Min 07/08/1969 47 Wichita Falls, Texas Memorial Auditorium Building July 8, 1969 Items 1 $ 2 The Board of Aldermen of the City of Wichita Falls, Texas, met in called session on the above date in the Council Room of the Memorial Auditorium Building at 11:00 o'clock A.M. , with the following members present: Kenneth Hill Mayor Don Wills X Harrison E. Taylor X Larry Lambert X Aldermen Dick Darner X Gerald Fox City Manager If. P. Hodge, Jr. City Attorney Wilma J. Thomas City Clerk Max Kruger Absent Cletus C. Schenk Absent The invocation was given by Alderman Taylor r ` Item 3 J Mayor Hill stated that they had met to consider bids on the City-County Health Center. City Manager Gerald Fox explained that bids were opened on June 20, and that the low bidder was M. A. Vordenbaum in the amount of $790,281.00. The original est- imate had been set at $660,000; therefore, they had to consider some alternates and investigate the possibility of additional funds. It was found that the city can contribute an additional $10,000 from interest earned from investments. The County will also contribute $10,000, and the Federal Government has indicated appr- oval of an additional $20,000 from Hill-Burton funds. He further explained that they are attempting to reduce the overall contract including fixed equipment to $700,000. Don Read, of Pardue, Read, and Dice, explained that in reducing the contract price from $790,281 to $700,000 it was necessary to use some alternates, and nego- tiate further items. The following alternates were recommended for acceptance. No. 1 ($34,400.) - The auditorium was deleted, and the public health nurses' area cut in half in order to provide public meeting assembly space. No. 5 ($1,724.) - Elimination of Xray from one of the dental treatment rooms. No. 6 ($400.) - Flooring changed from seamless to vinyl asbestos. No. 7 ($6,006.) - Elimination of sterilizer in supply equipment. No. 9 ($8,151.) - Changed air conditioning from gas to electrical compressor. Mr. Read stated that under state law negotiable items are limited to five per- cent of the bid. He complimented the contractor in assisting them to bring the bid down within funds in the amount of $700,000. Total amount of the alternates is $50,681.00, and total amount of negotiated items is $39,600.00. He recommended award of the bid. If. P. Hodge, Jr. , City Attorney, pointed out that this resolution does not actually award the bid, but states the intention of the Board of Aldermen to award it after approval by the Surgeon General. ✓ t RESOLUTION NO. 960 WHEREAS, on June 20, 1969 the City of Wichita Falls opened bids for the constr- uction of the Wichita Falls Public Health Center; and WHEREAS, the firm of M. A. Vordenbaum & Sons was the low bidder on this project; and 48 Item 3 cont'd. WHEREAS, the representative of the Hospital Services Division, Texas State Department of Health, has informed the city that contracts for the construction of this project cannot be signed until after Part 4, Application for Project Construction, is signed by the Surgeon General. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS, TEXAS, THAT: It is the intention of this Board of Aldermen to award the contract to the low bidder on this project as soon as Part 4, Application for Project Construction, based on the figures reflected in such low bid and other necessary health center costs is approved by the Surgeon General. Moved by Alderman Wills that Resolution No. 960 be passed. Motion seconded by Alderman Taylor, and carried by the following vote: Ayes: Aldermen Wills, Taylor, Lambert, and Darner Nays: None Jerry Dunn, new Assistant City Manager, was welcomed by the Mayor. Moved by Alderman Darner that the meeting be adjourned. Motion seconded by Alderman Wills, and carried unanimously. The Board of Aldermen adjourned at 11:30 A.M.
