The Board of Aldermen of the City of Wichita Falls, Texas, met in called session
on the above date, in the Council Room of the Memorial Auditorium Bldg., at 7-30 o'clock
P.M., with the following members present:
Kenneth Johnson Mayor
E. J. Wininger I
Roger E. Thoes Aldermen
Dr. Al T. Witcher
Mrs H. P. Ledford
A. L. Fitts Acting City Clerk
Frank Gibson City Attorney
The Invocation was given by Mr. J. L. Jackson, Jr.
Mayor Kenneth Johnson announced that this was a special called session of the
Board of Aldermen and the Wichita Balls Park Board to hear a request from the Kiwanis
Club for a site to build a Cerebral Palsy Clinic.

The following members of the Park Board were present: A. B. fluff Jr., Max Kruger,
Mrs M. D. Cherry, Chas. L. Adcock and Spencer Ellis, Park Director.
Mr. Tom B. Medders, representative of the Kiwanis Club, requested that a space
150 ft. x 150 ft., located at the Northwest corner of Bellevue Park, be donated by the
City for the purpose of building a Cerebral Palsy Clinic. Mr. Medders stated that the
building, costing approximately $100,000.00, would be financed entirely by federal funds
through the State of Texas, and private donations.
Considerable discussion followbd regarding the project, the legal questions
involved and the possible precedent to be established regarding park land.
Mr. A. B. Ruff, Jr., Chairman of the Park Board, announced that the Park Board will
meet on June 10, at 3 P.M., in the City Council Room to discuss the request of Mr. Medders,
Mr. Ruff invited all interested citizens to attend, and stated that this issue only will be
considered. The Park Board will then make a recommendation to the City Council for their
regular meeting June 13, 1960.
Mayor Kenneth Johnson appointed Aldermen Thoes, Witcher and Mrs H. P. Ledford, and
any other Council members who could, to meet with the Park Board on June 10, to study the
request further.
Moved by Alderman Thoes that the meeting be adjourned.
Motion seconded by Alderman Wininger and carried.
The Board of Aldermen then adjourned.
