Nays: None Item 5 J Mayor Wallander appointed Doug Menden to the Park Board to fill the unexpired two-year term of Mrs. J. A. Scofield, who resigned. The mayor had previously appointed Joe Prothro to fill this vacancy, but he declined to accept. Mr. Menden has agreed to serve; however. Item 6 J v David G. Alford, Director of Public Safety, recommended that the low bid be awarded to Mack Trucks, Inc., in the amount of $23,992.00 for a 1000 gallon- per-minute pumper for the fire department. Moved by Alderman Claytor that the low bid of Mack Trucks, Inc. be accepted *, in the amount of $23,992.00 for fire truck as recommended. Motion seconded by Alderman Burross, and carried unanimously. Roark, Director of Public Works, recommended award of contract to Asphalt Pavers, Inc., in the amount of $S70,663 3, on 966 assessment paving program and ordinance declaring necessity. ✓ .i ORDINANCE NO. 2216 AN ORDINANCE DETERMINING THE NECESSITY FOR AND ORDERING AND PROVIDING FOR THE IMPROVEMENT OF SIXTY-FIVE (65) LOCATIONS FOR ASSESSMENT PAVING IN THE CITY OF WICHITA FALLS, TEXAS; LETTING CONTRACT TO ASPHALT PAVERS, INC. Nays: None ' Item 9 1)V Moved by Alderman Hill that the minutes of the following boards and commissions be received: a. Traffic Commission - February 15, 1966 , b. Planning Board - February 16, 1966 c. Park Board - February 22, 1966 Motion seconded by Alderman Davis, and carried unanimously. Alderman Schenk pointed out that the Planning Board had reviewed their action taken regarding exception of sidewalk requirements at 4608 Coronada. The reason for the waiver was lack of pedestrian travel, and no other sidewalks in that area. The Planning Board felt there was lack of communication between the board and city council on this issue, and determined that in the future if an exception was granted that they would inform the City Council of their reasons for granting same. Mention was made that the Pat Carrigan Post 120 of the American Legion had requested to the Park Board that the fee be lowered for rental of Spudder Park for a carnival May 30 to June 4. The request was made because the Post is a non-profit organization. City Manager Jack Davis stated that the fee probably would not be changed this year, but a study could be made to determine any change next year. Alderman Hill stated that he thought the committee report attached to the Traffic Commission minutes regarding the operations of the Corporation Court had been well prepared by Jerry D. Lindsey, Chairman, Ralph Morgan, and D. C. Bailey, and that they deserved a voice of thanks. Mayor Wallander instructed David G. Alford, Director of Public Safety, to convey the Council's appreciation to them. Item 11 RESOLUTION NO. 625 WHEREAS, Ronald J. Neighbors has resigned his position as Assistant City Manager for the City of Wichita Falls, and has accepted the position of City Manager of the City of Carrollton, Texas; and, WHEREAS, Mr. Neighbors was employed by the City of Wichita Falls from April 1, 1963, through February 28, 1966, serving first as its Director of Finance, and then as its Assistant City Manager; and, WHEREAS, during his period of service to the City of Wichita Falls, Mr. Neighbors gave unselfishly of his time and talents in working for the public interest of the City of Wichita Falls; and, WHEREAS, the City will benefit from his work here long after he has gone. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS, TEXAS, that the appreciation of the City of Wichita Falls and its Board of Aldermen is hereby expressed to Ronald J. Neighbors, and that best wishes are hereby extended to him for his future success and happiness. Moved by Alderman Schenk that Resolution No. 625 be passed. Nays: None Alderman Burross requested that a letter be sent to the mayor of Carrollton, along with a copy of Resolution No. 625, expressing appreciation for Ronald Neighbors work with the City of Wichita Falls. Alderman Claytor made several complimentary remarks concerning Mr. Neighbors, expressing pleasure for having worked with him. - - - - - - - - - ---- Item 12 John J. Roark, Director of Public Works, requested permission to begin condemnation proceedings against Twin Oaks, Inc. , for a tract of land abutting Hatton Road. Moved by Alderman Burross that authority be granted to begin condemnation proceedings as specified. Motion seconded by Alderman Hill, and carried unanimously.
