The Board of Aldermen of the City of Wichita Falls, Texas, met in regular
session on the above date in the Council Room of the Memorial Auditorium Building
at 7:30 o'clock P. M. , with the following members present:

Item 3
Moved by Alderman Davis that the minutes of the meeting held September 13,
1965 be approved.
Motion seconded by Alderman Schenk, and carried unanimously.
Item 4
Moved by Alderman Schenk that a public hearing on the proposed 1965-66 budget
be held at 8:00 A. M. , October 11, 1965.
Motion seconded by Alderman Claytor, and carried unanimously.
Item 5
It was recommended that a public hearing be held on cable TV.
Moved by Alderman Burross that a public hearing be held on Monday, December 6,
1965, for those who wish to be heard on the matter of cable TV.
Motion seconded by Alderman Daniel, and carried unanimously.

AN ORDINANCE CHANGING THE NAMES OF CERTAIN STREETS WITHIN THE CITY OF
WICHITA FALLS; REPEALING ALL ORDINANCES, OR PORTIONS THEREOF, IN CONFLICT
HEREWITH; AND DECLARING AN EMERGENCY.
Moved by Alderman Daniel that Ordinance No. 2189 be passed, changing the
name of Pierce Street to Kemp Boulevard, and Galveston Street to Kell Boulevard.
Motion seconded by Alderman Davis, and carried by the following vote:
Ayes: Aldermen Hill, Burross, Davis, Daniel, Claytor, and Schenk.

AN ORDINANCE CLOSING AND ABANDONING A PORTION OF SIXTH STREET LYING BE-
TWEEN BLOCKS 244 AND 245 OF THE ORIGINAL TOWNSITE OF THE CITY OF WICHITA
FALLS, TEXAS.
Moved by Alderman Hill that Ordinance No. 2190 be passed, closing 6th
Street from Holliday to U. S. 287 Expressway.
Motion seconded by Alderman Claytor, and carried by the following vote:
Ayes: Aldermen Hill, Burross, Davis, Daniel, Claytor, and Schenk.

John J. Roark, Director of Public Works, requested that authority be
granted to enter into condemnation proceedings for acquisition of the following:

Nays: None
Mayor Wallander commented that this was the last meeting which Bob Jolliff
would attend, and that he regretted that he was leaving. Alderman Burross stated
that the new police station and fire stations were a fitting memorial to Mr.
Jolliff's untiring efforts to better the City of Wichita Falls, and thanked him
for his service as Director of Public Safety.
Moved by Alderman Claytor that the meeting be adjourned.
Motion seconded by Alderman Hill and carried unanimously.
The Board of Aldermen adjourned at 8:10 P. M.

Order No. 6 amounted to $389.55.
Moved by Alderman Davis that Change Orders Nos. 5 and 6 be approved.

funds for purchase of right-of-way at Fairway Boulevard and Seymour Highway.

Item 19
v A resolution was presented by Alderman Claytor expressing appreciation to
J. F. Farlow, Jr., former Director of Public Works, for his faithful service to
the City of Wichita Falls, and he also expressed personal gratitude for his
dedication and devotion while serving the City.
✓ /RESOLUTION NO. 608
WHEREAS, J. F. Farlow, Jr. , has recently resigned his position as Director
of Public Works for the City of Wichita Falls to accept a position with private
industry in Dallas, Texas; and,
WHEREAS, Mr. Farlow faithfully served the City of Wichita Falls and its
citizens as City Engineer from April 8, 1963, until April 15, 1964, and as
Director of Public Works from April 16, 1964, until July 31, 1965; and,
WHEREAS, during the time in which Mr. Farlow served the City of Wichita
Falls, he was untiring in his efforts to promote the well-being of the City and
its citizens; and,
WHEREAS, the people of Wichita Falls will long enjoy the benefits which have
accrued to them through the hard work and the excellent professional ability
of Mr. Farlow.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF
WICHITA FALLS, TEXAS, that the appreciation of the City of Wichita Falls and its
Board of Aldermen is hereby expressed to J. F. Farlow, Jr., for a job well done,
and that best wishes are hereby extended to him for his future success and
happiness.
