The Board of Aldermen of the City of Wichita Falls, Texas, met in called session
on the above date in the Council Room of the Memorial Auditorium Building at 8:30 o'clock
A.M. , with the following members present:

The invocation was given by Alderman Davis.
Item 3
Mayor Hill explained that the meeting had been called for a public hearing on the
1968-69 budget, but that they had other items to take up first.
-'' �, ✓ City Manager Jack Davis stated that in the past the City has commended certain
v businesses for their beautification programs, and that presently there are three who
have made improvements which should be recognized. They are Ace Electric (Glenwood
Groves), Randle Forcher (Allstate Insurance Company), and Sav-Mor Furniture Company
(Fred Marks) .
Moved by Alderman Wills that a resolution be adopted commending these businesses
for beautification of their new establishements.
Motion seconded by Alderman Schenk, and carried unanimously.
Item 4
City Manager Jack Davis explained that Dr. Beyer, Chairman of the Citizens Advisory
Committee, had requested that John Gavin be appointed as Vice-Chairman to replace Ikard
Smith, and that John Coppage be appointed as a member of the Citizens Advisory Committee.
Moved by Alderman Darner that the recommended appointments be approved.
Motion seconded by Alderman Wills, and carried unanimously.

i City Manager Jack Davis welcomed Otto Pfeiffer to the budget hearing. He also
explained that according to an unusual charter provision, the tax rate cannot be adopted
(�1yA until one week after the beginning of the fiscal year. As a result of the sales tax
t 35.9 percent of the tax rate will be used for general fund expenditures as compared
to 50.1 percent last year. He stated that although this is a record budget it is
necessary to keep pace with rising costs. Other observations and changes in this budget
include a new position created in the street department as contact man to handle calls
from citizens, 150 blocks of paving will be included, a three-cent tax rate reduction,
a fifteen percent water rate increase, a 25 cent increase in refuse collection, we have
the same number of employees, an expanding insurance program for city employees, in
addition to a five percent salary increase.
Mayor Hill opened the public hearing on the budget, but no one desired to be heard.
The hearing was closed by adoption of the following ordinance.

AN ORDINANCE MAKING APPROPRIATIONS FOR THE SUPPORT, MAINTENANCE, BUILDINGS
AND IMPROVEMENTS FOR THE CITY OF WICHITA FALLS FOR THE FISCAL YEAR BEGINNING
OCTOBER 1, 1968, AND ENDING SEPTEMBER 30, 1969, BOTH DATES INCLUSIVE, ADOPTING
THE BUDGET FIGURES AND ACCOUNTS AS PART OF SAID APPROPRIATIONS, AND DECLARING
AN EMERGENCY.

Motion seconded by Alderman Taylor, and carried by the following vote:
Ayes: Aldermen Wills, Taylor, Davis, Darner, Kruger, and Schenk

Item 6
An ordinance was presented levying the tax rate for the fiscal year 1968-69.

AN ORDINANCE LEVYING, ASSESSING AND FIXING THE TAX RATE FOR THE USE AND
SUPPORT OF THE MUNICIPAL GOVERNMENT OF THE CITY OF WICHITA FALLS, TEXAS,
AND PROVIDING FOR THE INTEREST AND SINKING FUND FOR THE FISCAL YEAR 1968-69
AND APPORTIONING EACH LEVY FOR THE SPECIFIC PURPOSE AND PROVIDING FOR THE
ASSESSMENT OF ALL ANNUAL OCCUPATION TAXES PROVIDED BY LAW, AND DECLARING
AN EMERGENCY.
Moved by Alderman Schenk that Ordinance No. 2457 be passed.
Motion seconded by Alderman Davis, and carried by the following vote:
Ayes: Aldermen Wills, Taylor, Davis, Darner, Kruger, and Schenk
Nays: None
Mayor Hill also expressed his appreciation to Mr. Pfeiffer for his presence.
Moved by Alderman Kruger that the meeting be adjourned.
Motion seconded by Alderman Darner, and carried unanimously.
The Board of Aldermen adjourned at 8:45 A.M.
