Min 10/11/1965 795 Wichita Falls, Texas Memorial Auditorium Building October 11, 1965 Items 1 4 2 The Board of Aldermen of the City of Wichita Falls, Texas, met in called session on the above date in the Council Room of the Memorial Auditorium Build- ing at 8:00 o'clock A. M. , with the following members present: J. Winston Wallander Mayor R. Kenneth Hill X Dr. D. C. Burross X James M. Davis X Aldermen Leroy Daniel X Roy V. (Pete) Claytor X Cletus C. Schenk X Jack Davis City Manager H. P. Hodge, Jr. City Attorney Wilma J. Thomas City Clerk The invocation was given by Alderman Daniel. Mayor Wallander recognized Mrs. Bracker, of the League of Women Voters, and Dick Long, a representative of the Chamber of Commerce, who were present for the budget hearing. He also thanked the City Manager and department heads for the many hours spent preparing the budget for 1965-66. Alderman Burross noted that the ten cent increase in taxes would be used solely for debt retirement of bonds voted in 1960 to build Lake Arrowhead. Moved by Alderman Burross that the budget for 1965-66 be approved in the amount of $8,799,739.00. Motion seconded by Alderman Claytor, and carried by the following vote: Ayes: Mayor Wallander, Aldermen Hill, Burross, Davis, Deniel, Claytor, and Schenk. Nays: None ORDINANCE NO. 2194 AN ORDINANCE MAKING APPROPRIATIONS FOR THE SUPPORT, MAINTENANCE, BUILDINGS AND IMPROVEMENTS FOR THE CITY OF WICHITA FALLS FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1965, AND ENDING SEPTEMBER 30, 1966, BOTH DATES INCLUSIVE, ADOPTING THE BUDGET FIGURES AND ACCOUNTS AS PART OF SAID APPROPRIATIONS, AND DECLARING AN EMERGENCY. Moved by Alderman Burross that Ordinance No. 2194 be passed. Motion seconded by Alderman Claytor, and carried by the following vote: Ayes: Aldermen fill, Burross, Davis, Daniel, Claytor, and Schenk. Nays : None ORDINANCE NO. 2195 AN ORDINANCE LEVYING, ASSESSING AND FIXING THE TAX RATE FOR THE USE AND u SUPPORT OF THE MUNICIPAL GOVERNMENT OF THE CITY OF WICHITA FALLS, TEXAS AND PROVIDING FOR THE INTEREST AND SINKING FUND FOR THE FISCAL YEAR 1965-1966 AND APPORTIONING EACH LEVY FOR THE SPECIFIC PURPOSE AND PROVIDING FOR THE ASSESSMENT OF ALL ANNUAL OCCUPATION TAXES PROVIDED BY LAW, AND DECLARING AN EMERGENCY. Moved by Alderman Schenk that Ordinance No. 2195 be passed. Motion seconded by Alderman Hill, and carried by the following vote: Ayes: Aldermen Hill, Burross, Davis, Daniel, Claytor,and Schenk. Item 4 Mayor Wallander asked if anyone in the audience wished to protest the assess- ment of Rosewood Street. No protests were made; however, Mr. David Williams who resides at 1419 Rosewood questioned whether the street would take any of his prop- erty. tie was referred to Mr. Roark, the Director of Public Works. ORDINANCE NO. 2196 ORDINANCE CLOSING HEARING AND LEVYING ASSESSMENTS FOR PART OF THE COST OF IMPROVING A PORTION OF ROSEWOOD STREET IN THE CITY OF WICHITA FALLS, TEXAS, FIXING CHARGES AND LIENS AGAINST ABUTTING PROPERTY THEREON, AND AGAINST THE OWNERS THEREOF; PROVIDING FOR THE COLLECTION OF SUCH ASSESSMENTS AND THE ISSUANCE OF ASSIGNABLE CERTIFICATES IN EVIDENCE THEREOF; RESERVING UNTO THE BOARD OF ALDERMEN THE RIGHT TO ALLOW CREDITS REDUCING THE AMOUNT OF THE RESPECTIVE ASSESSMENT TO THE EXTENT OF ANY CREDIT GRANTED; DIRECTING THE CITY CLERK TO ENGROSS AND ENROLL THIS ORDINANCE BY COPYING THE CAPTION OF SAME IN THE MINUTES OF THE BOARD OF ALDERMEN OF WICHITA FALLS, TEXAS, AND BY FILING THE ORDINANCE IN THE ORDINANCE RECORDS OF SAID CITY; PROVIDING AN EFFECTIVE DATE, PROVIDING SUNDRY OTHER MATTERS INCIDENT THERETO, AND DECLAR- ING AN EMERGENCY. Nays: None The Public hearing on Archer Street was opened. Mr. Caldan Boone, who owns property at 3921 Gayle Street, stated that he felt the street would not benefit him since his property was restricted until 1980. The board of aldermen informed him that the city has no control over deed restrict- ions. ✓' Mr. E. D. Nelson, who resides at 3920 Gayle Street, objected to the paving on grounds that it would be of no further benefit to him. Nays : None 1 Item 5 v A memorandum was presented from H. P. Hodge, Jr. , City Attorney, recommend- ing that a public hearing be set for October 25 to consider making a temporary ;f loan to renew the balance due on a note to finance the nurse call system at Wichita General Hospital. The balance due on this note is $102,400.00. Moved by Alderman Schenk that a public hearing be set for October 25, 1965, to consider making such a loan. Motion seconded by Alderman Hill and carried unanimously. Item 6 is A memorandum was presented from Ronald Neighbors, Assistant City Manager, recommending acceptance of a depository agreement with City National Bank for a two-year period beginning October 1, 1965. J" Moved by Alderman Burross that the depository agreement with City National Bank be accepted, and that the mayor be authorized to execute such contract for the City. Motion seconded by Alderman Schenk, and carried unanimously. Item 7 ORDINANCE NO. 2198 AN ORDINANCE AMENDING ORDINANCE NO. 2163 (TIIE TRAFFIC ORDINANCE) BY j CORRECTING THE REFERENCE TO SCHEDULE VII IN SECTION 51. j Moved by Alderman Claytor that Ordinance No. 2198 be passed. Motion seconded by Alderman Daniel, and carried by the following vote: Ayes: Aldermen Hill, Burross, Davis, Daniel, Claytor, and Schenk. Nays: None Item 8 A memorandum was presented from If. P. Hodge, Jr. , City Attorney, recommend- ing approval of an agreement with the United States authorizing construction of Lenore Drive across Sheppard Air Force Base Spur track, and authorizing the mayor to execute same for the City of Wichita Falls. Moved by Alderman Hill that the agreement be approved as recommended, and the mayor authorized to execute same for the City. Motion seconded by Alderman Claytor, and carried unanimously. 799 Item 9 Jim Thornton, Director of Parks and Recreation, requested permission to ad- vertise for bids on irrigation materials for Weeks Park Golf Course. ✓ Moved by Alderman Burross that authority be granted to advertise for bids on irrigation materials for the golf course as requested. Motion seconded by Alderman Claytor, and carried unanimously. u ° Item l0a Bids were presented on the proposal to refinish the water tank at 9th Street and Beverly Drive. Moved by Alderman Claytor that the low bid of Foy Nivens of Iowa Park be accepted in the amount of $4,655.00. Motion seconded by Alderman Davis, and carried unanimously. Item 10b Bids were presented for construction of a boathouse at Lake Kickapoo. Moved by Alderman Davis that the low bid of Jack's Welding Service of Mankins, Texas, be accepted in the amount of $2,560.00. Motion seconded by Alderman Burross, and carried unanimously. Item 10c i Bid tabulations were presented on the electro-mechanical card file for the police department. J_ Moved by Alderman Burross that the bid of Daniel Enterprises, Wichita Falls, be accepted in the amount of $4,590.40 for the Remington card file. v Motion seconded by Alderman Claytor, and carried unanimously. Item 11 V Appointments to the Planning Board were postponed; however, Mayor Wallander recommended that Mr. J. Arlie Chadwick, of 4662 University, be appointed to the Plumbing Advisory Board. Moved by Alderman Burross that Mr. Chadwick be appointed to the Plumbing l Advisory Board. Motion seconded by Alderman Daniel, and carried unanimously. Item 12 Moved by Alderman Claytor that the following reimbursement contract pay- ments be approved. W. B. Hursh, Sewer, Ffursh Estates Addition, Section Two, from September 27, 1964 to September 27, 1965; $31.62 Joe R.
