June 26, 1961 1 & 2 The Board of Aldermen of the City of WichitaFalls, Texas, met in regular session on the above date, in the Council Room of the Memorial Auditorium Bldg., at 7-30 o'clock P.M., with the following members present: Joe Bailey Meissner Mayor Protem J. Winston Wallander Dr. D. Clifford Burross Aldermen 0. D. McBride Dr. Al T. Witcher G. J. Griggs City Manager H. P. Hodge Jr. City Attorney A. L. Fitts City Clerk Absent: Mayor Kenneth Johnson, Alderman Ledford. Church. The Invocation was given by Rev. Bob Evans, Pastor, university Methodist Moved by Alderman Witcher that the Minutes of the regular meeting held June 12, 1961, be approved. Motion seconded by Alderman Burross and carried. Agenda Item No. 4 was passed. 5 Minutes of the Traffie,Commission meeting held June 13, 1961, were presented. Alderman Witcher requested expressions from members of the Traffic Commission who were present. No adverse criticism was voiced. Moved by Alderman Wallander that the Minutes of the Traffic Commission meeting held June 13, 1961, be approved. Motion seconded by Alderman McBride and carried unanimously. Alderman Burross raised the question of when and how Item No. 2, under Old Business, would be handled. (School Sign Program). Budget, City Manager C. J. Griggs replied that this was being provided for in the new - 6 ORDINANCE NO. 1956 I' AN ORDINANCE AMENDING ORDINANCE N0. 1641, ENTITLED "AN ORDINANCE REGULATING TRAFFIC UPON THE PUBLIC STREETS OF THE CITY OF WICHITA FALLS, TEXAS, AND REPEALING ALL 01!MR"'ORDINANCES AND SECTIONS OF ORDINANCES IN CONFLICT HEREWITH" BY AMENDING SECTION 171 OF ATRICLE XXI, DECLARING CERTAIN SPECIFIED STREETS TO BE OM-WAY STREETS. read. Moved by Alderman Wallander that Ordinance No. 1956 be approved and passed as Motion seconded by Alderman Witcher and carried by the following vote: Yeas: Aldermen Wallander, Burrow, McBride, Witcher and Mayor Proten Meissner. Nays: None. - - - - - - - - - - 312 Item No. Bids were opened on two tracts of city property, advertised for sale, as per '7 copy of Legal Notice attached. Bids were as follows: Tract No. 1 — Don Baxter $1001.00, with Agreement to install drMinage pipe according to City's specifications. Tract No. 2 — Builders. Supply, $1850.00 Ben C. Armstrong 2250.00 Moved by Alderman Wallander that the high bid__be accepted on each tract and that the Mayor be authorized to sign deeds for and on behalf of the City of Wichita Falls, conveying: Tract No. 1 to Don Baxter, for $1001.00, stipulating that the City retain a drainage easement, also that buyer agree to install a drainage pipe according to the City's specifications. Tract No. 2 to Ben C. Armstrong for $2250.00. Motion seconded by Alderman Burross and carried unanimously ORDINANCES,N0,12,% AN ORDINANCE EICTFMING THE CITY LIMITS OF THE CITY OF WICHITA FALLS, TEXAS, BY ANNEXING ALL OF THOSE PARTS OF WICHITA COUNTY WATER CONTROL AND IMPROVIIl= DISTRICT N0. 1, WHICH LIE OUTSIDE THE CITY LIMITS OF THE CITY OF WICHITA FALLS, TEXAS, WHICH LANDS ARE DESCRIBED IN THE ORDINANCE AND DECLARING AN EMERGENCY, Mayor Protem Meissner declared the Public Hearing on Ordinance No. 1954 to be open. Mr. William Thacker, Chairman of the Planning Board, was asked for resume concerning the basis of study and recommendations advocating the annexation of the proposed areas. The following property owners in the proposed area north of Wichita River, voiced objections to the annexation: M. W. Oliver, Lynn Murphy, Harold Miller, Lloyd Griffith. A Mr. McCullock also voiced objections. Alderman Burross explained reasons for annexation. Alderman Witcher read into the record a letter from Lt. Col. Thus D. Quaid, Acting District Engineer, Tulsa District, Corps of Army Engineers, concerning proposed flood control, which is attached hereto. Alderman Burross requested that this letter be incorporated in the,Minutes and that each member of the Council be furnished a copy. Moved by Alderman Wallander that, due to the absence of Mayor Johnson, the Public Hearing on Ordinance No. 19540 be recessed until the next regular meeting, July le, 1961. Motion seconded by Alderman McBride and carried. Moved by Alderman Witcher that the Minutes of the meeting of the Planning Board, 8 held June 20, 1961, be received. Motion seconded by Alderman Wallander. Alderman Burross asked City Engineer, Wm. E. Baugh, Jr. to explain Item No. 3 in more detail than stated in the Minutes. Following Mr. Baugh's explanation, the motion carried unanimously. ORDINANCE N0, 192 9 AN ORDINANCE ECTENDING THE. CITY LIMITS OF THE CITY OF WICHITA FALLS, TEXAS, BY y ANNEXING CERTAIN LANDS ADJACENT TO THE SOUTHEASTERN TERRITORIAL LIMITS OF THE CITY OF WICHITA FALLS, TEXAS, WHICH LANDS ARE DESCRIBED IN THIS ORDINANCE, AND DECLARING AN EMERGENCY. (Giant Store Property) Moved by Alderman Burross that Ordinance No. 1957 be introduced, and that the City Clerk be directed to publish same one time in the Wichita Falls Record News. Motion seconded by Alderman Witcher and carried by the following vote: Yeas: Aldermen Wallander., Burross, McBride, Witcher and Mayor Protem Meissner. Nays: None. - - - - - - - - - - Item No. 313 10 Moved by Alderman Witcher that Frank B. Harvey be granted a delay in replacing sidewalk on Lot 2, Block 10, Country Club Estates, until new regulations now in preparation by the Planning Board are adopted. Motion seconded by Alderman McBride and carried. 11 Moved by Alderman Witcher that the Minutes of the Park Board meeting, held June 21, 1961, be received. Motion seconded by Alderman Wallander and carried. Mayor Protem Meissner stated that he had received a number of complaints about the lack of boating facilities at Lake Wichita; no launching ramps, no docking or service areas. 12 ORDINANCE NO. 1258 ORDINANCE AWARDING CONTRACT FOR THE CONSTRUCTION OF CERTAIN STREET IMPROVEMENTS ON A PORTION OF KENE.SAW AVENUE AND PORTIONS OF SUNDRY OTHER STREETS AND AVENUES IN THE CITY OF WICHITA FALLS, TEXAS, DESIGNATED AS "GROUP IS - 60", PROVIDING FOR THE LEVYING OF ASSESS- vMENTS AGAINST ABUTTING PROPERTY AND THE OWNERS THEREOF TO DEFRAY A PORTION OF THE COST OF SAID IMPROVEMENTS, MAKING AN APPORPRIATION FOR THE INDEBTEDNESS TO BE INCURRED BY THE CITY OF WICHITA FALLS, TEXAS IN CONNECTION'WITH SAID CONTRACT, DIRECTING THE CITY CLERK TO FILE NOTICE OF ASSESSMENT LIEN WITH THE COUNTY CLERK OF WICHITA COUNTY, TZZAS, DIRECTING THE ENGINEER FOR THE CITY TO PREPARE ESTIKATES* OF THE COST OF THE IMPROVEMENTS, PROVIDING SUNDRY OTHER MATTERS INCIDENT THERETO, AND DECLARING AN EMERGENCY. Nays: None. 13 Moved by Alderman McBride that the bid for Traffic Zone Paint, White and Yellow, be awarded to C. H. Dragert Company, on their bid of $2250,00, less 1%; same being low bid; copy of Bid Summary being on file in Office of City Clerk. Motion seconded by Alderman Witcher and carried. 14 r Moved by Alderman Wallander that the Wichita General Hospital Bill for indigent patients for the month of May, 1961, in amount of $8,323.09, be authorized and ordered paid. Motion seconded by Alderman Burross and carried. 14-a Moved by Alderman Witcher that the Wichita General Hospital, be requested to furnish the Welfare Department a list each month, showing the name, date, number and charge for each prescription issued from the Hospital Pharmacy. Motion seconded by Alderman Burross and carried unanimously. 14-b City Manager C. J. Griggs, reported on the request made by Alderman Burross at the last Council meeting, concerning the handling of city and county jail prisoners treated Eby the Wichita General Hospital. Dr. Burross asked that the investigation be pursubd further. Mayor Protem Meissner appointed the following committee to make this study: Alderman Burross,f Chairmon Alderman Witcher, and City Manager C. J. Griggs. 15 Moved by Alderman Witcher that payments on Water and Sewer Reimbursement 314 Item No. Contracts for Sikes Estate Addition, be delayed until the Planning Board could contact 15-con't the Developers of this Addition regarding the cozmni.ttments for entrance to the Addition from F.M. 369, and Park reservations. Motion seconded by Alderman Burross and carried. - - - - - - - - -- 16 Mr. Crabtree requested street improvement on North Grand, and was referred to Mr. F. M. Rugeley. Moved by Alderman Wallander that the City advertise for sale a tract of land 17 located at Grace and Kell Boulevard, to the highest bidder. Motion seconded by Alderman McBride and carried. Mayor Protein Meisener recognized the Chairmen of various Committees and Boards 18 who were present and thanked them for being present at this meeting. It is understood that the Bureau of RRecto� tion advised the Water Improvement Districts that it might their advantage to proceed on a project through either the Corps of Engineers' sponsorship, or special legislation, since the Bureau's studies indicated that flood control benefits would exceed irriga- tion benefits, and flood control is a responsibility of the Corps of Engineers. The investigation by this office by thing madeited in response to a resolution adopted 16 April 1959 Y enate Committee on Public Works, which requests studies to determine the advisability of modifying and rehabilitating the existing non- Federal Lake Kemp in the interest of flood control, to operate a in conjunction with the lakes irrigation, water supply and other re- lated uses. A public hearing in connection with this study was held in the Municipal Auditorium, Wichita Falls, on er the 1959• Local interests at that hearing p and requested deteriorated condition of spillway and outlet works, that the Federal Government rehabilitate the facilities and there- after direct operation of the flood control storage. A survey report covering our investigation of Lake Kemp is scheduled for completion near the end of the present year.
