Item 1 The Board of Aldermen of the City of Wichita Falls, Texas, met in
special called session on the above date in the Council Room of the
Memorial Auditorium Building at 8: 30 o ' clock A.M. , with the following mem-
bers present:

4 Mr. Don Read with the firm Pardue, Read & Dice, Architects and Engi-
neers, stated that they were very pleased with the amounts of the bids,
and the highest bid was within their estimates. Mr. Don Read further
stated that it had been brought to his attention that RCA is to have a
radical change in their production of sound equipment and some items will
be dropped from their line. With this in mind it is possible to have an
obsolete sound system in just a few years that could not be properly ser-
viced. He was reluctant to suggest, but felt that the extra money will
be justified in order to insure adequate service will be available and
recommended that the next low bid be accepted. He also made necessary
explanation and answered the questions of the various aldermen and the
City Manager. Mr. Read further stated that both of the bidders agreed to
a $100 a day penalty if not finished by October 1, 1964.
Mr. George Owens introduced himself as Treasurer of the Cary-Taylor
Corporation and was called upon to answer questions from the aldermen
and Jack Davis, City Manager. Mr. Owens stated that he did not think
the changes now being made at Cary-Taylor, primarily change of stockholders,
would make any difference in the delivery and performance of the sound
equipment, and further stated his company had in stock most of the equip-
ment. If not, it could be obtained.
Moved by Alderman Burross that the low bid of Cary-Taylor Corporation
for installation of the sound system in the Memorial Auditorium be ac-
cepted and the contract awarded to them if Cary-Taylor and RCA will furnish
the architects by Monday night, August 3, 1964, adequate written assurance
that all the equipment required by the specifications can be furnished
and installed by September 15, so that Dr. Boner may begin balancing the
equipment. In the event that RCA and Cary-Taylor Corporation are unable to
adequately assure Dr. Boner and the Architects, Pardue, Read and Dice, to
their satisfaction that the equipment is available and will be installed
with future service, then the City Manager has the authority to instruct
the next low bidder to furnish the installation and the contract be awarded
to George Newton Electronics Company.
Motion seconded by Alderman McBride and carried unanimously.

Request from J. F. Farlow, Jr. , Director of Public Works, to Jack
/ Davis, City Manager, to execute an agreement for City' s share of con-
struction on F. M. Road 369 from Lake Road to Barnett. Funds were provided
'g in the Capital Improvements program amounting to $70 , 000 to provide the
City' s share of the cost for this improvement from Fairway to Lake Road.
Texas Highway Department requested that the project limits be extended to

Barnett Road. Present plans call for the project to be advertised for bids
in August at an estimated cost of $906,000 . Of this amount, the City' s
share of the cost is $158, 600 . It is necessary that a warrant made payable
to the State Treasurer accompany the latest construction agreement which is
to be signed by the Mayor. It is recommended that a check for $158, 600 be
issued with $70, 000 coming from the Bond Fund allocation for this purpose.
The additional $88, 600 to be provided from the Bond Fund on a temporary
basis until such time as additional funds can be made available to cover
this deficit. .�

Moved by Alderman Burross that the Mayor be authorized to execute
this agreement and that a check for $158, 600 be issued, with $70, 000 coming
from the Bond Fund allocation. Additional $88, 600 being provided from the
Bond Fund on a temporary basis, and that Frank Farlow be directed to write
to Texas Highway Department, and urge them to complete the project from
Lake Road to the Jacksboro Highway at the earliest possible time. The City
of Wichita Falls is ready to participate in our share of the cost.
Motion seconded by Alderman Claytor and carried unanimously.
Jack Davis, City Manager, discussed the report made by Homer Hunter 6 ,�
Associates, Consulting Engineers, that "wait and see" attitude be taken on -
whether or not to begin mixing waters from Lake Wichita and Lake Kemp withj '
Lake Kickapoo on a regular basis. Mr. Hunter advised waiting until the
spring of 1965 to see whether or not there is sufficient rain to eliminate
the need for mixing the less desirable water. Mr. Davis, City Manager, fur-
ther stated that " I would really recommend doing nothing and would rather
have people conserve a little, rather than mix the water" . The councilmen
accepted the recommendation of Jack Davis, City Manager.
Jack Davis, City Manager, asked that a committee be appointed to fly
to Wichita, Kansas, to attend a one-day conference being conducted by
Portland Cement Association, in order to study dam construction at Cheney
Dam for the purpose of checking the performance of soil cement slope pro-
tection which is used instead of native stone rip-rap, where native stone
is not available within a reasonable distance. This will probably prove
to be the case for the Halsell Reservoir. Mr. Davis pointed out that the
Council would be, in the not too distant future, awarding the bid for
several million dollars for the dam at Halsell. Mayor Wallander named
Jack Davis, John Ruhmann, himself and Pete Claytor for this committee.

IN THE CITY OF WICHITA FALLS", TEXAS; LETTING CONTRACT TO J. F. FOSTER
AND SON FOR THE MAKING AND CONSTRUCTION OF SUCH IMPROVEMENTS AND AUTHOR-
IZING ITS EXECUTION; MAKING APPROPRIATIONS FOR THE PURPOSE OF PAYING
THE INDEBTEDNESS THEREBY INCURRED; MAKING PROVISIONS FOR THE LEVYING
OF ASSESSMENTS AGAINST ABUTTING PROPERTIES AND THE OWNERS THEREOF FOR

Moved by Alderman Schenk that Ordinance No. 2100 be passed and that
the low bid of J. F. Foster and Sons of $91, 792 . 35 be accepted.

V8 Memorandum from John P. Ruhmann, Director of Public Services to
Jack Davis, City Manager, for water and sewer relocations for street
{_ f improvement program. On June 22, 1964, the City Council authorized pre-
parations of plans and the advertising for bids for water and sewer
relocations in the estimated amount of $26, 500 for utility works on Taft
Street, Maurine Street and F.M. Road 369. These plans were prepared by
Joe E. Ward, and bids were received at 2: 30 P.M. , July 24. Only one bid
was submitted in the amount of $40, 464.50 . It is believed this bid is
too high and that the only satisfactory solution to this problem is for
the City to do this work themselves. Mr. Davis, City Manager, recommended
that this bid be rejected, and that the City be authorized to do the work
itself. Mr. Davis further stated this would involve adding some personnel
and buying equipment, but stated that this equipment could be used in other
projects.
Moved by Alderman McBride that this bid be rejected and authorize
Mr. Davis, City Manager, for the City to do this work themselves.
Motion seconded by Alderman Schenk and carried unanimously.
v''' ✓9 Memorandum from J. F. Farlow, Jr. , Director of Public Works, to
Jack Davis, City Manager, relocation and construction of buildings for
Street Department. Due to the construction of the proposed Police Station
buildingat the present location of the Street Department yard located at
Seventh and Holliday, it is necessary to relocate the Street Department
facilities to the City-owned property adjacent to Riverside Cemetery, which
also houses the Sanitation Department.
Plans and specifications for construction of new facilities have
been prepared by Pond and Bellamy, Architects, for the proposed Police
building. The estimated cost of the new Street Department complex is
$95, 000, which includes buildings and yard paving and utilities. Mr. Davis
stated that the new Police Station is to be built at the site of the
present Street Department facilities, that the City will be saving about
$40, 000 for the cost of the land. This saving will be reapplied to the
erecting of the Police Station. It will be larger than originally anti-
cipated, due to the $40,000 saving. It is recommended that permission be
given to advertise for bids for construction of the buildings and for
construction of necessary utilities.
Moved by Alderman McBride that authorization be granted for permission
to be given to advertise for bids for relocation and construction of
buildings for the Street Department.
Motion seconded by Alderman Burross and carried unanimously.
/ V10 Memorandum from Bill Ryan to Jack Davis, City Manager, requesting
that the City Manager be given authority by the Board of Aldermen to enter
into negotiations with local contractors for the purchase and installation
of approximately five to seven tons of additional air conditioning in the
Federal Aviation Agency and the U. S. Weather Bureau offices at Municipal
Airport. The need for this supplemental cooling equipment in these offices
is brought about by the heat generating qualities of the radar and radio
equipment which is used 24 hours a day. The estimated cost of this pro-
ject is between $1, 500 and $2,000 .
Moved by Alderman Burross to grant Jack Davis, City Manager, per-
mission to negotiate for additional air conditioning system for the F.A.A.

and U. S. Weather Bureau offices at Municipal Airport.
Motion seconded by Alderman Claytor and carried unanimously.
At this time Mayor Wallander asked if anyone had any comments to
make. As no one wished to be heard, it was moved by Alderman Claytor that
the meeting be adjourned.
Motion seconded by Alderman Schenk and passed unanimously.
The Board of Aldermen then adjourned at 9:45 A.M.
