The Board of ;aldermen of the City of. Wichita Falls, Texas, met in regular
session on the above date in the Council Room of the Memorial Auditorium Build-
ing at 7:30 o'clock P. A. , with the following members present:

The invocation was liven by Alderman Hill.
Before taking up the scheduled agenda Mayor Wallander stated his pleasure
at Laving Girl Scout Troup 17 from Park Place Christian Church as guests, and
called on their leader, Mrs. Edith Eckert, for a few comments. Mrs. Eckert ex-
plained that the girls were working toward their active Citizen award, and by
being; aware of their responsibilities as citizens of this city and knowing City
government and the way it operates, helps to qualify each girl for such award.
Mayor Wallander stated that he hoped their visit created an interest in their
city, and that they would come back again.

Moved by Alderman Burross that the minutes of the meetings of the Board
of Aldermen held February 8 and 16, 1965, be approved.

The Chief of Police shall host a properly executed copy of this res-
olution, order and notice at the places where the election is to be held, such
notice to be posted at least thirty (30) days before the date of said election. .
Moved by Alderman McBride that Resolution No. 589 be passed, setting
the date for the Municipal election to be held April 6, 1965, and appointing the
judges.

Item 5
Mayor 4allander recognized a group of citizens representing the Junior
Service League who was present. Commendation was accorded them for the fine
/ job they are doing in electing to obtain a museum and art center for Wichita
V Falls. A Resolution was read by Mayor Wallander, and presented to Mrs. Charles
Nilson, expressing appreciation for this endeavor.

WHEREAS, for many years there has been a need in the City of Wichita Falls
for a facility where there could be assembled and preserved articles and
documents of historical, educational and cultural significance, so that they

could be accessible for the enlightenment and the enjoyment of the people in
our area; and,
1VIIEREAS, the Junior Service League, which had a record of accomplishing
many other programs for the betterment of the community, recognized this
need, and, realizing that IVichita Falls was one of two cities in Texas of
over 100,000 population without a museum, spent three years of extensive study
of the project, which study culuminated in t}le formation of the Wichita Falls
M useum and in Center, anon-profit Texas corporation, which is moving forward
toward their goal of providing such a museum and art center for the City of
Wichita Falls; and,
IVIIERLAS, plans are well, under way for the Museum which will, when completed,
offer exhibits depicting the industry, agriculture and history of our area,
wild life and biological displays, and a gallary of art, together with a plane-
tarium; and,
WHEREAS, the Board of Aldermen of t}le City of Wichita Falls are of the opin-
ion that this Museum and Art Center will constitute a valuable addition to the
City.
NOIV, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF
IVICHITA FALLS, TEXAS,
That the Junior Service League and the IVichita Falls Museum and Art Center
are commended and thanked for their efforts and achievements in creating this
f'luseum and Art Center in the City of Wichita Falls, and that the continued sup-
port by the citizens of Wichita Falls of this project be encouraged; so that it
can become a reality.

Item 6
J Authority was requested by K. G. IVilks, Purchasing Agent, to advertise for
f bids for plastic pipe and fittings with valves for installation of an irrigat-
1 ion system in Weeks Park.
Moved by Alderman Schenk that permission be granted to advertise for bids
as requested.

V V ` Bids for construction of Lamar Park shelter were received, with H 4 T Constr-
uction Company being the low bidder in the amount of $18,272.00. Jack Davis,
City Manager, stated that the architects had prepared a list of alternates in
rs ✓ order to bring the cost down to the allotment of $15,000.00 as provided in the
bond fund; however, it was almost impossible to eliminate any item and still
have a desirable shelter. It was recommended by Jim Thornton, Parks and Recreat-
ion Director, that t}le lore bid of M t T Construction Company be accepted, and
that the additional $3,272.00 be drawn from interest received on Park Bond funds.

Item 8
P1r. I<obert S. Jolliff, Director of Public Safety, requested that Chall-e
order No. 1 on the Police Building be accented in the amount of $9,455.82, and
J that Change order No. 2 on the Central Fire Station be accepted in the amount
of 5154.00.
Moved by Alderman Ifill that the Change orders be allowed as requested.

Item 9
Mayor 1'dallander stated that a new appointment to the Civil Service Comuniss-
ion was necessary due to the term expiration of i4r. Lyle B. Cherry, and that
he desired to appoint Lee Sellers to' serve in that capacity for a three-year
term beginning February 25, 1965. lie also instructed the City Manager to
write a letter to ,N9r. Cherry thanking him for his service to the Civil Service
Commission.
Moved by Alderman Burross that Lee Sellers be appointed to the Civil Service
Commission for a three-year term.

Item 11
A request was presented by J. F. Farlow, Jr. , Director of Public Work,
to abandon the plat of Richland Estates, Section One. No development has
been made in that area due to the developer having difficulty obtaining
easements to provide for drainage, and also to provide for utilities.

Item 15
In 1960 Wichita County Water Improvement District No. 4 installed a sewer
main along the Iowa Park Highway and across the Charles 1Veisenberg property.
Later the City annexed District No. 4, and it was learned that no easement
had been acquired from Mr. Weisenberg. It is requested that the Council author-
ize the payment of $960.00 for such an easement, and that an ordinance alpropr-
iating such sum be adopted.

Pair. J. F. Farlow, Jr. , Director of Public works, requested permission to
V acquire property for an access road along; the west side of Riverside Cemetery,
Jf and also for employee parking in the Street Department area.
Moved by Alderman Schenk that authority be granted to acquire the necess-
ary property, and if negotiations fail then condemnation proceedings may be
instituted.

Item 17
Jack Davis, City Manager, requested authority to negotiate with property
owners to secure title to the land to be used for construction of the new
city reservoir, and if negotiations fail then to enter into condemnation pro-
ceedings.
RESOLUTION NO. 591
IVHEREAS, the Board of Aldermen of the City of Wichita Falls, Texas, has
heretofore completed a study and approved the ;Mans for the construction of
a reservoir to be located in Clay and Archer Counties on the Little Wichita
River, under the authority of Water Permit #2015 issued by the Texas Water
Commission, said plans and specifications were prepared by homer hunter and
the City of WichitaAssociates and by the Parks and Recreation Department of
Falls, and;
WhEREAS, the Board of Aldermen of the City of Wichita Falls, Texas, has
found that the public necessity requires the location, construction, oper-
ation and maintenance of said reservoir in Clay and Archer Counties, and;
WHEREAS, the Board of Aldermen of the City of Wichita Falls, Texas
has found and determined that the fee simple title in and to the land des-
cribed in said plans and specifications is suitable for such purposes and
that it is necessary to acquire same for such reservoir.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF
WICHITA FALLS, TEXAS, THAT:

The City Manager be and he is hereby authorized and directed to file
or cause to be filed against all owners and lienholders proceedings in eminent
domain to acquire the fee simple title to the land described in said plans
and specifications when any such owners and the City Manager, through duly
authorized representatives, have failed, after negotiations, to agree upon
the fair cash market value of said land.

Item 21
Jack Davis, City Manager stated that our present wage scale for contractors
was somewhat out of date, and suggested that a new minimum wage scale be author-
ized for use in the building of the new lake, and that it be sent to all bidders
on the lake project.
Moved by Alderman Burross that the new minimum wage scale be approved as
submitted by the City Manager. (copy attached)
