The Board of Aldermen of the City of Wichita Fa11s,Texas, met in regular session
on the above date, in the Council Room of the Memorial Auditorium Bldg., at 7:00 o'clock
P.M., with the following members present:

The Invocation was given by Rev. Hugh Caffey, Associate Minister of the
First Christian Church.
3 Moved by Alderman Ledford that the Minutes of the regular meeting held April
10, 1961, be approved.
Motion seconded by Alderman Burross and carried.
4 it 8:00 o'clock P.M., Mayor Kenneth Johnson announced the Public Hearing on
paving a portion of California and other streets was open.
Several property owners, representing the residents of various streets included
in the proposal, were recognized and spoke in behalf of the program. Those recognized
were:
Charlie Stewart California St, Mr. Bob Johhsgn, Carl J. Ellison and Azy
C. H. Tedford Sherman St. Register, representing the East Side
J. B. Pierce Lafayette St. Development Assn.
Mr. Davis, representing Trustees of Prof. Holland Flood St.
St. John Church. James Williams Group 2 Pavement
Mr. B. Robinson Sherman St. Mr. Duggan Vermont St.
No one appeared to file protests or objections.
The following Ordinance was introduced:
ORDINANCE NO. 1946
ORDINANCE CLOSING HEARING AND LEVYING ASSESSMENTS FOR PART OF THE COST OF
-" IMPROVING A PORTION OF CALIFORNIA AVENUE AND PCRTIONS OF SUNDRY OTHER STREETS AND PUBLIC
PLACES IN THE CITY OF WICHITA FALLS, TEXAS, FIXING CHARGES AND LIENS AGAINST PROPERTIES
ABUTTING ON SAID PORTIONS OF AVENUE, STREETS AND PUBLIC PLACES AND AGAINST THE OWNERS
THEREOF, PROVIDING FOR THE COLLECTION OF SUCH ASSESSMENTS AND THE ISSUANCE OF ASSIGNABLE
CERTIFICATES IN EVIDENCE THEREOF, AND DECLARING AN EMERGENCY.
Moved by Alderman Meissner that Ordinance No. 1946 be approved and passed as
read.
Motion seconded by AldermanWitcher and carried by the following vote:
Yeas: Aldermen Wallander, Burross, McBricte, Witcher, Meissner and Ledford.

5 Moved by Alderman Burross that the decision of the Planning Board with
reference to Item 5 of The Planning Board Minutes of April 4, 1961, be upheld and that the
request of Ram Construction Co. for an exception to the Sidewalk Ordinance be denied.
Motion seconded by Alderman Ledford and carried unanimously.

Mr. John W. Pennington was recogLiized and presented a petition asking that the 6
Board of Aldermen rescind their action of March 13, 1961, accepting the recommendation of
the Planning Board with reference to the park area in Dittoe Heights Addition, Mr. Walker
appeared in support of Mr. Pennington's petitions. The petitions were received and
ordered filed.
RESOLUTION NO- 453 7
A RESOLUTION PROVIDING FOR THE IMPROVLXENT OF A PORTION OF KENESAW AVENUE AND
PORTIONS OF SUNDRY OTHER STREETS, AVENUES AND PUBLIC PLACES IN THE CITY OF WICHITA FALLS,
TEXAS, ADOPTING PLANS AND SPECIFICATIONS THEREFOR, DIRECTING THE ADVERTISEMENT FOR BIDS,
AND PROVIDING SUNDRY OTHER MATTERS INCIDENT THERETO.
WHEREAS, the Board of Aldermen of the City of Wichita Falls,Texas, has heretofore
determined the necessity that the hereinafter described portions of avenues, streets, and
public places in the City of WichitaFalls,Texas, be improved;, and
WHEREAS, the Engineer for the City of Wichita Falls,'Texas, was heretofore directed
to prepare Plans and Specifications for the improvement of a portion of Kenesaw Avenue and
portions of sundry other streets, avenues and public places in. the City of Wichita Falls
Texas; and
WHEREAS, such Plans and Specifications have been prepared and are here now before
the Board of Aldermen and have been fully examined and are found to be in all things right
and proper,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA
TEXA FALLS, S, THAT:
I. Said Plans and Specifications be, and are hereby, adopted and approved.
II. The City Clerk is hereby directed to advertise for bids for the making and
construction of certain improvements in accordance with the aforementioned Plans and
Specifications therefor, on the following portions of avenues, streets and public places
in theCity of Wichita Falls, Texas, to wit:
KENESAW AVENUE: From the west property line of Hayes Street to the east curb
line of Garfield Street, to be known and designated as Unit No. 1;
AVENUE 0: from the west property line of Taylor Street to the east property
line of Polk Street, to be known and designated as Unit No, 2;
BROAD AVENUE: from the end paving returns South side of Twenty-fourth Street
to the south property line of Twenty-fifth Street, to be known and designated as Unit No, 3;
FIFTEENTH STREET: from the west, property line of Austin Street to the east
property line of Burnett Street, to be known and designated as Unit No. 4;
GRAND AVENUE: from the north property line of North Ninth Street to the south
curb line of North Tenth Street, to be known and designated as Unit No. 5;

which advertisement shall be published once a week for two consecutive weeks prior to
the time for letting such contract, the date of the first publication to be at least ten
(10) days prior to the date set for letting said contract, the said publications to be in
some newspaper published in and of general circulation in theCity of WichitaFalls, Texas.
III. This resolution shall take effect and be in force immediately from and
after its passage.

read.

AN ORDINANCE CREATING A MUNICIPAL DEFENSE AND DISASTER RELIEF COMMITTEE AND
PROVIDING THE PGtiERS OF THAT COMMITTEE: GREATING THE OFFICE OF MUNICIPAL DEFENSE
x COORDINATOR AND PROVIDING THE DUTIES AND RESPONSIBILITIES OF THAT OFFICE: CREATING AN
OPERATIONAL ORGANIZATION: GRANTING NECESSARY POWERS TO COPE WITH &URGENCIES THREATENING
LIFE AND PROPERTY IN THE CITY OF WICHITA FALLS: AUTHORIZING COOPrRATIVE AND MUTUAL AID
AGREEMENTS FOR RELIEF WORK BETWEEN THIS AND OTHER CITIES OR COUNTIES: AND FOR RELATED
PURPOSES: PROHIBITING UNAUTHORIZED LIGHTS AND WARNING AND ALL-CLEAR SIGNALS AND MAKING
VIOLATIONS A MISDEMEANOR PUNISHABLE BY FINE NOT EXCEEDING $200.00.

9 ✓ Mr. Paul Jones was recognized to present the final plat of Estes Subdivision.
Moved by Alderman rieissner that the final Plat of Estes Subdivision be approved
when the cash payment agreed upon has been made.

Alderman Meissner, Council representative on the Tax Steering Committee, 10
presented the following recommendations, and moved the adoption of same:
That Mr. E. A. Deaton, Mr. B. 0. Howle and Mr. J. B. Featherston be appointed
to the Tax Equalization Board.
That the salary be set at twice the amount as paid last year.
That the Board be convened at the earliest possible date.
That the notices of 1960-61 valuations and.: appraximate tax rate be mailed.
Motion seconded by Alderman Ledford and carried unanimously.
Mayor Johnson appointed Alderman Wallander as Council representative to the 12
Traffic Commission, replacing Mr. Roger Thoes.
Moved by Alderman Witcher that Alderman Joe Bailey Meissner Jr. be elected
Mayor Protem, to serve in the absence of the Mayor for the elective year.
Motion seconded by Alderman McBride and carried.
Moved by Alderman butcher that the Minutes of the Traffic Commission meeting 11
held April 11, 1961, be received.
Motion seconded by Alderman Burross and carried.
Mayor Kenneth Johnson appointed Mr. Clarence Muehlberger to the unexpired term 13
of Mr. Wm.B. Gleason on the Planning Board.
Moved by AldermanWitcher that the appointment of Mr. Clarence Muehlberger to
the unexpired term of Mr. Wm. B. Gleason on the Planning Board be approved.
Motion seconded by Alderman Wallander and carried,
Mayor Kennet)i Johnson appointed Mr. Maceo D. Mitchell to replace Mr. A. B. Ruff
on the Park Board,whose term expires Jan 1, 1962. t
Moved by Alderman Meissner that the appointment of Mr. Maceo D. Mitchell
to replace Mr. A. B. Ruff on the Park Board be approved.
Motion seconded by Alderman Witcher and carried.
3 Moved by Alderman Ledford that payment of $733,34 to Meadow Lake Company, 14
on Water Reimbursement Contract for Sect. A Meadow Lake Addition, be approved and ordered
Paid.
Motion seconded by Alderman Wallander and carried unanimously.
Mr. R. Ernest Lee, Engineer-Surveyor, presented a Plat of South Winds Estate, 15
Section 2. Mr. Harold Jones, Attorney, representing Long Bell Lumber Co., Div. of
International Paper Co, presented a plea for its approval,
Alderman McBride stated that the recommendation under Paragraph 1, a & e,
of the Planning Board Minutes of April 4, 1961, had been complied with, and made the
following motion:
Moved by Alderman AcBride that the Plat of South Winds Estate, Section Two, an
addition to the City of Wichita Falls, Texas, be approved.

16 Mr, Clifton Cocanougher, representing the Parker Square Merchants-,Association.,
requested Permit to operate a "Ride-A Rama" carnival in Parker Square, May 7th through
May 14th.
Moved by Alderman Wallander that a permit, free gratis, be issued to Parker
Square Merchants Assn., to operate the "Ride-A-Rama" carnival in Parker Square, May 7th
through May 14th, provided adequate liability insurance is furnished.
Motion seconded by Alderman Ledford and carried.
17 Mr. Tolly Wilson, Attorney, presented a Proposal to the Council to operate
a Wrecker Service within the City of WichitaFalls, on a franchise basis.
Mayor Johnson appointed Alderman Burrus, Chairman, Aldermen McBride and
Ledford as a committee to study the Proposal.
18 City Attorney Frank Gibson presented his resignation, agreeing to serve until
the appointment of his successor.
Moved by Alderman Meissner that the City Manager and Assistant City Attorney
prepare a suitable Resolution for adoptionby the Council; likewise Resolutions for
out-going Aldermen Messrs Ray, Wininger and Thoes.
Motion seconded by Alderman Witcher and carried.
Moved by Alderman Witcher that the meeting be adjourned.

The Board of Aldermen then adjourned at 9-45 P.M.
