The Board of Aldermen of the City of Wichita Falls, Texas, met in regular
session on the above date in the Council Room of the Memorial Auditorium Building
at 7:30 o'clock P.M. , with the following members present:

The invocation was given by Alderman Daniel.
Item 3
Moved by Alderman McBride that the minutes of the regular council meeting
held October 26, 19643 be approved as read.
Motion seconded by Alderman Daniel and passed unanimously.
Item 4

Mr. Don Read, of the firm Pardue, Read, and Dice, Architects and Engineers,
presented to the Council plans and specifications of Phase Two of the Auditorium.
Mr. Read's plans provide for ten alternates, eliminating portions of the project
which are included to bring construction costs to the anticipated estimates. fie
pointed out that the remodeling of the latter portion of Phase One had exceeded
the anticipated estimate because additional work was performed, including a new
roof and other unexpected costs which were approved by the Council. Phase Two
plans include remodeling more office space than planned when the bond issue was
proposed, in order to bring all city offices within the one building. Jack Davis,
City Manager, told the Council he was certain that some of the alternates would
have to be exercised. After some discussion concerning the plans and the bid open-
ing, it was suggested that the bids be opened at 2 P.M., December 17, 1964, in the
Council Room, two weeks after the prime contractor bid on the new police station.
Moved by Alderman Schenk that the plans for Phase Two of the Memorial Auditor-
ium remodeling be accepted, and authorization be given to advertise for bids to be
opened at 2 P.M., December 17, 1964, in the Council Room.
Motion seconded by Alderman Hill and passed unanimously.
Item 5
Item 5 was postponed for the present time.
Mayor Wallander stated that the controversial bidding system recommended for
�` the new police station had been discussed in hearings with contractors, and re-
ported that prime contractors opposed the system, and sub-contractors favored it.
He said the Council voted five to one, with Alderman Claytor casting the negative
vote, to accept the bids on the separate basis which was recommended by Pond and
Bellamy and Associates, Architects and Engineers.

Mayor Wallander stated that on the recommendation of Jack Davis, City Manager,
that Mrs. Wilma Thomas be appointed Acting City Clerk in the absence of the City
Clerk.
Moved by Alderman Claytor that Mrs. Wilma Thomas be appointed Acting City Clerk.
Motion seconded by Alderman Hill and passed unanimously.

ORDINANCE NO. 2130
AN ORDINANCE AMENDING ARTICLE 13, SECTION 1, OF ORDINANCE NO. 1877 TO
PROVIDE FOR A PROCEDURE ALLOWING DEFERRED PAYMENTS ON WATER AND SEWER
LINE EXTENSIONS; REPEALING ORDINANCE NO. 1918; AND DECLARING AN EMERGENCY.
Moved by Alderman McBride that Ordinance No. 2130 be passed.
Motion seconded by Alderman Burross and passed by the following vote:
Ayes: Aldermen Hill, Burross, McBride, Daniel, Claytor, and Schenk.

Item 8
Moved by Alderman Burross that the low bids on the following equipment be
accepted:
a. Three tractors with backhoes and front end loaders be awarded to
International Harvester Company of Wichita Falls on the low bid of
$13,566.84; one tractor for the Traffic Department for $5,795.95,
one tractor for the Parks Department for $3,244.82, and one tractor
for the Water Department for $40526.07.
b. Two Air compressors be awarded to Martin Equipment Company on the
low bid of $8,078.40; one compressor for the Traffic Department, and
one for the Water Department.
c. 'Three (6000 GVW) 3/4 ton pickups be awarded to International Harvester
Company of Wichita Falls on the low bid of $4,858.97; one 3/4 ton
pickup for Central Garage for $1,526.99, and two 3/4 ton pickups for
Traffic Engineer for $3,331.98.
d. Two 1/2 ton pickups be awarded to International Harvester Company of
Wichita Falls on the low bid of $20940.12; one for Auditorium Mainten-
ance, and one for Central Garage.
e. Bid rejected.
f. Materials for the irrigation system at Westover Hills Park be awarded
in two sections; Valves, risers, and sprinklers be awarded to Blanken-
ship Manufacturing Company of Wichita Falls on their low bid of
$924.07; PVC plastic pipe and fittings be awarded to Bailey Meissner
of Wichita Falls on the low bid of $3,737.33.
Motion seconded by Alderman Daniel and passed unanimously.
Moved by Alderman Daniel that authority be granted to transfer $300.00 from
Cemetery (83-Z-5) to Traffic (36-Z-5) .
Motion seconded by Alderman McBride and passed unanimously.
Moved by Alderman Burross that authority be granted to transfer $620.00 from
Water (103-Z-2) to Traffic (36-Z-2).
Motion seconded by Alderman Daniel and passed unanimously.
Mr. James Ward, of Blankenship Manufacturing Company, came forward and stated
that his bid on PVC plastic pipe and fittings included couplings, and that Bailey
Meissner's bid did not include couplings. Mr. Ward was informed that the specifi-
cations clearly stated that the bids should be with couplings, and if Bailey Meissner
had made a mistake in his bid it was to the City's advantage.

Mayor Wallander read a memorandum from J. F. Farlow, Jr. , Director of Public
Works, to Jack Davis, City Manager, requesting authority to enter into condemnation
proceedings to acquire right-of-way for construction of Kell Boulevard extension
West. "
Moved by Alderman Burross that authority be granted to enter into condemnation
proceedings to acquire right-of--way for construction of Kell Boulevard extension
West.

Moved by Alderman Burross that permission be granted to advertise for bids
for one 15,000 pound GVW flat bed dump truck for the Parks Department, and five
A. truck chassis (23,000 GVW), three dump beds (4 to 5 C.Y.), two flat beds, one
vibratory compaction unit, and one maintainer for the Street Department.
Motion seconded by Alderman Claytor and passed unanimously.

Alderman Claytor called special attention to Item 5 in the Park Board minutes
on the resignation of Mr. Carl Jackson as a result of being transferred, and sug-
gested that Jack Davis, City Manager, or Jim Thornton, Director of Parks and Re-
creation, write a letter of appreciation to Mr. Carl Jackson for his service on
the Park Board.
Motion seconded by Alderman Schenk and passed unanimously.
As there were no further comments, it was moved by Alderman Hill that the
meeting be adjourned.
Motion seconded by Alderman Schenk and carried unanimously.
The Board of Aldermen then adjourned at 8:40 P.M.
