Min 07/10/1961 316 Item No. Wichita Falls, Texas Memorial Auditorium Bldg* July 10, 1961 The Board of Aldermen of the City of Wichita Falls, Texas, met in a regular session 1 & 2 on the above date, in the Council Room of the Memorial Auditorium Bldg., 7-30 lock P.M., with the following members present: Kenneth Johnson Mayor J. Winston Wallander Dr. D. Clifford Burross 0. D. McBride Aldermen Dr, Al T. Witcher Joe Bailey Meissner C. J. Griggs City Manager H. P. Hodge Jr. City Attorney A. L. Fitts , City Clerk Absent: Alderman Ledford. Rev. Wilson Wood, Pastor Southside Baptist Church, gave the Invocation. 2 A Mayor Johnson presented a condensed report on the Conference of Mayors recently held in Washington, D.C., suggesting that the City investigate the possibility of securing Federal funds for Urban Renewal and Capital Improvements. ,. Mayor Johnson also reported on activities of the 49th Armored Division of the National Guard, which he was privileged to attend at Fore Hood, Texas. 3 Moved by Alderman Burross that the Minutes of the regular meeting held June 26, 1961, be approved. Motion seconded by Alderman Witcher and carried. 4 ORDINANCE NO. 1954 AN ORDINANCE EXTENDING THE CITY LIMITS OF THE CITY OF WICHITA FALLS, TEXAS, BY ANNEXING A COUNTY CT WHICH LIE OUTS DE THE CITY LIMI'SOFTHE CITY OF WICHITA FALLS,RTOE M., WHICH VEMENT I LANDS N0. 1, ARE DESCRIBED IN THIS ORDINANCE AND DECLARING AN EMERGENCY, Mayor Johnson declared the Public Hearing, recessed at the June 26, 1961s, meeting, re-opened for discussion, and asked for any one in the audience, either opposed to, or in favor of annexation of the areas, to speak. Mr. Lynn Murphy restated his opposition. Mr. Alton Littlefield spoke in opposition to the annexation. Mr. Littlefield, not a resident of the area, injected the problem of drainage in the Plum Creek area into the discussion. Aldermen Burross, Meissner and the Mayor answered the objections of Messrs Kuphy and Littlefield. Having allowed all present an opportunity to speak, Mayor Johnson declared the Public Hearing 6losed. Moved by Alderman Burross that Ordinance No. 1954 be approved and passed as read. Motion seconded by Alderman McBride and carried by the following vote: YBas: Aldermen Wallander, Burross, McBride, Witcher, Meissner and Kenneth Johnson, Mayor. Nays: None. - - - - - - - - - - 317 Item No. ORDINANCE NO. 1957 5 AN ORDINANCE EXTENDING THE CITY LIMITS OF THE CITY OF WICHITA FALLS TEXAS BY ANNEXING CERTAIN LANDS ADJACENT TO THE SOUTHEASTERN TERRITORIAL LIMITS OF THE�CITY OF WICHITA FALLS, TEXAS, WHICH LANDS ARE DESCRIBED IN THIS ORDINANCE, AND DECLARING AN EMERGENCY. (Giant Store Property F.M. 369 & S.H. ?9) Moved by Alderman Wallander that Ordinance No. 1957 be approved and passed as read. Motion seconded by Alderman Witcher and carried by the following vote: Yeas: Aldermen Wallander, Burross, McBride, Witcher and Meissner. Nays: None. Moved by Alderman Witcher that the Minutes of the Planning Board meeting held 6 July 6, 1961, be received and approved. Motion seconded by Alderman Wallander and carried. Mr. Elie Lam, representing Skyline Developers, presented a brief explanation � ' 6-a of the plans for an Elementary School site in Fountain Park Addition. Following a discussion by the members of the Council, it was agreed that this matter be placed on the Planning Board Agenda for discussion at their next meeting; Mr. Elie Lam agreeing to be present for that meeting. Moved by Alderman Witcher that the Final Plat of Falls Park Addition, Section I, - 7 City of Wichita Falls, be approved;, copy of said Plat being on file in Office of City Clerk. Motion seconded by ,Alderman McBride and carried. Bids were received an4:_opened for a tract of land located at Grace & Kell Blvd., 8 owned by the City of Wichita Fa#s. The bids were as follows: Roark Construction Co. $250.00 Cecil Rogers 550.00 Moved by Alderman Meissner that the bid of Cecil Rogers in amount of $550.00 be accepted, and that the Mayor be authorized to execute a Deed conveying the property as advertised. Motion seconded by Alderman Wallander and carried unanimously. 9 Mary Sue Milliron, Vice-President of Local 6200 Communications Workers of America, petitioned the City Council to endorse, in writing, the proposed wage classification as filed by them with the Southwestern Bell Telephone Co. Alderman Meissner complimented Miss Milliron on the Format and presentation of the Proposal, stating that he did not believe the Council should enter into any negotiations between employer and employees. Mayor Johnson concurred, and requested that a copy of the Proposal be filed with the Minutes. Moved by Alderman Meissner that the City Manager be authorized to execute for 10 and on behalf of the City of Wichita Falls a Standard Sewer Reimbursement Contract with W. B. Featherston, covering installation of sewer facilities along Beverly Drive, between Ninth Street and Seymour Highway, in an amount not to exceed $475,94, Motion seconded by Alderman Wallander and carried unanimously. Moved by Alderman Wallander that payments due on existing Reimbursement Contracts 3.1 be authorized and ordered paid, as follows: Homer HumphrUs, 235,80, on water mains in Blocks 6 &, 7, Park Place Subd. Mary Singleton 1216.75, on water mains in Singleton Addition. Wichita Bldg. Corp. 94.97, on water mains in Sikes Estate Addn. Sect D Wichita Bldg. Corp 19.49, on sewer mains in Sikes Estate Addn. Sect D Motion seconded by Alderman Burross and carried unanimously. 12 Moved by Alderman Burross that the City Manager and the City Attorney meet with the officials of the Wichita Co. Water Control & Improvement District No. 1, to arrange for an orderly and systematic transfer of physical properties to the City of Wichita Falls. Motion seconded by Alderman Witcher and carried unanimously. 13 Alderman Meissner brought up the question of pedestrians involved in traffic fatalities, advancing the proposal that over-head walkways might lessen the hazards, 'whereupon Mayor Johnson asked that the Engineering Department investigate the practice in other cities, obtaining cost estimates, etc. Alderman Burrdss suggested that walk signals might be included also. Mayor Johnson again stressed the idea of Federal Funds for Urban Renewal and Capital improvements. Moved by Alderman Wall.ander that the meeting be adjourned. Motion seconded by Alderman McBride and carried. The Board of Aldermen then adjourned at 8-50 P.M.
