on the above date, in the Council Room of the Memorial Auditorium Bldg., at 2-30 o'clock
P.M., with the following members present:

4 Moved by Alderman Ledford that the Minutes of the regular meeting held October
24, 19602 be approved.
Motion seconded by Alderman Ray and carried.
4-a Mayor Johnson made a short talk on the purposes of a trip to Mexico City, sponsored
by Braniff International Airways, in which he participated.
4b Mayor Johnson commented on the adverse publicity the City was receiving regarding
the proposed Halsell Reservoir, and deplored the tactics and mis-information being used
in its preparation,
5 Bids were opened on Waterworks Improvements, Section B, 1960, and tabulated as
follows:

Bids were referred to Mr. J. B. Upchurch of Joe E. Ward Engineering Co. and Mr.
John P. Ruhmann, Director of Utilities, for analysis and recommendation later during the
meeting.
6. Bids were presented by the Director of Public Works for paving certain Streets
included in Group I 1960 to be done under the assessment plan, from the following Con-
tractors:
R. 0. Green Construction Co. $177,548.13
J. F. Foster & Sons 186,502.53
with the recommendation that R. 0. Green Construction @o. be awarded the contract on his
bid of $177,548.13.
Moved by Alderman Meissner that contract for paving of streets designated in
Group I, 1960, be awarded to R. 0. Green Construction Co, on their bid price of $177,549.13.

7 A tabulation of bids on a farm tractor, with mower attachment, was presented
by Mr. John P. Ruhmann, Director of Utilities, as follows;

to tie on to a 15" Sewer Line on the Iowa Park Road at its western terminus.

Alderman Roger E. Thoes introduced a Resolution and moved that it be adopted. 9
The motion was seconded by Alderman J. R. Ray. The motion carrying with it the adoption
of the resolution prevailed by the following vote:

RESOLUTION NO. 433
BY THE BOARD OF ALDI M&N OF THE CITY OF 'aICHITA FALLS, TEXAS, CALLING AN ELECTION
ON THE QUESTION OF THE ISSUANCE OF 6,000,000.00 WATERWORKS TAX BONDS AND ON THE QUESTION OF
THE ISSUANCE OF $6,500,000.00 WATERWORKS REVENUE BONDS.
WHEREAS, the Board of Aldermen of the Pity of Wichita Falls, Texas, deems it
advisable to issue the bonds of the City for the purposes hereinafter mentioned:
BE IT RESOLVED BY THE BOARD OF ALD:WTEN OF THE CITY OF WICHITA FALLS, TEXAS:
1. That an election be held in the City of Wichita Falls, Texas, on the 8th day of
December, 1960, at which election the following propositions shall be submitted:
PROPOSITION NO. 1
"Shall the Board of Aldermen of the City of Wichita Falls, Texas, be
authorized to issue the bonds of said City in the sum of $610001000.00, maturing
serially in such installments as may be fixed by the Board of Aldermen, the maximum
maturity being not more than Forty (40) years from their date, bearing interest at
a rate not to exceed Five (5%) per cent per annum, and to levy a tax sufficient to
pay interest as it accrues and principal as it matures on said issue of bonds, for
the purpose of improving and extending the waterworks system of the City, as author-
ized by the Constitution and laws of the State of Texas."
PROPOSITION NO. 2
"Shall the Board of Aldermen of the City of Wichita Falls, Texas, be authorized
to issue the bonds of said City in the amount of $6,500,000.00, maturing serially
in such installments as may be fixed by the Board of Aldermen, the maximum maturity
being not more than Forty (40) years from their date, bearing interest at a rate
not to exceed Five (5%) per cent per annum, for the purpose of improving and extending
the waterworks system of the City, to be issued in accordance with and secured in the
manner provided in Articles 1111-1118, both inclusive, of the Revised Civil Statutes
of Texas, 1925, each bond to be conditioned that the holder thereof shall never have
the right to demand payment of said obligation out of funds raised or to be raised by
taxation, secured by a pledge of the net revenues from the operation of the Waterworks
System of said City."
2. That said election shall be held at the following places within said City, and
the following named persons are hereby appointed as officers of said election:

Wichita County Courthouse, 7th & Lamar, within said City, with L. L. Kuntz, Presiding Judge.

The Presiding Judges above named are hereby authorized to select such assistants
as they deem necessary to assist in the holding of said election.
3. The said election shall be held under the provisions of Chapter 1, Title 22,
of the Revised Civil Statutes of Texas, 1925, as amended, including the provisions of Article
704, as amended by Chapter 382, passed at the First Called Session of the Forty Fourth Legis-
lature, and only legally qualified electors who own taxable property in the City and who
have duly rendered the same for taxation shall be qualified to vote.
4. The ballots for said election shall have written or printed thereon the
following:

Concerning each proposition, each voter shall mark out with blank ink or black
pencil one of the above expressions, thus leaving the other as indicating his vote on the
proposition.
5. A substantial copy of this resolution signed by the Mayor of .said City and
attested by the City Clerk shall serve as proper notice of said election. Notice shall be
given in accordance with Article 704, Revised Civil Statutes of 1925, as amended by
Chapter 382, passed at the First Called Session of the Forty Fourth Legislature, supra.
The Mayor is authorized and directed to have a copy of said notice posted at the City Hall
and at each voting place within said City not less than fifteen days prior to the date
fixed for holding said election. He shall also cause said notice to be published on the
same day in each of two successive weeks in a newspaper of general circulation published
within said City, the date of the first publication to be not less than fourteen days
prior to the date set for said election. Except as otherwise provided in said Article
704, as amended, the manner of holding; said election shall be governed by the laws
governing general elections.

Mr. J. B. Upchurch, representing Joe Ward Co. Engineers, and Mr. John Ruhmann, 22
Director of Utilities, presented an analysis and tabulation of bids received under Item 5, j
and recommended that the bid be awarded to Natkin & Co. for $198,175.30.
Moved by Alderman Meissner that the bid on Waterworks Improvements, Section B.
1960, be awarded to Natkin & Co. on their bid of $198,175.30, being the lowest and best
bid; and the City Manager be authorized to sign a contract for and on behalf of the City
of Wichita Falls.
Motion seconded by Alderman Wininger.
Moved by Alderman Thoes that-the-above-and-foregoing motion be tabled.

23 Alderman Meissner commented on the adverse publicity affecting the proposed
Waterworks Improvement, Alderman Ray also made reference to the same.
24 Mr. D. W. Nicholas complained about sewage problems in the newly annexed area
west of S.A.F.B. This was referred to the City Attorney.
25 Mr. Hampton Wilson voiced a complaint about the cost of paving, which was referred
to the City Manager.
26 Mr. John Bagby, who operates a store on Park Street, asked for consideration in
`the matter of eliminating the fire lane on Park Street. This matter was referred to the
Traffic Commission.
27 ✓ Mr. M. K. Cross complained about the lack of utilities in one of the newly
annexed areas. This was referred to the City Manager.
28 Mr. R. L. Jobe presented a claim for damages to his automobile, in the amount
of $259.44, resulting from an alleged accident with a police car.
Moved by Alderman Meissner that the above claim be allowed and payment
authorized.

29 Mr. Cecil Courtney requested an Amendment to Ordinance No. 1642, known as
the Liquefied Petroleum Gas Ordinance.
29-a ORDINANCE NO. 1931
AN ORDINANCE AMENDING ORDINANCE NO. 1642, KNOWN AS THE LIQUEFIED PETROLEUM GAS
ORDINANCE, BY AMENDING SECTIONS 1, 8 and 24, OF SAID ORDINANCE SO AS TO ALLOW THE RE-
CHARGE OF CERTAIN CONTAINERS IN TRAILER PARKS, AS DEFINED IN THIS ORDINANCE, AND TO ALLOW
THE SALE OF MINIATURE CONTAINERS IN THE FIRST FIRE ZONE AND DECLARING AN AMERGENCY.

31 Alderman Ledford introduced a motion as follows, and moved that it be adopted:
I move that the City Manager, City Attorney, Chief of Police and the Traffic
Engineer study the ordinances governing the control and usage of bicycles with a view of
amending all present ordinances and bringing them up to date.

23-Q Agenda No.
Alderman Ray stated that several citizens had complained about the traffic 32
hazard at Brook & Sth St., with reference to parked cars obstructing the view of motorists
approaching the intersection from the west. This complaint was referred to the Traffic
Commission for study.
Alderman Ray also commented on the use of airplane glue as an intoxicant by
juveniles.
Moved by Alderman Ray that the meeting be adjourned.
Motion seconded by Alderman Thoes and carried.
The Board of Aldermen then adjourned, at 4-30 P.M.
