due to the fact that previous to annexation, they had operated at these
locations and had paid for their licenses for 1961; this exception being granted for the
balance of the year 1961.
Motion seconded by Alderman Witcher and carried.
20 Mr. Mel Dunn appeared before the Council to protest the operation of the Airport
by Wichita Falls Air Transport Company and requested that an investigation be made into the
method and manner of operation.
Mayor Johnson appointed a committee of Ben Lowell, Chairman, Harry Lane, Harold
Jones and Bill Wassgreen to investigate the greivances and report back at the next Council
meeting.
Action on a proposed change in the Contract with Fulcher Armstrong was postponed
until the next regular Council meeting.

WHEREAS, on February 11, 1950, the City of Wichita Falls obtained title to the
following described land from Horace Hill, the same being described as follows:
All that certain 5/6ths of an acre, more or less, out of the Northeast part of
Twenty (20) acre tract out of Thomas Garner Survey, Abstract No. 84, Wichita County,
Texas, deeded to Ed Wilson by R. E. Huff at al, by deed recorded in Book "Frr, page
438, Deed Records of Wichita County, Texas, sometimes known and described as 5/6ths
of an acre, more or less, out of the East part of the Ed Wilson Addition to the City
of Wichita Falls, Texas; and described by metes and bounds as follows:
BEGINNING at a point 50 feet North of the Southeast corner of Block No. 1, Ed Wilson
Addition as now designated:

Lyons, Jr., and further do authorize and direct the Mayor and the City Clerk to properly
execute a Deed to the following described premises conveying any right, title or interest

A letter from Wichita City Lines proposing changes in fares and services was 22
received and referred to the City Manager.

A letter was read from the Franklin Life Insurance Company with reference to
handling of necessary papers for transfer or cancellation of insurance on W.C.W.C. & I.
Dist. #1 key employees, Jack Willard Connell, Avery Cortenus Hooten and Fred Parkey.
Moved by Alderman Wallander that the City Manager be authorized to sign any
and all papers necessary to release and receipt the Franklin Life Insurance Company for
and on behalf of the City of Wichita Falls, after each individual has been given an
opportunity to convert the said policy on the same basis of surrender value.
Motion seconded by Alderman McBride and carried.
