The Board of Aldermen of the City of Wichita Falls, Texas, met in called session
on the above date, in the Council Room of the Memorial Auditorium Bldg. at 4:15 o'clock P.M.
with the following members present:

Frank Gibson City Attorney
Mayor Kenneth Johnson announced this special session had been called by consent
of the Council, to consider specific requests and transact only urgent and necessary business
of the City.
Mr. C. J. Courtney presented a request to operate a 1000 gal, propane storage
business at 1103 Sunset Lane, contrary to Ordinance No. 1642 prohibiting storage of
propane within the City Limits.
Moved by Alderman Thoes that the recommendation of F. M. Rugeley, Director of
Public Works, and B. F. Van Pelt, Fire Marshal, be accepted and permit be issued to Mr.
Courtney to operate the Butane business as outlined in his request of August 3, 1960.,
copy of same attached hereto.
Motion seconded by Alderman Witcher and carried.
Mr. R. L. Gilliland was present to request a sewer connection, but was advised
to delay same to a later date.
Moved by Alderman Wininger that the following payments on Water and Sewer Reimbur-
sement Contracts be approved:

Motion seconded by Alderman Ledford and carried, with Alderman Thoes voting No.
Moved by Alderman Wininger, that the recommendation of F. M. Rugeley, Director
, of Public Works, be accepted and the bid for self-propelled pneumatic roller be awarded to
Highway Machinery Company, at a price of $5174.00, same being the best bid as recommended
by Mr. Rugeley; copy of Bid Schedule attached hereto.

Mr. John P. Ruhmann, Director Utilities, presented Tabulation of Bids opened
on August 5, 1960, covering Alterations to 2300 Volt Electrical Equipment at gasper
St. Water Plant.

Moved by Alderman Wininger that the recommendation of Mr. Ruhman4/be accepted
and bid on the above Electrical Equipment be awarded to the lowest bidder, People's
Electric Co. at their bid price of $32,426.00; copy of bid tabulation attached hereto.

RESOLUTION NO. 425
A RESOLUTION ACCEPTING STREET IMPROVEMENTS ON GRACE STREET FROM THE SOUTH PROPERTY
LINE OF TENTH STREET TO THE NORTH PROPERTY LINE OF ELEVENTH 'STREEr IN THE CITY OF WICHITA
FALLS, TEXAS, AND DIRECTING THE ISSUANCE AND DELIVERY OF CjRTIFICATES IN EVIDENCE OF SPECIAL
ASSESSMENTS LEVIED.
WHEREAS, the City of Wichita Falls has hertofore entered into a contract with
R. 0. Green Construction Company of Wichita Falls, Texas, for the making and construction
of certain improvements on the following portion of Grace Street in said City to wit:
Grace Street from the South property line of loth Street to the North y
property line of llth Street in the City of Wichita Falls, Texas
WHEREAS, such improvements have been completed upon said portion of Grace Street
and have been inspected and found to be complete in accordance with the contract.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERM OF THE CITY OF WICHITA
FALLS, TEXAS, THAT
1. The improvements on said portion of Grace Street be and tjhey are hereby
accepted and the contract with reference to the construction of such improvements be and
is hereby found and declared fully completed and performed.
2. The Mayor be, and he is hereby directed, to issue and execute in the name of
the City, certificates in evidence of the Special Assessments levied against abutting
property and the owners thereof for such improvements, and the City Clerk is directed to
execute the same and impress thereon the corporate seal, all in accordance with the pro-
ceedings relating to such improvements and assessments. Such certificates shall be delivered
to the said R. 0. Green Construction Company.
This resolution shall take effect and be in force from and after its passage.
Moved by Alderman Witcher that Resolution No. 425 be approved and passed as read.

Yeas: Aldermen Wininger, Thoes, Witcher and Ledford.

RESOLUTION NO. 426
A RESOLUTION AUTHORIZING AND DIRECTING THE CITY CLERK TO MAKE THE APPROPRIATE
BOOKKEEPING ENTRIES TO WRITE OFF CERTAIN CONTINGENT LIABILITIES WHICH AROSE FROM CONTRACTS
MORE THAN TWENTY-FIVE YEARS OLD.
WHEREAS, the City of Wichita Falls is carrying as contingent liabilities certain
amounts which grew out of contracts which are many years old, which amounts are all barred
by the Statute of Limitations,' and
WHEREAS, many of said contingent liabilities are offset by certain contingent
assets of the City of Wichita Falls, and
WHEREAS, carrying the same on the books of the City of Wichita Falls creates a
false impression as to the indebtedness of the City of Wichita Falls.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA
FALLS:
THAT, the City Clerk is hereby authorized and directed to make the appropriate
entries to write off all contingent liabilities arising out of water or sewer reimbursement
contracts which contracts are more than twenty-five years old.

SUBJECT: PROPANE STORAGE, 11.03 SUHET LANE
COMMENT:
Referring to the request of Mr. Courtney for Permiseion to
install a 1,000 gallon propane storage tank at 1103 Sunset
Lane, the Ordinance of the City of `'7ichita Falls pro4ibi.t.s
bulk storage of propane and butane within the city limits.
This location, however, will meet the requirements of the
Texas Railroad Commission for this type of installation and
there are no buildings immediately adjacent to the property.
In this particular case the Fire Marshal thinks that it will
be all, right for this small. storage facility. In order to
grant the request it. wi.ls take a special permit from the Board
of aldermen.
