Min 05/26/1960 174 Wichita Falls, Texas Memorial Auditorium Bldg. May 26, 1960 The Board of Aldermen} of the City of. Wichita Falls, Texas, met in called session on the above date, in the Council Room of the Memorial Auditorium Bldg., at 7-30 o'clock P.M., with the following members present: Kenneth Johnson Mayor J. R. Ray E. J. Wininger Roger E. Thoes Aldermen Dr. Al T. Witcher Joe Bailey Meissner Jr. Mrs H. P, Ledford A. L. Fitts Acting City Clerk C. J. Griggs City Manager Frank Gibson City Attorney Moved by Alderman Thoes that the previous action of the Council with regard to ,Kiddie Land Concession at Weeks Park be confirmed and that the Mayor be authorized to execute said Contract, as amended by the City Attorney, for and on behalf of the City of Wichita Falls. Motion seconded by Alderman Wininger and carried by the following vote: Yeas: Aldermen Ray, Wininger, Thoes, Meissner and Ledford. Nays: Alderman Witcher. Mayor Kenneth Johnson introduced Mr. Alfred C. Leonard, representative of Malcolm Pirnie Engineers, who read the report prepared by this Firm on proposed water supply improve- ments, in which they recommended a Dam site on the Little Wichita River, to be known as the Halsell Dam Site. The Mayor then called for discussion and questions from the Council and interested citizens present, this meeting having been publicized as an open meeting to receive this Report. Those participating in the discussion and questioning were Messrs Roland Gouldy, Frank Medanich, J. W. Martin, B. B. Greever, Milam Vaughan, Ray Keith, Kindel Paulk, Johnnie Wheeler, C. W. Crowell, Chester Seals, Solon Featherston, Jennings, Colville, Richard Long, Prestage, Dr. R. L. Daily, Chairman Citizens Water Cormnittee, and the reporter for the Wichita Times and Record News. After considerable discussion, Mayor Johnson asked that those present who were in favor of acceptance of the report to stand. After being seated, the Mayor asked for those opposed to stand. Only one citizen present was opposed. Moved by Alderman Ledford that the Malcolm Pirnie engineering report on the Halsell site for a new Lake be adopted; with the further provision as suggested by Dr. Daily that additional land be acquired for cabin sites, recreational facilities and park sites. Motion seconded by Alderman Ray and c tried, w�,th the following vote: Yeas: Aldermen Ray, Wininger, Thoes, Witcher, ieissner and Ledford. Nays: None. - - _ - - _ - - - - Moved by Alderman Thoes that a vote of thanks be extended to the Engineering Firm of Malcolm Pirnie for the splendid report prepared on the Water Improvements. Motion seconded by Alderman Witcher and carried. 175 Moved by Alderman Meissner that the City Manager be requested to prepare a list of Engineers to submit to a Committee from the Council, who would select one firm to prepare preliminary plans and specifications for the proposed Halsell Dam; secure proper permits from the Board of Water Engineers, and to perform other necessary duties in order that this matter may be submitted for further action; and that the Council Committee be assisted by a Citizens Committee to be appointed by the Mayor. Motion seconded by Alderman Ledford. Alderman T hoes sukgested that the above motion be amended to specify that the same Council Committee be re-appointed to proceed with the above named plans. With the consent of the second, the motion was amended,. and carried by the following vote: Yeas: Aldermen Ray, Wininger, Thoes, Witcher, 4issner and Ledford. Nays: None. Mayor Johnson expressed appreciation to Mrs Ledford and her committee for the splendid work which had been done. Mayor Johnson, with the approval of the Council, appointed Dr. R. L. Daily to continue to serve as Chairman of the Citizens Committee, together with those who had served with him on the Water Committee. Mayor Johnson also called on all those present to help with the further planning of the project. Moved by Alderman Witcher that the meeting be adjourned.
