The Board of Aldermen of the City of Wichita Falls, Texas, met in regular
session on the above date in the Council Room of the Memorial Auditorium Building
at 10:00 o'clock A.M. , with the following members present:

The invocation was given by Alderman Still.
Mayor Wallander presented an honorary citizen award to Sgt. James E. Doherty
in recognition of his selection as Airman of the Month. A check for $10.00 also
went along with the award.

Moved by Alderman Still that minutes of the meeting held September 5, 1972,
be approved.

Item 4a
A proposed ordinance was presented revising the fee schedule for building
inspection. Ernest Lillard explained that the fee schedule for some services is
not paying its own way. Primarily it is in the form of minimum fees. Each inspec-
tion would require at least one hour for the inspector to reach the destination
and make the inspection. The minimum cost to provide this service is $5.06 per
hour. The fee has not been changed since 1961, and perhaps prior to that. He
recommended that the rate be updated to take care of the present market value of
construction. This is to enable the Building Inspection Department to meet the
rising cost of construction. Jerry Dunn explained that the fees have been com-
pared with six other cities, and that they are in line with them.
ORDINANCE NO. 2732
AN ORDINANCE AMENDING SECTION 7-15, PARAGRAPH THREE (3) OF THE CODE
OF ORDINANCES OF THE CITY OF WICHITA FALLS, PROVIDING FOR BUILDING
INSPECTION FEES.
Moved by Alderman Campsey that Ordinance No. 2732 be passed.
Motion seconded by Alderman Boyd.
Eli Lam appeared as spokesman for the homebuilders regarding the plat fees,
as well as the fees for building inspection, electrical inspection, and plumbing
code. He requested a delay on all these amendments until the homebuilders have
had time to examine them. He stated that they are not opposing them this morning,
but just want to take a look at them.

Robert Seabury stated that in some of these cities mentioned, they can in-
crease the price of their homes to take care of the fees because there is more
of a demand. He does not feel that they can absorb these fees in the homes here.
Mayor Wallander stated that the Council is only trying to make a break-even
type of thing. He pointed out that no other service call to a home is as low as
$5.00 per hour. Ernest Lillard explained that large construction contract costs
would not be changed from the present rate. A residence would be somewhat high-
er due to the higher building cost per foot charge.
The motion and second for passage of the ordinance were withdrawn.
Moved by Alderman Still that we honor the request of the building industry
and postpone council action on this item until the next council meeting.

Item 4e
A proposed ordinance was presented prohibiting parking around the Memorial
Athletic Complex. City Attorney H. P. Hodge stated that this is the first time
that the Council has enacted an ordinance prohibiting parking on anything except
streets. There is now a state law on the statute books that authorizes the City
to prohibit parking on private property under certain circumstances , and this is
our authority for so doing. The state gave us the authority.

AN ORDINANCE AMENDING CHAPTER 29 OF THE CODE OF ORDINANCES PROHIBITING
STOPPING, STANDING AND PARKING ON THE ENTRANCE AND EXIT DRIVES AT THE

Item 4j
Alderman Still commented on the proposal to provide a fee for reviewing and
processing plats. He stated that he felt that Alderman Lambert had originally
desired to increase these fees even higher than proposed. They now recommend
that the fees not be raised more than originally proposed, for the following
reasons.
(1) It is the intent of the Planning Department to have the entire
City platted. Fees have a direct relation to this.
(2) No city in Texas charges plat fees commensurate with processing
costs.
(3) The Planning Department will be preparing a new subdivision ordinance,
and processing costs under it cannot be estimated at this time. Fees
can be increased later, if necessary.
He recommended that the fees projected in the last council meeting be approved.
He believes that they are reasonable, and would partially offset the cost of
providing this service.
Moved by Alderman Boyd that action be delayed on this item until the next
council meeting on October 9.

Item 5a
A proposed resolution was presented adjusting the sale price of cemetery
lots.
RESOLUTION NO. 1343
RESOLUTION ESTABLISHING SALE PRICE OF CEMETERY LOTS IN RIVERSIDE
CEMETERY AND LAKEVIEW CEMETERY.

SECTION 1. The following prices are hereby established for cemetery lots
sold by the City of Wichita Falls in Riverside Cemetery:

WEEKS PARK GOLF COURSE.

SECTION 1. The following schedule of fees is hereby established for Weeks
Park Golf Course, effective October 1, 1972 :
Green fee - weekday $ 1.75
Green fee - weekday - Jr. and Sr. 1.25
Late fee (after 5 p.m.) - weekday 1.25
Green fee - Saturday, Sunday and holidays 2.50

Alderman Boyd inquired why our fees are below average from other cities
surveyed. It was explained that our costs are not quite as high as some of the
other cities. Alderman Still commented that he had received comments from various
persons, and they do not object to paying these fees as long as we turn the re-
venue back to the golf course, and we do not make any attempt to make any profit.
He was hopeful that our staff can use these revenues to make the needed improve-
ments at the golf course with the revenue in excess of the expenses.

Item 5c
A proposed resolution was presented authorizing the City Manager to execute
an agreement with the Environmental Protection Agency for a grant for extension
of the systems analysis study of the container train method of solid waste collec-
tion and disposal, and to execute a contract for consultant services with Pinnell,
Anderson, and Wilshire for the above project. Ernest Lillard explained that the
City's share of this grant would be in contributions of normal time and work.
Some data processing time would be charged to this grant, also.
i RESOLUTION NO. 1345
WHEREAS, the City of Wichita Falls has concluded a highly successful demonstra-
tion project in cooperation with the Office of Solid Waste Management of the Environ-
mental Protection Agency; and

WHEREAS, it is desired by both the City of Wichita Falls and the Office of
Solid Waste Management that further accomplishments be achieved for the benefit
of the City of Wichita Falls and other municipalities in the United States ; and,
WHEREAS, the Public Works Department has submitted an application at the
request of the Office of Solid Waste Management; and,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF
WICHITA FALLS , TEXAS , THAT:
SECTION 1. Gerald G. Fox, City Manager, is authorized and directed to execute
the necessary documents requested to carry out and complete such project on be-
half of the City; further, any and all documents heretofore signed on behalf of
the City of Wichita Falls by Gerald G. Fox, City Manager, are hereby ratified and
confirmed.
SECTION 2. Gerald G. Fox, City Manager, is authorized to enter into a
contract with Pinnell-Anderson-Wilshire and Associates, consultants for necessary
consultant services as required by the terms and conditions of the project. Ser-
vices to be rendered and fees to be paid shall be in conformity with the provisions
of the grant agreement.
SECTION 3. With regard to this grant, the City shall follow Title VI of the
Civil Rights Act of 1964 as required by provisions of the Offer and Acceptance
Document.

RESOLUTION APPROVING CONTRACTS FOR COLLECTION AND DISPOSAL OF DEAD ANIMALS.
BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS , TEXAS,
THAT:
Those certain contracts, between the City of Wichita Falls and Fred Ray
Mount, the City of Wichita Falls and Wichita County, the City of Wichita Falls
and Burkburnett, and the City of Wichita Falls and Iowa Park, copies of which
contracts are attached hereto, are hereby approved, and the city manager is
authorized to execute the same for the City of Wichita Falls.

Alderman Still inquired how we would collect these charges if they are not
paid in cash at the time of collection. Jerry Dunn stated that they would prob-
ably be billed by the Finance Department. Alderman Still recommended that Mr.
Mount be instructed to make cash collections wherever possible. Paul Yeager
explained that Mr. Mount had been instructed to collect cash whenever possible,
and that billing can be accomplished by the Finance Department or Utility Collec-
tions.

city budget for October 9, 1972, at 10:00 A.M.

TEXAS, THAT:
A public hearing be, and it is hereby, called for Monday, October 9, 1972,
at 10:00 o'clock A.M. in the Council Room in the Memorial Auditorium Building to
consider the adoption of the budget and the appropriations ordinance for the City
of Wichita Falls for the fiscal year beginning October 1, 1972. The City Clerk is
directed to give public notice of the hour, date and place of such public hearing
by placing a notice in at least one newspaper of general circulation in the city
not more than thirty days nor less than ten days before said public hearing.

WHEREAS, heretofore the City of Wichita Falls advertised for competitive bids
for Sanitary Sewer Improvements to Arrowhead Industrial District East, Project
81-168-06; and,
WHEREAS, the City received two (2) bids, and the bid of Crookham and Vessels,
Inc. of Southmayd, Texas , in the amount of Twenty Two Thousand Two Hundred Seventy
Nine Dollars and Fifty Cents ($22,279.50) , is the low and best bid.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF
WICHITA FALLS, TEXAS , THAT:
The bid of Crookham and Vessels , Inc. in the amount of Twenty Two Thousand
Two Hundred Seventy Nine Dollars and Fifty Cents ($22,279.50) is hereby accepted,

Alderman Still mentioned the request of Mr. Rogers about 45 days ago to place
a mobile home behind his service station on the Iowa Park Road to try to discourage
harassment of his premises at night. He inquired when the Council might be re-
ceiving this report regarding police protection in this area. October 23, 1972
was set as the briefing date on this problem.

Alderman Boyd commented on revenue sharing, stating that he does not think
it is a good proposition, but it looks like it is coming, and the least we can
do is give it some thought and try to put it in the best place for the maximum
good. One idea might be to set up a fund along the lines of the state permanent
school fund. Only the revenue from the fund should be used. It could be set
aside, held, and invested, and the revenue used for some purpose. It might re-
quire a charter amendment. He requested the City Attorney to look into it, and
see if it is possible to do it, and if so, then prepare something for the Council
to consider. He stated that it seems to be a five-year program in the beginning.
Mayor Wallander stated that he had been requested to make a statement on
revenue sharing, but that he will not do so until he has concurred with members
of the council regarding it.
