on the above date, in the Council Room of the Memorial Auditorium Bldg., at 7:00 o'clock
P.M., with the following members present:

WHEREAS, Mr. J. R. Ray has heretofore served as a Member of the Board of
Aldermen of this City for a period of two years; and,
WHEREAS, he has served with distinction and great ability in such capacity
and in a manner that is a credit to him and to the City of Wichita Falls; and
WHEREAS, he has recently completed such term of office.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDMIDN OF THE CITY OF WICHITA
FALLS, TEXAS:
THAT, by this Resolution there is hereby expressed the appreciation of the people
of the City of Wichita Falls, to Mr. J. R. Ray for his unselfish effort and honorable
and distinguished service to the citizenship of this City as a Member of the Board of
Aldermen.
BE IT FURTHER RESOLVED that he shall be granted either a life-membership in the
Municipal Golf Club of Wichita Falls, Texas, or a life-estate in a lot for a camp site
on the shores of Lake Kickapoo (the latter being subject to a thirty day removal therefrom
in the event the same is needed for an additional water supply), in appreciation of ,his
service.
BE IT FURTHER, RESOLVED that an exemplified copy of this Resolution be presented
to him and the original hereof be recorded on the Minutes of this Meeting.

As announced, Public Hearing was held on the request of Mr. Ray Allison for a home
delivery service for bread and bread products, which would require a change in Solicitors
,urdinance No. 1643, now in effect.
Mr. Eddie Brown., Owner of Home Bakery, 1307 Holliday, whose bakery goods are to
be handled by Ar. Allison, spoke on behalf of the request, and presented a number of letters
from various citizens asking for this service, which are on file in Office of City Clerk.
The following were among those who protested allowing installation of such
bakery routes:
E. D. Woods, Manager, 'leads Bakery.
L. D. Clark, " American Bakeries Co. Taystee Division,
John H. Jones, Owner, Handy Food Store
11r. Frost " Frost Food Stores
Carl Thompson " of a building rented to a home bakery.
Both sides were given opportunity to present their opinions.
Moved by Alderman Wallander that a committee be appointed to make a more
detailed study of both sides of this matter and to present, recommendations to the Council
at the next regular meeting.

8 Mr. J. L. Hair., Contractor, representing the City National Bank, requested per-
mission to install a covered stairway from the alley to a basement entrance, in their
buildinti at 8th & Scott Streets, and explained by drawings the proposed plan.
Moved by Alderman Meissner that a permit be granted to the City National Bank
to install a covered stairway from the alley to a basement entrance in their bui.ldin
at 8th & Scott Streets, provided the work is carried out under the supervision of Mr.
F. 14. Rugeley, Director Public Works.

Dr. Billy D. Coulson presented Rev. E. V. Johnson, 1306 Oakhurst, who requested
that the alley for block bordered by Oakhurst, Alpine, Christine and Cynthia streets
be closed. A number of citizens in that area appeared in behalf of the. request.

Mr. C. J. Griggs, City :Manager, recorunended that two city-owned tracts of 141
land, one at the Southeast corner of Hampstead and Buchanan (8O,xl65' ); and the other
at the Northwest corner of Kemp and Arizona, be declared surplus, and that the City
advertise for bids on same.
Moved by Alderman Heissrer that the recommendation of City Manager C. J. Griggs
be accepted and that the City advertise for bids on the two city-owned tracts as
above described.

18 Moved by Alderman Ledford that the bid for paving of Kenesaw Avenue and
sundry other streets and avenues, designated as Group II - 60, be aw*rded to
J. F. Foster & Sons, in amount of $114,584.82, this being the only bid submitted;
but same being in line with current paving costs.

of an ordinance by the legal representatives of the City National Bank awarding the

above designated project, Kenesaw Avenue and sundry other streets and avenues, designated
as Group II - 60.

1rHEi:SAS, Revemrk4 Ben L. Baits has served as Chaplain of the City of Wichita
Falls Fire Department for eight years; and
WHEREAS
, Reverend Baits was the first Chaplain of said Fire Department; and
WHEREAS, Reverend Baits has been a huge source of spiritual guidance and
encouragement to the Wichita Falls Fire Department and to the Board of Aldermen and other
leaders of the City of Wichita Falls; and
WHEREAS, recently Reverend Baits has, due to ill health, been unable to continue
this service which he so unselfishly and willingly bestowed upon the persons concerned.
