AN ORDINANCE MAKING AN APPROPRIATION OF $209,295 FROM THE UNAPPROPRI-

ORDINANCE NO. 2120
AN ORDINANCE MAKING AN APPROPRIATION OF $45,000 FROM THE UNAPPROPRIATED 4'
WATER AND SEWER REVENUE FUND TO THE ACCOUNT NUMBERS LISTED HEREIN; AND
DECLARING AN EMERGENCY.
Moved by Alderman Schenk that Ordinance No. 2120 be passed.

Item 13
Authority to transfer funds from the water and sewer fund to the General Fund
in the amount of $300,000 was requested.
Moved by Alderman Burross that authority be granted to transfer the necessary
funds from the water and sewer fund to the General Fund.
Motion seconded by Alderman Hill and passed unanimously.
Item 14
A committee consisting of Aldermen Claytor and Hill was appointed by the Mayor
to meet with the architects and Library Board to attempt to bring the bids on the
Kemp Public Library within the estimated cost.
Alderman Hill reported that after several meetings and hard work with the
architects and Library Board that they had come up with a revised bid of $256,800,
which included architectural fees.
Moved by Alderman Hill that the revised bid of $256,800 on the remodeling and
addition to Kemp Public Library be awarded to M. A. Vordenbaum and Sons Construc-
tion Company.
Motion seconded by Alderman Schenk and passed unanimously.
At this time Alderman Hill stated that he would like to commend the Library
Board, Architects, and the construction company for the amount of hard work and
number of hours that they had put into this study to bring the cost down from the
original bid, and recommended that the City Clerk write a letter to the members of
the Library Board thanking them for their efforts in this work.

Mr. Don Read, of the firm of Pardue, Read, and Dice, Architects and Engineers,

stated that the final plans for remodeling of office space in the auditorium have
not been completed due to extreme care in developing the plans which he said would
result in savings to the City, and asked for a delay of 45 days. After a lengthy
discussion with the various aldermen, it was agreed that Mr. Read be granted the
45 days, and that the plans be finished by November 9, 1964.

RESOLUTION NO. 577
BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS, TEXAS,
THAT:
A public hearing shall be held on the proposed 1964-1965 Budget for the City
of Wichita Falls and on the proposed appropriation ordinance before the Board of
Aldermen sitting as a committee of the whole; such public hearing shall be held at
8:00 a.m. on Thursday, October 8, 1964, in the Council Room in the Memorial Audi-
torium, 1300 Seventh Street, Wichita Falls, Texas.
Moved by Alderman Burross that Resolution No. 577 be passed.

Item 19
Mr. G. K. Pieratt, who operates a small grocery store on Flood Street in the
400 block, presented a petition of property owners between Smith and Homes Street
requesting extension of the liquor zone. Mr. Pieratt stated that his place of bus-
iness is directly across the street from the liquor zone, which stops in the middle
of the street. After some discussion with members of the Council, it was agreed
that a review of the liquor zone is needed, and that the ordinance has not been re-
vised since the sale of alcoholic beverages began.
Moved by Alderman Claytor that this request be turned down because of the
strict city liquor zone ordinance.

Item 20
A memorandum was read by Mayor Wallander from J. F. Farlow, Jr., Director of
Public Works, to Jack Davis, City Manager, which was a report on Plum Creek drain-
age project. Mayor Wallander called on J. F. Farlow, Jr., to explain the Plum ,
Creek flood control project between the City and the U. S. Army Corps of Engineers. ;
Mr. Farlow stated that the Corp plan called for a $1,350,000 expenditure with local
interest share being $756,000, and the Federal government's portion of the project
being $595,000. Mr. Farlow stated the main point in question was that it appeared
that the diversion channel of Plum Creek to the Wichita River would allow the river
to back up and to inundate the Plum Creek area. Mr. Farlow recommended that due to
the obvious lack of protection to the project from the Wichita River that the Corp
re-analyze the project to provide a lesser flood frequency design of Plum Creek
which will lessen the City's cost. If this was not possible then the City investi-
gate the possibility of doing the necessary work.
Moved by Alderman Burross to request that the Corp of Engineers re-design the
Plum Creek project on a smaller scale.

Item 22
RESOLUTION NO. 578
WHEREAS, Section 218(p) of Title II of the Federal Social Security Act has been
amended to permit participation of policemen and firemen in positions covered by a
retirement system; and,
WHEREAS, the policemen and the firemen of the City of Wichita Falls, Texas,
have requested that the Board of Aldermen ask the Texas State Department of Public
Welfare to hold an election by the policemen of said City and to hold an election
by the firemen of said City to determine whether or not they wish to have federal
Old Age, Survivors and Disability Insurance coverage in addition to the existing re-
tirement systems.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA
FALLS: In order to meet the requirements of Section 218(p) of Title II of the Fed-
eral Social Security Act, as amended, this Board of Aldermen requests the Texas State
Department of Public Welfare to hold as expeditiously as possible a referendum of the
policemen and a referendum of the firemen as required in said law and in House Bill
603, Acts of the Fifty-Second Legislature of the State of Texas, 1951.

Mayor Wallander asked if anyone in the audience or members of the Council had
anything to say. As there was no response it was moved by Alderman Claytor that
the meeting be adjourned.
Motion seconded by Alderman Hill and carried unanimously.
The Board of Aldermen then adjourned at 10:15 P. M.
