The Board of Aldermen of the City of Wichita Falls, Texas, met in called session
on the above date in the Council Room of the Memorial Auditorium Building at 12:30
P.M., with the following members present:

Moved by Alderman Kruger that the minutes of the meeting held August 14, 1967,
be approved.
Motion seconded by Alderman Schenk, and carried unanimously.

Mayor Rancier explained that the meeting had been specially called for the
purpose of passing an ordinance calling for a sales tax election. He then read the
proposed Ordinance.
V .1✓ORDINANCE NO. 2351
AN ORDINANCE ORDERING A SPECIAL ELECTION TO BE HELD IN THE CITY OF WICHITA
FALLS, TEXAS, ON THE QUESTION OF THE ADOPTION OF A ONE PERCENT (1%) LOCAL
SALES AND USE TAX WITHIN THE CITY; DESIGNATING THE DAY OF THE ELECTION AND
THE POLLING PLACES; PROVIDING THAT ALL DULY QUALIFIED RESIDENT ELECTORS SHALL
BE QUALIFIED TO VOTE; PRESCRIBING FORM OF BALLOT; PROVIDING FOR NOTICE OF
ELECTION; CONTAINING OTHER PROVISIONS RELATING TO SAID ELECTION.
Moved by Alderman Hill that Ordinance No. 2351 be passed, calling a special
election on the local sales tax issue.
Motion seconded by Alderman Davis.
At this time there was some discussion on the sales tax issue. Alderman Schenk
and Mayor Rancier expressed the hope that in the event the sales tax passes that
possibly the automobile taxes could be done away with; however, City Attorney H. P.
Hodge, Jr. , explained that there were some local problems involved in that area that
would have to be worked out before that possibility could be considered.
Wayland Keith appeared in protest to the city sales tax and bond issue, stating
that he feels the tax would be a burden on poor people and manufacturers. With an
approximate annual revenue of $800,000, it would amount to $8.00 per capita, or
$40.00 for a family of five. It was his opinion that some of the items on the pro-
posed bond program should be included in the budget instead of a bond issue. He
also complained that the computer systems and lighting facilities have added several
thousands of dollars to the budget, and that the excess in budget is far greater
than the improvements. He stated he was opposed to the bond improvements as an
individual.
Alderman Davis stated it was true that the approximate annual revenue from the
sales tax would be $800,000, and the per capita cost would be $8.00, but feels it
is a gross misuse to say that a family of five would pay $40.00 because a part of

the taxes will be collected from people who do not live here, such as tourists.
Also, business firms would pay a great deal of this tax. A low income family
would pay less sales tax than ad valorem taxes if they owned their own home.
Mayor Rancier stated that several older retired citizens have explained to
him that they would rather pay sales tax then for ad valorem taxes to be in-
creased.
Other members of the council commented on the sales tax issues that have
passed in Oklahoma, and the cities in Texas which were about to call elections.
A vote was taken on the motion and seconded for the passage of Ordinance
No. 2351, and it carried by the following vote:
Ayes: Mayor Rancier, Aldermen Hill, Lyons, Davis, Daniel, Kruger, and Schenk.

•� RESOLUTION NO. 721
WHEREAS, the Board of Aldermen of the City of Wichita Falls, Texas, has
called an election to be held on September 28th, 1967 on the question of the
adoption of a local one percent (1%) sales and use tax within the City of
Wichita Falls; and,
WHEREAS, the Board of Aldermen intends to call an election to be held on
September 28th, 1967 on the question of the issuance of bonds for certain
capital improvements;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF
WICHITA FALLS, TEXAS, THAT:
It is the intention of the Board of Aldermen that, in the event said sales
tax is approved and the issuance of all or part of the capital improvement bonds
is approved, there shall be no net increase in the ad valorem tax rate as the
result of the issuance of said bonds, as long as the proceeds from such sales
tax equal or exceed the amount needed to service and retire such bonds. The
law provides that the City may not pledge anticipated revenue from the sales
tax to secure the payment of bonds; however, the proceeds received from the
sales tax shall be placed in the general fund, and that portion of the ad valorem
tax rate allocable to the general fund shall be reduced in an amount equal to
any increase in that portion of such ad valorem tax rate allocable to the interest
and sinking fund which results from the issuance of such capital improvement
bonds.
Moved by Alderman Schenk that Resolution No. 721 be passed.
Motion seconded by Alderman Kruger, and carried by the following vote:
Ayes: Mayor Rancier, Aldermen Hill, Lyons, Davis, Daniel, Kruger, and Schenk.

Mrs. Wayne Wiggins, 3212 Avenue T, presented a petition requesting that a
traffic light be installed at the intersection of Kell and Grant due to the
number of school children who cross at this intersection going to Sam Houston
School.
David Alford, Director of Public Safety, stated they had planned to install
a flashing light at that intersection, and take a traffic count after school
starts. He also explained that they had no spare parts to manufacture a signal
and that it would take a minimum of 60 days to obtain delivery from the
manufacturer.
Most of the council felt that some action should be taken to install a
light at that intersection, however, Alderman Daniel suggested that the

Traffic Engineer make a study and recommendation to the Council as to what is needed.
Roy Wilshire, Traffic Engineer, stated that he would like to make a complete
study and recommendation to the Council. Within two weeks they could have the traffic
count and study completed, and then make their recommendation. He pointed out that
other traffic counts taken out there had not met the requirements for a light.
Moved by Alderman Schenk that authority be granted to advertise for bids for a
traffic signal, but allow the Traffic Engineering Department time to make a: study and
recommendation as to what is needed at this intersection. (It was pointed out that
the Council would be under no obligation to accept a bid, should the light not be
needed, but this is done to expedite the situation since delivery takes so long.)
Motion seconded by Alderman Davis, and carried unanimously.
Moved by Alderman Hill that the prospect of a temporary signal button light be
explored for this intersection.
Motion seconded by Alderman Kruger, and carried unanimously.
Colonel Alford asked for the Council's approval to move a light from another
location, since there were none available. Approval was given,
Alderman Daniel expressed appreciation to the citizens in that area for their
interest.
City Attorney H. P. Hodge, Jr. , explained that the law provides an emergency
clause for bid advertising, which they may be able to utilize.
Moved by Alderman Kruger that the meeting be adjourned.
Motion seconded by Alderman Schenk, and carried unanimously.
