The Board of Aldermen of the City of Wichita Falls, Texas, met in regular session
on the above date, in the Council Room of the Memorial Auditorium Bldg., at 7 30 o'clock
P.M., with the following members present:

Moved by Alderman Thacker that the Minutes of the regular meeting held
November 9th and the called meeting held November 16, 1959, be and the same are hereby
approved.

Moved by Alderman Thacker that the Special Annexation Committee report of
November, 1959, be and the same is hereby adopted, copy of which was filed in the
Office of the City Clerk for future reference.

The proposed Ordinance to repeal Ordinance No. 1650, with reference to livestock,
came on for consideration, whereupon the following motion was made:

No. 1650, pertaining to livestock, be and the same is hereby deferred until some future

RESOLUTION N0. J88
WHEREAS, Ordinance No. 1858 has been passed on the 23rd day of November, 1959; and
WHEREAS, said ordinance annexed an area generally known as the Wichita Gardens
Area; and
WHEREAS, the Board of Aldermen of the City of Wichita Falls has adopted a general
policy providing for city services in newly annexed areas; and
WHEREAS, some of the citizens living in the Wichita Gardens area have made
requests for certain specific services; and
WHEREAS, the Board of Aldermen of the City of Wichita Falls desires to provide
these services insofar as the same is practical.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDMMEN OF THE CITY OF WICHITA
FALLS, that
No. 1) At the time that a principal water line is laid through the Wichita Falls
Gardens Area that provisions will be made for the laying of lateral lines so as to provide
fire protection within a 1000 feet of each residence when possible and within 500 feet of
each residence in the densely populated areas at no cost to said residences in accordance
with the Committee Report on Annexation.
No. 2) The garbage collection and disposal will be extended to this area when the
need of the area for the service is exhibited and when the facilities of the City are
sufficient to handle the same.
No. 3) The existing street light policy for other areas of the City of Wichita
Falls will be extended to the Wichita Gardens area.
No. 4) The City will maintain the roads in this area udder the same policy
which it maintains roads within the present City Limits.

RESOLUTION NO. 389
WHEREAS, the Board of Aldermen of the City of Wichita Falls have passed ordi-
nances annexing many areas of land; and
WHEREAS, many of the homes in the newly annexed areas are on comparatively
large home sites; and,
WHEREAS, many of the businesses in the newly annexed areas have benefited the
City of Wichita Falls; and
WHEREAS, the Board of Aldermen of the City of Wichita Falls recognized the
rights of all residences and businesses in newly annexed areas to continue in their
existing land use insofar as it does not constitute a health hazard.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA
FALLS that the rights of existing land users in newly annexed land areas will be recog-
nized to the extent that the same does not constitute a health hazard.

Mayor K. C. Spell re-appointed Lt. Wm. J. thite, Herbert T. Brown, Martin Nelson,
and Pat Halberson as members of the Wichita Falls Traffic Commission, whose terms shall

Block 2, 3 & 6, and North 1/2 of Block 5, Hursh Subd.
south of Hursh Ave. between Jacksboro Hy and Southmoor

Co. 476.01, due 11-18-59, for sewer-mains in Faith Village Unit 3;
further, does hereby direct the City Clerk to draw checks for each of the above stated.

requested park development in Western Hills as early as possible. The Council listened
with interest to MrsBiiaffeyls lengthy remarks, whereupon the Park Board is requested to
take the matter under advisement and report back, through Mr. Ellis, at the next
regular meeting; the subject to be placed on the Agenda for December 14, 1959.
Moved by Alderman Thacker that the Times Publishing Company be and it is hereby
highly commended on its stand against accepting advertisements which might be considered
offensive to readers on a moral basis; also, both the Wichita Daily Times and the Record
News be and they are hereby lauded for the space given in explaining the entire annexation
program.
Motion seconded by Alderman Meissner and carried unanimously.
Moved by Alderman Meissner that the Preliminary Subdivision Plan of Edgemere
Heights, Wichita Falls, Texas, be and the same is hereby approved, subject, however, to
approval of both the Planning Board and Park Board.

Moved by Alderman Thoes that the Board of Aldermen does hereby authorize the `y
issuance of a permit for the purpose of operating a tire sales and re-capping business
to be located at 1111 Indiana Ave., providing each operation is separated with a 2-hourr. {
wall and fire doors at eadh opening; firestop the ceiling with 2-hour ceiling; Drying,
buffing and re-capping areas shall have CO2 flood system installed. Wiring shall be
according to the Electrical code.

Alderman Thacker recommended the Mayor appoint a Committee for future
' development of the City as a whole., whereupon Mayor K. C. Spell stated such Committee
would be appointed at the next regular meeting to be held December 1.4, 1959.
