Memorial Auditorium Bldg.,
April 13, 1960
The Board of Aldermen of the City of Wichita Falls, Texas, met in called session
on the above date, in the Council Room of the Memorial Auditorium Bldg., at 7:00 o'clock
P.M., with the following members present:
Kenneth Johnson Mayor
E. J. Wininger
Roger E. Thoes
Dr. Al T. Witcher Aldermen
Joe Bailey Meissner Jr. I
Geo. T. Henderson City Clerk
C. J. Griggs City Manager
Frank Gibson City Attorney
Mayor Kenneth Johnson stated this meeting had been called for the purpose of
discussing a local situation arising from the recent cut in the price of crude oil by
American Petrofina Co. of Texas.
Two officials of the North Texas Oil & Gas Association were present who
protested the price cut. Members of the Council approached the matter cautiously and
much discussion, both pro and con, was had. Mayor Kenneth Johnson appointed an
Industrial Committee of three, namely, Alderman Meissner Chairman, and Aldermen
Wininger and Witcher.
The above named Committee recommended that the following telegram be sent
to American Petrofina Co. of Texas at Dallas:

/ "We are vitally interested in the oil economy of this area and sincerely hope
that all members of the oil industry, including your Company, can in some way solve the
problem created in this area by your recent decision to reduce the price of crude.
"Your Company is one of our most prized community assets and we hope and pray
for cooperation between all segments of the oil industry.
"We are willing to help in any manner and speak humbly as peacemakers only.
"It is sincerely hoped that the price structure can be restored as soon as
possible."
Moved by Alderman Meissner that the above and foregoing telegram be sent to
R. I. Galland, President of American Petrofina Company of Texas.
Motion seconded by Alderman Witcher and carried.
Mayor Kenneth Johnson appointed Alderman "'iissner to serve on the Tax
Committee.
Mayor Kenneth Johnson appointed Alderman Wihinger to take the place of
Alderman Meissner on the Transit Committee.
Mayor Kenneth Johnson appointed Alderman Witcher to serve on the Traffic
Committee.

RESOLUTION NO. 413 -
WHEREAS, at the present time construction is under way on the Edgemere Heights
Addition, an, addition to the City of Wichita Falls, Texas; and
WHEREAS, it has become necessary to acquire Lot 9 of Block 6 of the Edgemere
South Addition, an addition to the City of Wichita Falls, Texas, for the purpose of
extending Augusta Street over the above described lot to connect with Singleton Avenue,
two (2) public streets in the City of Wichita Falls and for the further purpose of
acquiring water, sewer and other utility easements over said lot.
NOW,THEREF,.RE, BE IT RESOLVED BY THE BOARD OF ALDi2KEN OF THE CITY OF WICHITA
FALLS, TEXAS, THAT it is hereby determined that public necessity requires the extension
of Augusta Street across Lot 9 of Block 6 of the Edgemere South Addition and the City
Attorney be and he is hereby authorized and directed to enter into negotiations with
the record owner or owners of said Lot 9 of Block 6 of the Edgemere South Addition, an
addition to the City of Wichita Falls, Texas, for the purchase of the same at its reason—
able cash market value and in the event such negotiations are unsuccessful, the City
Attorney is authorized and directed to commence eminent domain proceedings so that the
City may acquire fee simple title to the above described lot.
Moved by Alderman Meissner that Resolution No. 413 be and the same is hereby
adopted and passed as read.
Motion seconded by Alderman Thoes and carried by the following vote:
Yeas: Aldermen Wininger, Thoes, {ditcher and Meissner.
Nays: None.
Moved by Alderman Meissner that the meeting be adjourned.
Motion seconded by Alderman Thoes and carried.
The Board of Aldermen then adjourned.
