The Board of Aldermen of the City of Wichita Falls, Texas, met in regular session
on the above date, in the Council Room of the Memorial Auditorium Bldg., at 2-30 o'clock
P.M., with the following members present:

The Invocation was given by Rev. Ben L. Baits, Fire Department Chaplain.
Moved by Alderman Ray that the Minutes of the regular meeting held April 25,
1960, and the meeting held immediately after adjournment be and the same are hereby
approved.
Motion seconded by Alderman Thoes and carried.

Alderman Mrs H. P. Ledford, Chairman of the Special Water Committee, gave an
interesting verbal report of the Council's visit to the proposed Halsell lake site. Mrs
edford stated a public meeting is being planned on Tuesday, May 24th, at 7-30 o'clock
.m., to be held in either the Council Room or the Auditorium, at which time an engineer
from Malcolm Pernie will be present to explain the plans and answer any and all questions.
Moved by Alderman Thoes, in accordance with bids previously opened by Geo.
Mobley, Purchasing Agent, for purchase of traffic zone paint, the Board of Aldermen
does hereby accept the recommendation of the Purchasing Agent and award the bid to the
lowest bidder, C. H. Gragert Co., of Dallas, at their bid price of $1707.75, net fob
Wichita Falls, copy of Purchase Summary attached hereto.

ORDINANCE NO. 1907
AN ORDINANCE AMENDING ORDINANCE NO. U16, AS AMENDED BY CRDINANCES NOS W5
AND 1796, WHICH ORDINANCES ESTABLISH A LIQUOR ZONE IN WHICH LIQUOR MAY BE LEGALLY SOLD
WITHIN THE' CITY OF WICHITA FALLS AND ADDING TO THAT AREA A PORTION OF LAND VaHICH IS
DESCRIBED IN THIS ORDINANCE.
Moved by Alderman Witcher that Ordinance No. 1907 be and the same is hereby
approved and passed as read.
Motion seconded by Alderman Wininger and carried by the following vote:
Yeas: Aldermen Ray, Wininger, Thoes, Witcher, Meissner and Ledford.
Nays: None.
ORDINANCE 140. 1908
AN ORDINANCE REPEALING ORDINANCE NO. 1729 WHICH ORDINANCE AMENDED THE FIRE
PREVENTION CODE SO AS TO REQUIRE THAT ALL AUTOMATIC SPRINKLER SYSTEMS AND ALARM DEVICES
BE CONNECTED TO THE FIRE DEPARTMENT CENTRAL ALARM ROCK.

Moved by Alderman Meissner that Ordinance No. 1908 be and the same is hereby
approved and passed as read.
Motion seconded by Alderman Wininger and carried by the following vote:
Yeas: Aldermen Ray, Wininger, Thoes, Witcher, lleissner and Ledford.

Moved by Alderman Meissner that the Board of Aldermen does hereby authorize the r
acceptance of the sun of $3000.00 from Wichita County, for payment of Fire Department calls
outside of the city :Limits, for the calendar year 1959,

Moved by Alderman Wininger, in accordance with the recommendation of Joe E.
Ward, Consulting Engineer, and the inspection made by The Hartford Steam Boiler Inspection
& Insurance Co. April 18, 1960, of the main filtration plant, 21U Jasper Street, the
Board of Aldermen does hereby authorize the immediate expenditure of approximately
$35,000.00 to place the said filtration plant in proper condition, and does hereby
authorize the Director of Utilities, or the Consulting Engineer, to advertise for bids
for the project.

Moved by Alderman Meissner that the Board of Aldermen does hereby authorize
payments on both Water and Sewer Main Reimbursement Contracts, as follows:
To University Park Corp. $1241.90, due 5-1-60, for sewer mains in University Park
Subdivision, Sections A-2, A 3, C & C-1.
Mrs C. A. Gillaspia 386.27, due 5-1-60, for sewer mains in Gillaspia 1st &
2nd Additions;
further, does hereby direct the City Clerk to draw checks for each of the above stated.

Moved by Alderman Ray that Friday, May 13, 1960, be and is hereby designated
DeMolay Day.
Motion seconded by Alderman Wininger and carried.
Alderman Ray reported that Mr. Preston, who operates a dairy in the vicinity of
Burkburnett, objects to payment of the required fee of $4.00,00 to the City and requests
his fee be reduced to only $200.00 for reason that his plant is not located within the
City Limits of the City of Wichita Falls. The matter was given due consideration, but
due to the fact that the Health Unit is required to make the inspections, it was the
concensus of opinion of the Council that no reduction should be made in the fee.
Moved by Alderman Thoes that the Board of Aldermen does hereby authorize the
execution of a contract by and between Ben D. Woody and the City of WichitaFalls for
amusement park concession, consisting of various types of kiddy rides, etc., in a portion
of Weeks Park, for a period of five years from June 1, 1960, for a consideration of 10%
of the first $75,000. annual gross income, 15% of the second $75,000. annual gross income,
20% of the third $75,000. annual gross income, and 25% of all annual gross income in
excess of $225,000; the rental to be paid by the loth day of each month for the month
preceding} with further provisions recited in said Contract; further, does hereby authorize
Mayor Kenneth Johnson, or the City Managgr, C. J. Griggs, to execute the said Contract for
and on behalf of the City of Wichita Falls, Texas.

Col. Steve Marchand, Civil Defense Director of Wichita Falls, requested the City
to determine just who is the Civil Defense Director of Wichita Falls since there was con-
siderable confusion between County and City officials on Defense Day. Col. Marchand also
stated there was more than one local person making a concerted effort to get him discharged
from the Civil Defense job.
Mayor Kenneth Johnson stated, in his opinion, Mr. Marchand was performing a good
job and he felt the necessity of a committee being appointed to meet jointly with Temple
Driv@ '.Mr. Joliff, Mr. Golding, Dr. Ligon, E.C. DeMontel, Fire Chief, Chief of Police,
F. M. Rugeley, John P. Ruhmann, et al, for the purpose of working out the proper solution
to the Civil Defense program for future needs, whereupon Mayor Kenneth Johnson appointed
Aldermen Dr. Witcher, Chairman, Roger Thoes and Joe Bailey Meissner Jr. as a committee of
three to serve in this capacity.
The encroachment on utility easements by Carl Morris, Developer, by having
constructed a residential house on Lot 24, Block 6, Sunset Terrace, Section One, was
brought to the attention of the Council, whereupon the matter was promptly referred to
the City Attorney.
Moved by Alderman Witcher that the meeting be adjourned.
Motion seconded by Alderman Ledford and carried.
The Board of Aldermen then adjourned.
