The Board of Aldermen of the City of Wichita Falls, Texas, met in called session
on the above date, in the Council Room of the Memorial Auditorium Bldg.., at 7-30 otclock
P.M., with the following members present:
K. C. Spell Mayor
J. R. Ray
E. J. Wininger

Moved bry Alderman Thoes that the Board of Aldermen does hereby proceed with
consideration of such annexation ordinances that have been duly introduced and advertised,
and any and all other business as may come before the Council at this meeting.
Motion seconded by Alderman Thacker and carried.
Mayor K. C. Spell announced that the public is welcome to comment on all
annexation ordinances to be considered at this time, thereupon, Russell Jack Ballard
presented the following Notice:
"MAYOR K. C. SPELL AND MEMBERS OF THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS
COMES now, R. J. Ballard, a taxpayer and citizen of the City of WichitaFalls, and
hereby gives notice that a petition will be circulated and filed with reference to declaring
null and void all ordinances passed, or attempted to be passed, in the past thirty (30)
days by this body with regards to annexation of property outlying the city limits and
bringing that property into the city limits.
You are hereby notified not to make any improvements on this new property bordering
the city limits at the taxpayers expense until this matter has been brought to a vote of
the people of this city for approval or disgpproval of said ordinances.
This shall also include any ordinances passed, or attempted to be passed, by this body
pertaining to annexing any territory adjoining this city before this petition is filed.

ORDINANCE NO. 1869
AN ORDINANCE EXTENDING THE CITY LIMITS OF THE CITY OF ti^ICHITA FALLS, TEXAS, BY
ANNEXING CERTAIN LANDS ADJACENT TO THE WEST AND EAST TERRITORIAL LIMITS OF THE CITY OF
,WICHITA FALLS, TEXAS, CONSISTING OF PART OF WATER DISTRICT NO. 5, WHICH LANDS ARE DESCRIBED
IN THIS ORDINANCE.
Moved by Alderman Meissner that Ordinance No. 1869 be and the same is hereby
approved and passed as read.

ANNEXING CERTAIN LANDS KNCWN AS THE LEFFALL HEIGHTS ADDITION WHICH IS ADJACENT TO THE EAST

ORDINANCE.

TEXAS, WHICH LANDS ARE DESCRIBED IN THIS ORDINANCE.

ORDINANCE NO. 1877
AN ORDINANCE ESTABLISHING A POLICY OF EXTENDING WATER AND Sa,-aR 1tAINS; ESTAB-
LISHING PRO RATA CHARGES FOR THE EXTENSION OF SUCH MAINS; ESTABLISHING A WATER WORKS FUND
AND A SEWAGE WORKS FUND AND PROVIDING A SAVING CLAUSE.

Moved by Alderman Meissner that the Board of Aldermen does hereby authorize the
City Manager to sign an Agreement with Texas Electric Service Co. to furnish the City ;.
electric current for Christmas decorative street lighting in the down town area, from Nov.
19th through December 27, 1959; further, to direct the City Clerk to draw a check for the
same when and at such time as the proper billing has been presented to the office of the
City Clerk.

r" Moved by Alderman Wininger that the Traffic Department be and it is hereby directed
to install Mercury Vapor lighting system on Fifth Street, from Ohio to Brook Street.
Motion seconded by Alderman Thacker and carried.
Mr. F. M. Rugeley, Director of Public Works, informed the Council the lights
had already been ordered.
Moved by Alderman Meissner that the Board of Aldermen does hereby authorize the
issuance of a license to Shafer's Amusement Shows dba 20th Century Shows, to operate a
carnival consisting of rides, games, trapeze acts, etc. at Parker Square, for the period
rof December 5, through December 15, 1959; said license to be free gratis.

Moved by Alderman Thoes that the Board of Aldermen does hereby authorize contin-
uation of sale of fireworks until January 1, 1960, in such areas only as have been recently
taken into the City Limits effective December 24th, and to such person, persons, or firms
who have a supply of fireworks now on hand; the purpose of this exception being to prevent
.working a hardship upon such person or persons who now have a supply of fireworks on hand.

Alderman Thoes stated the Railway crossing on Fairway Drive presents a danger
to the traffic, and requested that the Railway Company be required to install a red light
blinker system at this location, thereupon, by common consent of the Council, the City
Manager is requested to contact the Railway Company for such installation.
Mr. Buford Rice wants some provision made to permit liquor and beer stores to
remain in business, where such stores have been recently incorporated in the city limits,
also with provisions permitting such places of business, and/or their successors, to remain
ain business after the original owner or owners are deceased; thereupon the Council
instructed the City Attorney to prepare a written report or an opinion on the same.
Moved by AldermanVaughan that the meeting be adjourned.

The Board of Aldermen then adjourned.
