on the above date, in the Council Room of the Memorial Auditorium Bldg., at 7:00 o'clock
P.M., with the following members present:

1� Moved by Alderman Meissner that the Minutes of the meeting of. September 12,
1960, be approved with the following corrections:
Item 5-a, to be corrected to read "Traffic Lights" instead of "Traffic Signaliza-
tion," in order to clarify the instructions of the City Council.
Item 35 to be corrected to shoe With Mayor Protem Aeissner: presiding,the motion

for 286o ft. of 6,' Class 150 Cement Asbestos pipe, on their bid price of $ 661.80.

6 Mr. Don Hill, District Director, Dallas Field Service Department of The National
Safety Council, presented a report and analysis of the 1959 annual inventory of Traffic
Safety activities for the City of Wichita Falls. Mr. Hill presented a Plaque to the City of
,:Wichita Falls from the National Safety Council for its achievements during the year 1959,
Mr. Fill also presented a Certificate from the Texas Chapter of The National Safety Council
designating Jlichita Falls as the best in Texas Safety Awards during the year.
Mayor Kenneth Johnson accepted the Plaque and Certificate on beha*1f of the City
of Wich'l.ta Falls and designated tjie Police Dept. as custodian.
7 Moved by Alderman Ledford that the Minutes of the Park Board meeting of Se^teTrbnr
?, 1960, be accepted and approved, with the exception of item 2, and that this It be
further studied.

Moved by Alderman Thoes that the recommendation of The Board of Adjustments
15 and Appeals with reference to waiving Building Code restrictions for Tire Storage &
Capping building at 1112 Indiana be approved, and that Mr. Barnard be granted a Permit
provided the recommendations are adhered to and that the work is completed within one
year from date.
Motion seconded by Alderman Ledford and carried.
16 Moved by Alderman Meissner that the permit issued to 1111 Indiana for the purpose
of operating a tire sales and recapping business be revoked, as this permit has not been
used and is nearly a year old.
Motion seconded by Alderman Wininger and carried.
17 Several representatives of the Jefferson Park Improvement Association appeared
before the City Council urging that Jefferson Park be improved as soon as possible. The
:Iayor requested that they meet with the Park Board.
18 Mr. Steve Marchand of Civil Defense, asked the Council to consider the
feasibility of providing a shelter for the Civil Defense equipment. The Mayor referred
this matter to the City Manager.
19 '1r. '_Crabtreo appeared to report on the inability of some residents on North Grand
to meet the proposed payments for paving.

20 RESOLUTION DETMIINING THE NECESSITY FOR AND ORDERING AND PROVIDING FOR THE
IMPROV&KENT OF A PORTION OF KENESAW AVENUE AND PORTIONS OF SUNDRY OTHER STREETS AND
AVENUES IN THE CITY OF WICHITA FALLS, TEXAS, DIRECTING ZHE CITY ENGINEER. TO PREPARE
PLANS AND SPECIFICATIONS THEREFOR AND PROVIDING SUNDRY OTHER MATTERS INCIDENT THERETO.
WHEREAS, the Board of Aldermen of the City of ivichita Falls, Texas, is of the
opinion that the hereinafter mentioned portions of streets and avenues in the City of
Wichita Falls, Texas, should be improved; THEREFORE,

22 RESOLUTION NO. 431
WH:gE:AS, the improvements located at 1722 Wilson Avenue in the City of Wichita
Falls, Texas, further described as Lot 13, Block 61, of the Southland Addition of the City
of WichitaFalls, Texas, are presently encroaching two tenths of a foot on Baylor Avenue
and three tenths of a foot on the alley, and
WHEREAS, the City has no present plans for using this two tenths and three tenths
of a foot respectively,
NOW, TTMEFORE, BE IT RESOLVED BY THE BOARD OF ALXPt�E11 OF THE CITY OF WICH,7TA
FALLS, T EXAS:
Now insofar as it is legally able to so do, the City of WichitaFalls, Texas,
hereby waives the encroachments on the property located at 1722 Wilson Avenue and more
fully described as Lot 13, Block 61, of the Southland Addition of the City of Wichita Falls,
Texas.
