1 31! The Board of Aldermen of the City of 1^'ichita Falls, Texas, met in regular session
on the above date, in the Council Room of the :Memorial Auditori:un Bldg., at 2-30 o'clock P.M.,
with the following members present:

The meeting was called to order by Honorable Kenneth Johnson, Mayor.

The Invocation was given by Rev. Wilson Wood, Pastor Southside Baptist
Church, Wichita Falls, Texas.
Moved by Alderman Witcher that the Minutes of the regular meeting held June 27,
1960, be and the same are hereby approved.
Motion seconded by Alderman Ledford end carried.
Moved by Alderman Meissner, in accordance with the recommendation of J. P. Ruhmann,
Director Utilities, that the bid for brass goods for the '.dater Department be awarded to the
low bidder, Morrison Su ply Co. Wichita Falls, at the bid price of $5081.30. (Copy Purchase
Summary attached hereto.
Motion seconded by Alderman Wininger and carried.

Mr. Elie Lam, President, Skyline Developers, Inc., and Clay Underwood and Ernest
Lee, Members of the Board of Directors of the same Corporation, appeared before the Council
and presented for approval a Dedication Plat of Fountain Park, Section 1-A, as recommended
by the City Planning Board. A discussion followed concerning the paving of Seymour Road,
bordering the Plat on the North. Mr. Lam agreed that if the City would furnish him a list of
the property owners on the north side of the Seymour Road, and information on a Plan for
paving, he would contact such property owners and cooperate with the City to get both sides
of the Road properly paved, with curbs and gutters and standard paving.
Moved by Alderman Witcher that the Board of Aldermen hereby approve the Dedication
Plat of Fountain Park, Section 1-A, an Addition to the City of Wichita Falls, Texas, copy of
which is attached hereto and made a part of the records hereof.

'7 ORDINANCE NO. 1919
AN ORDINANCE EXTENDING THE CITY LIMITS OF THE CITY OF WICHITA FALLS, TEF.AS, BY
ANNEXING CERTAIN LANDS ADJACENT TO THE SOUTHVIESTERN TERRITORIAL LIMITS OF THE CITY OF 1dICHITA
FALLS, TEXAS, 14HICH LANDS ARE DESCRIBED IN THIS ORDINANCE. (Part of Rancho Vista Sect. 2)
Moved by Alderman Meissner that Ordinance No. 1919 be introduced, and the City
Clerk directed to publish same in the Wichita Falls Record News, one issue.
Motion seconded by Alderman Witcher and carried by the following vote:
Yeas: Aldermen Wininger, (ditcher, Meissner and Ledford.

Mr. Don Monroe, President Wichita Falls Jaycees, appeared and requested per- 8
mission to hold their second annual Carnival on the outside area at Spudder Ball Park, the
proceeds to be used for the development of the Jaycee Park near Lake Wichita.
Moved by Alderman Ledford, that the Board of Aldermen accept the recommendation cyl
of Mr. F.-nerson Hall, Acting Director of Parks and Recreation for the City, and authorize f the issuance of a License, free gratis, to the Wichita Falls Jaycees, to hold a carnival
on the outside area at Spudder Ball Park, provided that sufficient liability insurance is
carried to protect the City, and that the grounds are left in as good shape after the
Carnival as before.

Moved by Alderman Meissner that the Board of Aldermen authorize the Director of '� 9
Public Works to waive building permit fee for Natkin & Company on the City's new water ;Y .

THAT, WHLP� S, the City of Wichita Falls owns certain lands, together with thn
mineral rights 'hereunder., adjacent to L--=. ;e KIckapoo, in Archer Count;;, Texas; and,
WHEREAS, it would be to the advantage of the City of Wicl;.Lta Falls to execute
an oil and gas lease on a portion of such lands, containing some 48-63 acres, more or less:

Texas, in cor.pliance with Article No. 5431 of the Revised Civil Statutes of Texas, as
amended., that the City Clerk publish the following notice in the official newspaper of t,hiz
City, for three consecutive weeks, and that on the 8th day of August, 1960, bids be opened

NOTICE is hereby given that the City of Wichita Falls will offer to the highest
bidder, for cash, a one year term lease providing for a one-eighth (1/8th) royalty on
the following described lands situated in Archer County, Texas, towit:
BEGINNING at a point on the -Jest boundary line of Block No. One Hundred Twelve
(112) and the East boundary line of Block One Hundred Eleven (111) of ATNCL Subdivision
3527.56 feet North of the most Westerly Northwest corner of Robert Carson Survey No.
154, Abstract No. 80;
THENCE West 1100 feet to a point;
THENCE South 980 feet to a point;
THENCE South 34 degrees 30 minutes East 1290.77 feet to a point•;
THENCE North 55 degrees 30 minutes East 1006 feet to a point;
THENCE North 34 degrees 30 minutes West 950 feet to a point;
THENCE North 608 feet, to the place of beginning;
containing 48.63 acres, more or less.
that interested bidders may bid therefor by filing their bid setting out the bonus they are
willing to pay for such oil and gas lease with the City Clerk of Wichita Falls, Texas, on or
before Twelve Noon of August 8, 1960.
That such bids shall be opened by the Board of Aldermen of the City of Wichita
Falls, at its next regular meeting after such date.
That the said lease shall be for a term of one year and shall convey the oil
and gas rights to a depth of two thousand (2,000) feet only on the property and that
adequate provision therein shall be made for the disposal of salt water, if any is produced
from said lease.
The City reserves the right to reject any and all bids.

Moved by Alderman Wininger that the Board of Aldermen approve the Release to 16
Jerry Vinson and Lewis Hernly McCullough of a sanitary sewer easement, on the terms and
conditions as stated therein, and that Mayor Kenneth Johnson be authorized to execute said
Release for and on behalf of the City of Wichita Falls.
