Min 09/28/1967 1097 Wichita Falls, Texas Memorial Auditorium Building September 28, 1967 Items 1 & 2 The Board of Aldermen of the City of Wichita Falls, Texas, met in called session on the above date in the Council Room of the Memorial Auditorium Building at 10:20 o'clock P.M. , with the following members present: R. C. Rancier Mayor R. Kenneth Hill X S. M. Lyons X James J. Davis X Aldermen Leroy Daniel X Max Kruger X Jack Davis City Manager If. P. Hodge, Jr. City Attorney Wilma J. Thomas City Clerk Cletus C. Schenk Absent The invocation was given by Mr. George Cochran, Mayor of Queenstown, New Zealand, who was visiting in the City. Item 3 d Mayor Rancier announced that the purpose of this meeting was to canvass the votes of the city sales tax election held on this date. He proceeded to open the envelopes, and the City Clerk recorded and tabulated the figures. Before the motion was made on the resolution canvaysing the votes, various comments were made. Mr. George Cochran expressed appreciation for the cordial welcome he had received, and praised Wichita Falls in their efforts to progress, stating that was what had kept him in our town. It was the disaster which befell this area in 1964 that brought him here. He believes it is gratifying that almost 50% of the voters came out to express their desire. fie was gratified that health and fire improvements passed. He extended an invitation to those who travel south to visit New Zealand, and stated that they would receive. the same welcome that he had received here. Mayor Rancier and various councilmen expressed pleasure at the substantial vote of confidence on the sales tax issue. They feel it is a progressive step forward, and that the citizens are foresighted in voting for it. Lhey did not want to raise the ad valorem taxes, and this is a fair and equitable way to improve our revenue and services. They complimented and congratulated the citizens on voting for the tax. The Council also expressed their pleasure upon passage of three of the five items on the bond issue, namely, health, fire, and streets and drainage. Disappointment was expressed that park improvements were defeated; that we had a great potential with Lucy Park, especially. The mayor stated that he would not wish to call another election on the Civic Center again if they did not want it unless a substantial number of citizens petitioned for it. Alderman Daniel made several comments and moved that the City Manager inquire of the State Parks and Wildlife Department whether they could hold their portion of money for assistance in obeyance for a time to see if they citizens might change their mind and come to the Council with a petition to reconsider the parks project. Motion seconded by Alderman Hill, and carried unanimously. / RESOLUTION NO. 732 A RESOLUTION CANVASSING RETURNS AND DECLARING THE RESULTS OF A SPECIAL ELECTION HELD IN THE CITY OF WICHITA FALLS, TEXAS ON SEPTEMBER 28TH, 1967 ON THE QUESTION OF ADOPTION OF A ONE PERCENT (1%) LOCAL SALES AND USE TAX WITHIN SAID CITY. WHEREAS, at a special meeting of the Board of Aldermen of the City of Wichita Falls, Texas, held in the Memorial Auditorium building on the 28th day of September, 1967, at which time a quorum was present, came on to be considered the returns of the special 1098 Item 3 cont'd election which was held on the 28th day of September, 1967, at which there were sub- mitted to the duly qualified resident electors of said City, for their action there- upon, the following propositions: "FOR the adoption of a one percent (1%) local sales and use tax within the City." "AGAINST the adoption of a one percent (1%) local sales and use tax within the City." WHEREAS, after canvassing the returns of said election, it was found to be duly and legally held in all respects, and there were cast at said election 14,732 votes, of which number there were cast: FOR adoption of a one percent (1%) local sales and use tax within the City. 9551 votes AGAINST adoption of a one percent (1%) local sales and use tax within the City. 5093 votes Majority FOR adoption of a one percent (1%) local sales and use tax within the City. 4458 votes NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS, TEXAS, THAT: SECTION 1. Said election was duly called and notice thereof given in accord- ance withlaw; said election was in all respects lagally held in accordance with the laws of the State of Texas and the Charter and Ordinances of the City of Wichita Falls; only duly qualified resident electors of the City of Wichita Falls, Texas votes at said election; due returns of said election have been made by the proper officers; said election resulted favorably to the proposition FOR the adoption of a one percent (1%) local sales and use tax within the City; that a majority of the qualified voters of Wichita Falls, Texas, voting at said election, have voted in favor of approving and adopting a one percent (1%) local sales and use tax within said City. SECTION 2. The Board of Aldermen of the City of Wichita Falls, Texas hereby declares that said one percent (1%) local sales and use tax within said City has been properly and lawfully adopted in accordance with the provisions of Article 1066c, Vernon's Texas Civil Statutes (Acts 1967, 60th Legislature, Regular Session, Chapter 36, Page 62) . SECTION 3. The City Clerk is hereby directed to forward to the Comptroller of Public ccounts of the State of Texas a certified copy of this Resolution, to- gether with a map of said City clearly showing the boundaries thereof as of this date. Moved by Alderman Hill that Resolution No. 732 be passed. Motion seconded by Alderman Kruger, and carried by the following vote: Ayes: Mayor Rancier, Aldermen Hill, Lyons, Davis, Daniel, and Kruger. Nays: None Moved by Alderman Kruger that the meeting be adjourned. Motion seconded by Alderman Lyons, and carried unanimously. The Board of Aldermen adjourned at 11:20 P.M.
