September 11, 1961 1 & 2 The Board of Aldermen of the City of Wichita Falls,Texas, met in regular session on the above date, in the Council Room of the Memorial Auditorium Bldg., at 7-30 o'clock P.M., with the following members present: Kenneth Johnson Mayor J. Winston Wallander Dr. D. Clifford Burross 0. D. McBride Aldermen Dr. Al T. Witcher Joe Bailey Meissner Mrs H. P. Ledford C. J. Griggs City Manager H. P. Hodge Jr. City Attorney A. L. Fitts City Clerk The audience was asked to arise while Rev. Wilson Wood gave the Invocation. 2-a Mayor Kenneth Johnson gave a brief statement to the audience and representatives of the Press and T.V., in which he out linbd the problem of communication between the elected representatives of the City and the Citizenry. Mr. Johnson stated the steps that had been taken by the Council to secure an adequate water supply; the reasons for the decision on the Halsell Project, the efforts being made to carry out the mandate of the people and the opinion of the Council as to the propriety of attempting to switch to another reservoir site. Moved by Alderman Wallander that the Minutes of the regular meeting held July 24, 1961, and the Minutes of the Special meeting held Aug. 29, 1961, be approved. Motion seconded by Alderman Ledford and carried. 4 Alderman i4eissner presented the following Resolution: RESOLUTION NO. 463 WHEREAS, C. C. Daniel has recently mn-rked his 12th Anniversary as Chief of Police of the City of Wichita Falls, Texas; and, *F~ AS, Chief Daniel has been a police officer of this City for twenty years; and, WHEREAS, Chief Daniel as a police officer has earned and maintained the respect of theCitizens of Wichita Falls throughout this period of t-iwne; and, WHEREAS, Chief Daniel as the head of our police department, has been a fair- minded, conscientious, effective and faitilDal public official and a highly competent administrator. (All property South of U.S. Highway 287 Expressway from Lynwood West, Section One, to Sunset Terrace.) Moved by Alderman Meissner that Ordinance No. 1962 be introduced, and the City Clerk be instructed to publish same. West, Commanding General of the 49th Armored Division, explaining the increased training of personnel of The 49th Armored Division. 8 Moved by Alderman Burross that the Final Plat of Fountain Park, Section 1-B, an addition to the City of WichitaFalls,Texas, be approved; copy of said Plat on file in Office of City Clerk. Clement Subdivision was postponed until the next regular meeting. 1.2 No one being present representing land owners on Broad Street, this Item was passed. RESOLUTION NO. 464 1.3 WHEREAS, the City of WichitaFalls is contemplating building a Dam on the Little Wichita River at a site commonly known as the Halsell Site, and WHEREAS, the City of Archer City has Permit No. 1545 for the use of 300 acre feet of water annually from Carver Creek and the Little Wichita River, and an additional Diversion Permit No. 1884 for 2,200 acre feet of water, and WHEREAS, the City of Wichita Falls and the City of Archer City desire to cooperate in the division of public water that may become available if the City of Wichita Falls builds a dam across the Little WichitaRiver. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF ti^,ZCHITA FALLS, TEXAS: That, in consideration of the fact that the City of Archer City favors the granting of a permit to the City of WichitaFalls authorizing the construction of such dam and reservoir, theCity of Wichita Falls recognizes Archer City's possible future need of 2,500 acre feet of water per year and the City of Wichita Falls has no objection to Archer City taking that amount of water per year out of the South Fork of the Little Wichita River over to Archer City's reservoir. Nays: None. 333 Item Mr. Jimmy Horany, Scotland, Texas, presented a Petition signed by residents of 1-14 Scotland, Texas, endorsing the proposed Halsell Reservoir site, to be forwarded to the State Board ofWater Engineers. The following Resolution was presented: RESOLUTION NO. 465 WHEREAS, the City of Wichita Falls is contemplating building a Jam on the Little Wichita River at a site commonly known as the Halsell Site, and; WHEREAS, the town of Scotland, Texas anticipates that it may in the future require water from the Little Wichita River for its fresh water supply, and; WHEREAS, it is anticipated that the 1970 or 1980 population of Scotland will be 500 people, who will require 67 acre feet of water per year, and; WHEREAS, the Board of Aldermen of the City of Wichita Falls desires to help insure an adequate su ply of fresh water to the town. of Scotland. Griggs called to the attention of the Council members that the Depository Agreement with the City National Bank would expire September 30, 1961. - Moved by Alderman. Meissner that the Council consider the awarding of a contract for the City Depository at its regular meeting September 25, 1961. Motion seconded by Alderman Wallander and carried. 23 Alderman Wallander reported the progress on the stud y of flood conditions in Faith Village. Aldermen Meissner and Burross also reported on the same problem. Mayor Johnson announced that the decision of the Council would not be made until a final report from the Committee, which he hoped could be made at the next regular meeting. 24 Bids on city property at 1510 - 13th St. were not received by theCouncil since advertisement for bids had not been authorized. Moved by Alderman Wallander that bids be tabled. r1otion seconded by Alderman Ledford and carried. 25 A petition was presented by representatives of the Fire Department, requesting a pay raise of $50.00 per month for each individual. Alderman Meissner asked that the petition be presented to the City Manager through the proper channels.
