11'i& 3 The Board of Aldermen of the City of Wichita Falls, Texas, met in regular session
on the above date, in the Council Room of the Memorial Auditorium Bldg., at 7:00 o'clock P.M.,
with the following members present:

The meeting was called to order by Joe Bailey Meissner Jr., Mayor Pro Tem.
2', The Invocation was given by Rev. Ben L. Baits, Chaplain of the Fire
Department.
4 Moved by Alderman Ledford that the Minutes of the regular meeting held July U..
1960, be and the same are hereby approved.
Motion seconded by Alderman Thoes and carried.
Moved by Alderman Thoes that the bid for two 9-horse power bucket machines for
sewer cleaning be awarded to the low bidder,Flex-Rod Pipe Tool Co. of Dallas, Tex, at
their bid price of W4.00; copy of Purchase Summary attached hereto.
Motion seconded by Alderman Witcher and carried.
6r On recommendation of the City Manager and Director of Public Works, the bids on
one 10 ton pneumatic roller were not considered at this meeting.
7 ' Moved by Alderman Witcher that the bid of Nolan Bros. of $6.95 per ton for
furnishing, hauling, laying and rolling 3,452 tons of asphaltic concrete, and tack coating
39,465 sq. yds of pavement on various down-town streets, be accepted and the City Manager
be empowered to sign a contract with the above Company for and on behalf of the City of
Wichita Falls.

Moved by Alderman Ledford that the Minutes of the Planning Board meeting of
Tuesday, July 19, 1960, be accepted and approved; that the Form recommended by the Planning
Board titled "Request for Exceptions Vo Requirements of Sidewalk Ordinance No. 1842"
> be adopted; and that the recommendations for exceptions to the Sidewalk Ordinance at
504 Fort Worth St., 900 Falls Drive, 600 Jalonic St., 1405 N. 9th. rear, and 512 Bonner St.
be granted; copy of Minutes attached hereto.

Moved by Alderman Wininger that the question of ambulance speed and adherence
to the Traffic Rules and Regulations be referred back to the Traffic Commission for further
study and recommendation to the Council.
Motion seconded by Alderman Ledford and carried.
Mayor Protem Meissner appointed a committee composed of Aldermen Thoes,
Wininger and Witcher, to meet with the City Manager and investigate the feasibility of
the City operating ambulances and emergency vehicles within the city limits.
ORDINANCE NO. 1919,
AN ORDINANCE EXTENDING THE CITY LIMITS OF THE CITY OF WICHITA FALLS, TEXAS, 14
BY ANNEXING CERTAIN LANDS ADJACENT TO THE SOUTHWESTERN TERRITORIAL LIMITS OF THE CITY
OF WICHITA FALLS, TEXAS, WHICH LANDS ARE DESCRIBED IN THIS ORDINANCE. (Part of Rancho
Vista Sect 2.)
Moved by Alderman Thoes that Ordinance No. 1919 be approved and passed.

Yeas: Aldermen Wininger, Thoes, Wither and Ledford.

Mrs H. P. Ledford, Chairman of the Council Water Committee, presented a. report 15
and recommended the filing of a Resolution with the State Board of Water Engineers with
reference to water rights on the Little Wichita River; also the passage of a Resolution
authorizing an Agreement with Furd Halsell to enter his land for purpode of survey and
core drilling for dam site.
RESOLUTION NO. 422
A RESOLUTION AUTHORIZING FILING A PRESENTATION WITH THE BOARD OF WATER ENGINEERS
OF THE STATE OF TEXAS TO ACQUIRE AND PROTECT RIGHTS OF THE CITY OF WICHITA FALLS TO A
MUNICIPAL WATER SUPPLY FROM THE LITTLE WICHITA RIVER.
WHEREAS, the City of Wichita Falls has grown rapidly in recent years and this
growth has constantly increased the demands on the Municipal water supply until present .
facilities are now being used to the limit of their capability; and
WHEREAS, it is the desire of the Board of Aldermen of the City of Wichita Falls
to examine the feasibility of providing an additional water supply from the waters of the
Little Wichita River.
FALLS: NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA

16-Con't 1. That the City Attorney is hereby authorized to file this resolution as a
PRESENTATION to the Board of Water Engineers of the'State of Texas under the provisions of
Article 749; Vernon's Annotated Civil Statutes, in order to acquire'and protect any rights
to waters of the Little Wichita River that the City may subsequently assert as a result of
studies proposed to be made.
2. That the feasibility of constructing a storage reservoir on the Little Wichita
River in Clay and Archer Counties on the reach of the river between the crossings of U.S.
Highways 281 and 287 will be examined.
3. That on the basis of engineering studies made to date, consideration will be
given to the construction of a reservoir having a storage capacity of appro.--imately 215,000
acre feet and providing for an annual use for domestic and industrial purposes of approxi-
mately 50,000 acre feet.
4. That the City has employed the engineering firms of Homer A. Hunter Associates
of Dallas, Texas, and Biggs and Mathews of Wichita Falls, Texas, to do the required technical
investigation on the proposed project and has an engineering force adequate to expeditiously
proceed with the investigation.

17 RESOLUTION NO. 423
WHEREAS, the Board of Aldermen of the City of Wichita Falls, Texas, is studying
the feasibility of an additional water supply on the Little Wichita River, and '
WHEREAS, study is being made for the feasibility of locating a dam on property
owned by Mr. Furd Halsell, in Clay County, and
WHEREAS, the Engineering; Firm of Biggs and Mathews desires to supervise
certain core-borings at the proposed dam site, and
WHEREAS, the owners of said property desires assurance that they will be amply
protected from damage to their property.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA
FALLS, TEXAS:
THAT, the City of Wichita Falls hereby agrees to pay to the owners of said
property Four Hundred ($400.00) Dollars for the privilege of entering on said land and
drilling four (4) core-holes, and further agrees to furnish a copy of said logs and copies
of the engineering analysis of said core-borings to owners of said property, and the City
of Wichita Falls further agrees to fully indemnify the owners of said property for any
damages to said property caused by these engineering studies, specifically including any
damage caused by fires.

Moved by Alderman Thoes that Wichita General Hospital bill for charity patients 20
for the month of June, 1960, for $6080.08, be approved, and the City Clerk be directed to
issue payment for same.

RESOLUTION NO. 424 21
WHEREAS, the City National Bank of Wichita'Falls, Texas, has deposited with the
First National Bank of Dallas, $6,381,500.00 in various Government securities, to secure
the deposit of the City of Wichita Falls with the City National Bank in Wichita Falls, of
$5,226,320.02, and
WHEREAS, the securities for the said deposit of the City'of Wichita Falls is more
than adequate, the City National Bank has requested the release of certain of these
securities, to wit:
$500,000.00 U.S. Treasury Certificates of Indebtedness 4 7/8% due 2/15/61,
covered by First National Bank, Dallas, Trust Receipt #A 18099 and $250,000.00
U.S. Treasury Bonds 2 1/2% due 11/15/61, covered by First National Bank, Dallas,
Trust Receipt #11327.
WHEREAS, the City of Wichita Falls can release the above securities as a pledge
on its deposits and still have adequate securities for its deposit with the City National
Bank of Wichita Falls,
NOW, THEREFORE.. BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA
FALLS, TEXAS:
THAT, the First National Bank in Dallas has authority to release the following
securities:
$500,000.00 U.S. Treasury Certificates of Indebtedness 4 7/8% due 2/15/61,
covered by First National Bank, Dallas, Trust Receipt #A 18099 and $250,000.00
U.S. Treasury Bonds 2 1/2% due 11/15/61, covered by First National Bank,
Dallas, Trust Receipt #11327;
to the City National Bank in Wichita Falls, Texas.

Mr. K. C. Spell presented the request of Mr. W. W. Knaust, Commander of the
American Legion Post 120, for water service to the American Legion Hut on Fairway and
Lake Road, whereupon the following motion was made:
Moved by Alderman Thoes that the American Legion Post 120, pay a pro-rata
front foot charge of $1.90 per front foot, oirthis. property located at the-end of -Fairway
Blvd, for the ia7latc .of a water line, also a tap charge of $50.00.
Motion seconded by Alderman Wininger and carried.
Moved by Alderman Wininger that all paving in the 600 Block of North Grand Avenue", 23
be figured on a 75 percent owner participation basis.

24 Attorney Marvin Pierce appeared before the Council to register a complaint about
loud noises in Kiddy Land, Weeks Park.
Moved by Alderman Witcher that the above complaint be referred to the Park Board.
Motion seconded by Alderman Ledford and carried.
25 Mr. C. F. Luna, representative of Wichita Falls Trades & Labor Council, requested
use of Scotland Park for a Labor Day celebration. The request was, by common consent
of the Council, referred to Mr. Spencer Ellis, Director of Parks & Recreation.
Moved by Alderman Witcher that all regular meetings of the City Council be
dispensed with for the month of August.
Motion seconded by Alderman Thoes and carried.
Moved by Alderman Wininger that the meeting be adjourned.

The Board of Aldermen then adjourned,, at 8-45 PM.
