The Board of Aldermen of the City of Wichita Falls, Texas, met in regular session
on the above date, in the Council Room of the Memorial Auditorium Bldg. at 7-30 o'clock
P.M., with the following members present:

Alderman Thacker, member of the Con¢nittee previously appointed to make a study of
certain proposed annexation areas, gave a very informative verbal report, also a written
report of the same Committee, (Special Annexation Committee Report), copy of which is filed
in the Office of the City Clerk for future reference.

passed an ordinance on August 20, 1953, restricting the construction of certain types of
buildings in certain designated points in Area No. .12, therefore, ;requested the City to
investigate the same before passage of Ordinance No. 1860; thereupon, Mr. Stephens was
promised the matter would receive careful consideration.

RESOLUTION NO. 384
WHEH..NAS, in the original plat and dedication of the EDGEHERE SOUTH ADDITION to the
City of Wichita Falls, Texas, there was a utility easement fifteen (151 ) feet wide running
X"the length of Lot 5, in Block 11 of said addition; and
WHEREAS, there has been a corrected plat and dedication of said addition, and the
various lots in said Block No. 11 of said addition have been rearranged; and
WHEREAS, Mrs Lee Stacks is the present owner of Lot No. 5 and 5.54 feet of Lot 6
.in Block No. 11 of the corrected Edgemere South Addition upon which has been constructed
a house, and
WHE--1EAS' said house presently encroaches on the above described utility easement
by some twenty (2011) inches mor$ or less; and

WHEREAS, the City of Wichita Falls has not made any use of the above described
utility easement, and there are no plans to utilize that portion of said easement upon which
Mrs Stacks house encroaches; and
NOW, TffLREFORE, BE IT RESOLVED BY THE BOARD OF ALD��N OF THE CITY OF tiaICHITA FALLS
that said City do and :it hereby does waive, release, and quitclaim any interest the City of
Wichita Falls may or might have in and to any right, title or interest to that portion of the

Mayor ''_% C. Spell announced the Public Hearing relative to paving Grace Street
from loth to llth', as recited in Ordinance No. 1850, passed and approved Oct. 26, 1959:
now open for discussion. No opposition whatsoever was voiced against the same.
RESOLUTION NO. 385
WHEREAS, by proper Resolutions Nos. 372 and 377 the Board of Aldermen of the City
of Wichita Falls, Texas, ordered the permanent improvement of certain public streets desid
nated therein, by excavating, grading and paving the same, and by the construction of cubvbs
and gutters where required, in accordance with plans and specifications on file and approved
by the Board of Aldermen of the City of Wichita Falls, Texas; and
WHERFASl pursuant to said resolution, the City Manager advertised for bids for the
construction of such improvements, and bids were received and opened, all as provided by the
laws of the State of Texas and the Charter of the City of Wich ita Falls; and
WHEREAS, the bid of Timmins and Anderson, a partnership, in the amount of SIX
THOUSAND, TWO HUNDRED SIXTY-SIX & 75/100 DOLLARS ($6266.76) rigs the lowest and best
responsible bid, and the Board of Aldermen of the City of 1 ichita Falls has awarded to
Timnons & Anderson, the contract for the construction of such improvements; and
WHEREAS, the contract form and contract documents, including the performance bond
rerjuired by the agreerient and by law, have been executed by the contractor; Nall, therefore,

That the form and substance of the contract and contract documents heretofore
executed by TL-mains and Anderson, providing for the construction of the improvements above

the City of Wichita Falls, Texas, as evidenced by the First National Bank in Dallas
Certificate No. A-11833, as hereinafter set forth:

City lexic to issue a check for the same.

they are hereby authorized and empowered to put into effect severance pay or sick leave for
Cite employees, which reads as follows:
Rule V. Leave Benefits. Section 2- Sick Leave.
b. If an employee for any reason leaves the service, he shall receive in lump sum
payment, the full amount of his salary for the period of his accumulated sick leave, provided
that such payment shall not be based upon more than 90 working days of accumulated sick
leave, and that the total amount of monies does not exceed the maximum amount the highest
paid employee in the police or fire department would receive.

of a grass lease at Lake Kickapoo with J. R. Parkey & Son, for a period of three years, Al
beginning December 1, 1959, and ending November 30, 1962, covering approximately 972.68 :
acres, for an annual rental of $.75 per acre, payable in advance; further does hereby
authorize and empower City 1°tanager, C. J. Griggs, to execute a lease contract for the same
for and on behalf of the City of Wichita Falls.
