Items 1 4 2 The Board of Aldermen of the City of Wichita Falls, Texas, met in regular session on
the above date in the Council Room of the Memorial Auditorium Building at 7:30 o'clock
P.M. , with the following members present:

The invocation was given by Alderman Burross.
3 Moved by Alderman Claytor that the minutes of July 13, 1964, and the special called
session on July 30, 1964, be approved as read.
Motion seconded by Alderman Daniel and carried unanimously.
1 V 4 James R. Killebrew, of the firm James R. Killebrew Associates, Architects and Engin-
eers, presented the plans and specifications for remodeling and addition to the Kemp Public
Library. Mr. Killebrew explained in detail the plans to the Board of Aldermen and City
Manager, and answered various questions of the various aldermen. Mr. Killebrew stated
that these plans had been approved by the Library Board, and also asked for permission to
advertise for bids, and that the opening date for the bids be September 10, 1964, at 2 P.M.
` C in the Council Room.
Moved by Alderman McBride that the plans and specifications for remodeling and addi-
tion to the Kemp Public Library be accepted, and that permission be authorized to advertise
for bids, and opening of the bids to be set for September 10, 1964, at 2 P.M. in the Council
Room.
Motion seconded by Alderman Claytor and carried unanimously.
S The request from the Jaycees regarding a community fair was postponed.
/ Mr. J. W. Martin, spokesman for the D.A.V. , Hope Chapter 21, proposed a request to
✓' purchase the old Fire Station No. 3, located at 17th and Holliday, for $1000, and convert
the building into a meeting place. fie stated that they would do some remodeling, and at a
later date purchase the land. R. S. Jolliff, Director of Public Safety, recommended that
the proposal be turned down on the grounds of inadequate parking space, possibly causing a
traffic hazard.
Moved by Alderman Burross that the request to purchase the old Fire Station No. 3 be
denied.
Motion seconded by Alderman Claytor and carried unanimously.
Moved by Alderman Burross that the following corrections be made in the minutes of the
special called meeting held July 30, 1964:
The second paragraph of Item 4 changed to read "Cary-Taylor" instead of "RCA".
In Item 5, Dr. Burross's motion changed to read as follows:
"That the Mayor be authorized to execute this agreement, and that a check for $158,600
be issued with $700000 coming from the bond fund allocation. Additional $88,600 being pro-
vided from the bond fund on a temporary basis, and that Frank Farlow be directed to write
to Texas Highway Department and urge them to complete the project from Lake Road to the Jacks-
boro Highway at the earliest possible time. The City of Wichita Falls is, ready to partici-
pate in our share of the cost."
Motion seconded by Alderman Schenk and carried unanimously.

Bob Pardue, of the architectural firm of Pardue, Read, and Dice, presented prelimin-
ary plans for the second phase of remodeling the Memorial Auditorium. The second phase
of this remodeling will cover office space and public meeting rooms. Mr. Pardue stated
that he had not compiled cost estimates, but it was expected to be about $260,000. Mr. t%
Jack Davis, City Manager, stated that by adding new office space and remodeling present
office space, that all departments of the City would be in the building.
Moved by Alderman Schenk that preliminary plans be accepted, and that Pardue, Read,
and Dice be authorized to prepare final plans for the second phase of the Memorial
Auditorium.
Motion seconded by Alderman McBride and carried unanimously.
Mr. Jack Davis, City Manager, asked permission to postpone awarding' bids for the 6
downtown signal system because the two bids were several thousand dollars over the City's f
estimate.
Moved by Alderman Claytor that the bids on the downtown signal system be postponed
for further study.
Motion seconded by Alderman Hill and carried unanimously.
A memorandum from Robert S. Jolliff, Director of Public Safety, to Jack Davis, City 7 `
Manager, was read requesting permission to advertise for bids on traffic signal equipment
for six intersections, three included in the capital improvements program, and three in
this year's budget.
Moved by Alderman Daniel that permission be granted to advertise for bids on signal
equipment at six locations.
Motion seconded by Alderman Claytor and passed unanimously.
The request from Tom Danaher for a cable TV franchise within the City was postponed. 8
Mayor J. Winston Wallander said similar requests have been made in the past five years,
and suggested that all interested persons be allowed to submit proposals at the same time.
Mayor Wallander made the following appointments to the municipal advisory boards: 9 V-'
a. A. J. Otte was named to the City Planning Board to fill the unexpired term
of Bob Miks; expiration date, 5-23-65.
b. Lloyd Taylor, Jr., was named to the Electrical Advisory Board to fill the
unexpired term of Harold Bristol; expiration date, 1-1-65.
c. Malcolm Vordenbaum and Don Brown were reappointed to the Board of Adjust-
ments and Appeals for four-year terms; expiration date, 5-23-68, and Willard
Still was appointed to the Board for a one-year term; expiration date, 5-23-65.
d. Bill Donnell was reappointed to the Housing Authority Board and Don Wilson
was named to the same board; expiration date, 6-12-66.
e. Jerry Lindsey was named to the Traffic Commission to replace Bob Pace;
expiration date, 12-9-66.
f. The following were named as a committee to recommend a name for the City's
proposed reservoir on the Little Wichita River at the Halsell site: John
Barnard, Jr., Chairman; W. A. Hotchkiss, Jack Leggett, Josh Moore, Mrs.
Harold Jones, Dr. Al T. Witcher, and Mrs. H. P. Ledford.
Mr. Woody Featherston appeared before the Council with a request from the Board of
Trustees of the Wichita General Hospital to propose that the City and County purchase an /
intercom paging system for $1422000, rather than lease the system for $175,748. Mr. `
Featherston said that the hospital would make the payments on such a loan, but was barred
by law from borrowing the money. Mr. Jack Davis, City Manager, recommended that this action
be held up pending an agreement with the Count before such a p ,
y purchase. The Council voted
to accept Mr. Davis' recommendation.
A memorandum from John P. Ruhmann, Director of Public Services, to Mr. Jack Davis, 10 k-11,✓.
City Manager, was read requesting approval of Change Order No. 1 to Sey-Vista sewer contract
in an amount of $739.60, and authorizing the City Manager to sign this change order.
Moved by Alderman Burross that the City Manager be authorized to sign the change order
agreement between B & G Construction Contractors and the City of Wichita Falls, and that

10 cont'd. the original price for the improvements of Seymour heights and Rancho Vista area be increased
$739.60 due to changes of right-of-way locations.

1/'11 A report on the trip to Wichita, Kansas, to view soil cement dam was postponed.
✓12 RESOLUTION NO. 571
WHEREAS, City National Bank in Wichita Falls, Texas, now has pledged to the City of
Wichita Falls $258,000 U. S. Treasury Notes due November 15, 1964, covered by Trust Receipts
of the First National Bank, Dallas, Texas, Number A57769; $100002000 U. S. Treasury Bonds
due May 15, 1966, covered by Trust Receipts of the First National Bank in Dallas, Texas,
Numbers A49734 and A32997; and $1,000,000 U. S. Treasury Notes due May 15, 1965, covered by
Trust Receipt of the First National Bank in Dallas, Texas, Number A54545; and,
WHEREAS, the said City National Bank has requested the release of all of the above
securities and has agreed to substitute in lieu thereof $285,000 City of Wichita Falls
Airport Revenue Bonds and $100,000 City of Wichita Falls 3-1/4a General Obligation Bonds.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS,
TEXAS: That the City Clerk of the City of Wichita Falls be, and he is hereby authorized
to release First National Bank in Dallas, Texas, Trust Receipts Numbers A57769, A49734,
A32997 and A54545, and to accept in lieu thereof new Trust Receipts from the First National
Bank in Dallas, Texas, in the amount of $385,000.

113 A memorandum from John P. Ruhmann to Jack Davis, City Manager, was read requesting
permission to advertise for bids on miscellaneous water treating equipment for an estimated
sum of $11,500.
Moved by Alderman Schenk that authority be granted to advertise for bids on this
miscellaneous water treating equipment.
Motion seconded by Alderman Daniel and passed unanimously.
I/ A4 Moved by Alderman Claytor that the low bid of $17,676 by Chemical Supply Company of
Wichita Falls, "Texas, be accepted for liquid chlorine, provided at least $500,000 public
liability insurance requirements are met.
Motion seconded by Alderman Hill and passed unanimously.
V/15 A memorandum from Jim Thornton, Director of Parks and Recreation, to Jack Davis, City
Manager, was read regarding a request from Funland, Inc., for use of additional area in
Weeks Park for parking purposes.
Moved by Alderman McBride that this parking area be permitted with the stipulation
that they pave the area, leave the trees, and enforce safety measures.
Motion seconded by Alderman Claytor and passed unanimously.
I/✓6 Mr. Ben Valdez introduced himself as a representative from the First Mexican Baptist
Church, requesting the use of Spudder Ball Park for a youth revival each night from Septem-
ber 27 through October 4, 1964. Mr. Valdez estimated that the attendance would be around
1000 each night.
Moved by Alderman Claytor that the request be granted to use Spudder Park at the
regular rates.
Motion seconded by Alderman Schenk and carried unanimously.

TRICIAN AND OUTLINES THE EXAMINATION AND DUTIES OF THIS POSITION.

Jack Davis, City Manager, make a thorough study of electrical code license fees.

Alderman Burross stated that he and Jack Davis, City Manager, had attended the American
Municipal Association convention to accept the public relations award won by Wichita Willie.
lie further stated that it was surprising to hear a great number of cities trying to seek
more federal aid. lie also read an editorial from the Dallas Morning News on this subject.
Moved by Alderman Burross that Jack Davis, City Manager, write the Texas Municipal
League, and the City of Dallas, in regards to organizing cities wishing to avoid additional
federal aid programs.
Motion seconded by Alderman McBride and carried unanimously.

{ Mayor Wallander read an application from Wichita Auto Rent, Inc. , which Harold Shappell
is president, stating that he had purchased the franchise from W. E. Elton, asking authori-
zation for license to engage in the business of offering to hire, rent, or lease driverless
automobiles.
Moved by Alderman McBride that the application from Wichita Auto Rent, Inc., be accepted.
Motion seconded by Alderman Hill and passed unanimously.
Mr. Jack Ballard asked to be recognized, and commented that he would like to express
his opinion on the vast improvements in all departments of the City, especially the Parks
and Recreation Department, and made further comments on other subjects.
Moved by Alderman Claytor that the meeting be adjourned.
