Moved by Alderman Campsey that Ordinance No. 2929 be passed. Motion seconded by Alderman Morrison, and carried by the following vote: Ayes: Aldermen Campsey, Morrison, Prothro, Boyd, and McCullough Nays : None. _ — — — — — — — — 1060 r Item 4a I' A proposed resolution was presented requesting continuation of the City- County Health Center as required by law, and making certain appointments. `RESOLUTION NO. 1602 RESOLUTION CONTINUING CITY-COUNTY HEALTH UNIT FOR TWO YEARS, APPOINTING MEMBER TO BOARD OF HEALTH, AND CONFIRMING COUNTY OF HEALTH. APPOINTMENTS TO BOARD THAT BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS, TEXAS, SECT I. The Wichita Falls City-County Health Unit shall be continued as a city-county health unit under Article 4436a-1 of the Revised Civil Statutes of Texas for the two (2) year period from January 1, 1975 through December 31 , 1976. SECTION 2. Kenneth C. Bebb, M.D. , is hereby appointed a member of the Wichita Falls City-County Board of Health for a term of two (2) years, commenc- ing January 1, 1975. of SECTION 3. The appointments by the Commissioners Court of Wichita County Dr. Roger Humphrey and Mr. C. J. Lippard as members of said Board of Health for two (2) year terms, commencing January 1, 1975, are hereby confirmed. Moved by Alderman Boyd that Resolution No. 1602 be passed. Motion seconded by Alderman Campsey, and carried by the following vote: Ayes : Aldermen Campsey, Morrison, Prothro, and Boyd Nays : None (Alderwoman McCullough abstained) . Item 4b A proposed resolution was presented approving the Urban Transportation Plan 1970-1990. ni a RESOLUTION NO. 1603 A RESOLUTION ADOPTING THE WICHITA FALLS URBAN TRANSPORTATION PLAN 1970-1990. WHEREAS, the Wichita Falls Urban Transportation Plan, 1970 - 1990 has been completed under appropriate Continuing Phase Agreements between the City of Wichita Falls and the Texas Highway Department; and WHEREAS, the Wichita Falls Urban Transportation Plan, 1970 - 1990 is in conformance with the General Plan of the City of Wichita Falls; and WHEREAS, the Wichita Falls Urban Transportation Plan, 1970 - 1990 has been reviewed and approved by the Steering Committee of the Study Organization, the City's Traffic Commission and the City's Planning Board; and WHEREAS, the Board of Aldermen of the City of Wichita Falls has reviewed the Wichita Falls Urban Transportation Plan, 1970 - 1990; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS, TEXAS, THAT: The Wichita Falls Urban Transportation Plan, 1970 - 1990 is hereby officially adopted; and The action by the Steering Committee, Policy Advisory Committee, the Traffic Commission, and the Planning Board is hereby endorsed and commended. Moved by Alderman Boyd that Resolution No. 1603 be passed. Motion seconded by Alderman Campsey, and carried by the following vote: Ayes : Aldermen Campsey, Morrison, Prothro, Boyd, and McCullough Nays : None. 1061 v Item 8b Dr. Arthur Beyer presented a request for permission for the Bicentennial Commission to solicit grants and donations from outside sources. He proposed the following policy. 1. Where the Commission is considered a legal applicant and where no local matching funds are required, the Commission may independently decide to to apply for federal or state grant funds appropriated for Bicentennial Activities. 2. Local fund raising activities may be approved by the Commission, as appropriate for Bicentennial Activities, where no initial comitment of City funds is necessary. 3. Where the Commission is not considered a legal applicant for state or federal grants; where local matching funds are required for state or federal grant programs ; or where a commitment of City funds is necessary to initiate local fund raising activities; prior approval of the City Council will be necessary. 4. In all cases of grant applications or local fund raising activities , the City Council will be kept fully informed and accounting for such funds will be handled through the City's Finance Division. Moved by Alderman Morrison that passage of this policy be approved, with the word "initial" stricken in Number 2. Motion seconded by Alderman Campsey, and carried unanimously. Dr. Beyer expressed hope that the Council would consider some degree of fund- ing for them soon. Item 5a I ; Bids were considered on two compaction bodies and two trucks for the Sanita- tion Department. Ernest Lillard briefed the Council on this bid. Moved by Alderman Morrison that the bid be awarded to Pak-Mor Manufacturing Company, with bodies to be mounted on White trucks , in the amount of $75,126.26. Motion seconded by Alderman Campsey, and carried unanimously. " Item 5b f.1 Bids were considered on a crawler tractor for the Sanitation Department. Moved by Alderman Prothro that the bid be awarded to Darr Equipment Company in the amount of $46,715. Motion seconded by Alderman Boyd, and carried unanimously. r" Item 5c Bids were considered on a motor grader for the Street Department. Moved by Alderman Prothro that the bid be awarded to Darr Equipment Company 7( in the amount of $49,550. Motion seconded by Alderman Boyd, and carried unanimously. } Item 5d Bids were considered on pedestrian signals for Traffic Engineering. Moved by Alderman Campsey that the low bid be awarded to Eagle Signal Company in the amount of $19,650.75. Motion seconded by Alderman Morrison, and carried unanimously. Item 5e Bids were considered on a 3-wheel police vehicle for parking meter enforcement. The low bid for an Otis was submitted by Colonial Motor Company, Dallas, in the amount of $2,794.36. Watson Distributing Company, Dallas, bid a Cushman in the amount of $2,815.75. Since our present fleet consists of Cushman scooters , and it would not be necessary to stock two inventories, and because there is only $21.39 difference between the two units, and a delivery time of 30 days on the Cushman, it was recommended that the bid be awarded to Watson Distributing Company in the amount of $2,815.75. Moved by Alderman Morrison that the bid be awarded as recommended. Motion seconded by Alderwoman McCullough, and carried unanimously. 1062 i Item 5f i . Bids were considered on three dump beds for the Street Department. Moved by Alderman Campsey that the low bid be awarded to Fleet Equipment .� Company in the amount of $5,685.00. Motion seconded by Alderwoman McCullough, and carried unanimously. Item 5g Bids were considered on police and staff cars for various departments. Morgan Dodge Company submitted the low bid, and it was recommended that bids be awarded as follows : Police Units - 7 Monaco Pursuit @ $4,402.40 1" ✓ 3 Coronet Pursuit @ $4,056.90 5 Coronet Detective @ $3,985.90 Staff Cars - 4 Coronets @ $3,877.96 5 Darts @ $3,465.34 Moved by Alderwoman McCullough that bids be awarded to Morgan Dodge as recom- mended. Item 7 Moved by Alderman Prothro that minutes of the meeting of the Traffic Commission held December 10, 1974, be received. Motion seconded by Alderman Boyd, and carried unanimously. ORDINANCE NO. 2930 ORDINANCE REPEALING PARAGRAPH (c) OF SECTION 29-150 OF THE CODE OF ORDINANCES, WHICH RESTRICTS THE PERIOD OF TIME A VEHICLE MAY BE PARKED AT A PARKING METER. Moved by Alderman Morrison that Ordinance No. 2930 be passed. Motion seconded by Alderman Boyd. Alderman Morrison stated that the repeal of this ordinance is not to be taken as a reflection as to whether it is an appropriate traffic control devise, but that we do not want to have an ordinance on the books which is not enforced. Alderman Campsey stated that he is not in favor of eliminating this ordinance at the present time, but let the Traffic Commission discuss it at the next meeting. He moved a substitute motion that no action be taken until such time as the Traffic Commission has acted upon it. He pointed out that he is not opposed to the repeal, but to the timing of it. No second was received. The motion for passage of Ordinance No. 2930 was carried by the following vote: Ayes : Aldermen Morrison, Prothro, Boyd, and McCullough Nays : Alderman Campsey. J� I 1064 ' Item 8a Ronnie Wood, Director of Finance , requested approval of budget revision for enterprise funds (copies attached) . He explained that those purchase orders were not completed in the fiscal year, and should be approved as a budget revision in this year's budget. Moved by Alderman Boyd that this budget revision request be approved. Motion seconded by Alderman Campsey, and carried unanimously. r Item 8c Ed Ilschner submitted a report to the Council regarding action of the Traffic ✓ Commission on parking meter practices on Ohio Street. Moved by Alderman Morrison that this report be received. Motion seconded by Alderwoman McCullough, and carried unanimously. Alderman Boyd read a letter from Terry Wright and Cristy Clifton, students at Zundy Junior High, along with a list of suggestions to the City Council. He com- mended these students for the quality of their suggestions. .i Alderman Morrison requested a report from Steve Ondrejas on information obtained regarding garage sales. Moved by Alderwoman McCullough that the meeting be adjourned. Motion seconded by Alderman Prothro, and carried unanimously. The Board of Aldermen adjourned at 9:50 A.M.
