Item 1
The Board of Aldermen of the City of Wichita Falls, Texas, met in regular
session on the above date in the Council Room of the Memorial Auditorium Building
at 10:00 o'clock A.M. , with the following members present:

The meeting was called to order by the Mayor.
Item 2
Moved by Alderman Prothro that minutes of the meeting held October 8, 1974,
be approved.
Motion seconded by Alderman Campsey, and carried unanimously.
Item 3
The public hearing was opened on annexation of Tracts I and II.
Mr. Bob Ringle, Washex Machinery Corporation, stated that they were not pre-
viously aware of any non-annexation clause in the law, and stated that he feels
they should be afforded some type of tax relief as is now proposed for PPG. He
mentioned several contributions made to the community. City Manager Gerald Fox
explained that Allis Chalmers and Fan Coach were annexed last year based upon the
same policy which we have previously had - that is , they were annexed a year after
production had begun. Alderman Morrison stated that he has given this some thought,
and in his personal opinion, the distance of PPG from town makes the difference. Mr.
Ringle stated that they feel that annexation has occurred very soon. The mayor
stated that they did have an understanding that annexation would occur one year
after they began production.
Herb Appel stated that he is not in a position to present an official position
of BCI, but that in 1970 they began to differentiate between general and industrial
annexation. In 1972 the City Council adopted a policy of annexing industrial
properties during the year of production, but which would not be effective until
the yext year. He explained that he concurred in the high cost of relocating a
business , and that Washex had encountered several problems in getting started in
operations. He commended the Council in taking this attitude toward annexation
procedures.
The public hearing was closed.

A proposed ordinance was presented regulating certain turns on streets, roads,
and alleys in the City of Wichita Falls.

Item 4b
A proposed ordinance was presented establishing prima facie maximum speed
limits on certain streets. Street intersections are being used to designate speed
/ zone limits , as much as possible.
ORDINANCE NO. 2914
AN ORDINANCE AMENDING SEC. 29-91 OF THE CITY CODE OF ORDINANCES OF THE CITY
OF WICHITA FALLS, TEXAS , ESTABLISHING PRIMA FACIE MAXIMUM SPEED LIMITS ON
CERTAIN STREETS WITHIN THE CORPORATE LIMITS OF THE CITY OF WICHITA FALLS,
TEXAS, AND DECLARING AN EMERGENCY.
Moved by Alderman Campsey that Ordinance No. 2914 be passed.

Item 4c
Request for a rate increase from Cowden Cab Company was presented. A motion
was made by Alderman Campsey and seconded by Alderman Taylor for passage of the
ordinance, which would also eliminate the payment of one percent of the gross re-
ceipts. A substitute motion was made by Alderwoman McCullough.

AN ORDINANCE AMENDING SECTION IV OF ORDINANCE NO. 1631, AS AMENDED, INCREAS-
ING THE RATE OF FARE TO BE CHARGED BY TAXICABS.
Moved by Alderwoman McCullough that Ordinance No. 2915 be passed, which would
delete the section pertaining to elimination of gross receipts.
Motion seconded by Alderman Boyd, and carried by the following vote:

Alderman Boyd requested that an investigation be made into the possibility
of charging interest on alley paving payments.

,t A proposed ordinance was presented reducing the number of positions in the
civil service classification of fire communications operator. Alderman Morrison
inquired if the position has already been filled by a non-civil service employee,
and Paul Yeager stated that it has been. Alderman Morrison stated that he feels
the Council should decide these issues before the position is filled, rather than
deleting the position after it is filled. The City Manager stated that this posi-
tion is not a fire fighting position, and can be handled at a lesser cost to the
City by a non-civil service classification. Alderman Boyd agreed with Alderman
Morrison with regard to taking action after the fact. Alderwoman McCullough also
agreed, and requested that this type of thing not be permitted to happen again.
She stated that she would prefer to see it being handled in another way.

ORDINANCE AMENDING SECTION 15-127 OF THE CODE OF ORDINANCES OF THE CITY
OF WICHITA FALLS BY REDUCING THE NUMBER OF POSITIONS IN THE CLASSIFICATION

RESOLUTION DESIGNATING BACON SWITCH ADDITION, BLOCK 1, AN ADDITION TO
WICHITA COUNTY, AS AN INDUSTRIAL DISTRICT, AND APPROVING A CONTRACT WITH
PPG, INC. GUARANTEEING ITS IMMUNITY FROM ANNEXATION FOR A PERIOD OF SEVEN
(7) YEARS.
BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS , TEXAS
THAT:
SECTION 1. Bacon Switch Addition, Block 1, an addition to Wichita County,
Texas, a plat of which is recorded in Volume 21, Page 49 of the plat records of
Wichita County, Texas, being a part of the area located in the extraterritorial
jurisdiction of the City of Wichita Falls, is hereby designated as an industrial
district in accordance with the provisions of Section 5 of the Municipal Annexa-
tion Act, Article 970a of the Revised Civil Statutes of Texas.
SECTION 2. That certain contract, a copy of which is attached hereto, be-
tween the City of Wichita Falls and PPG Industries, Inc. , whereby the City guaran-
tees the continuation of the extraterritorial status of the said Bacon Switch
Addition, Block 1 and its immunity from annexation by City for a period of seven
(7) years from January lst, 1975, is hereby approved, and the City Manager is
authorized to execute the same for the City of Wichita Falls.

BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS, TEXAS,
THAT:
The provisions of Minute Order Numbers 69329, 69330, 69331 and 69332 passed
by the Texas Highway Commission on October 1, 1974, copies of which are attached
hereto, and are made a part thereof, providing for signalization improvements at
the intersections of Fairway Boulevard and Kell Boulevard, Kemp Boulevard and
Maplewood Avenue, Midwestern Parkway and Hampstead Lane, Kell Boulevard and
Brook Avenue, Kell Boulevard and Harrison Street and Kell Boulevard at Taft Boule-
vard, the terms of which are acceptable to the City of Wichita Falls . It is here-
by ordered that the City of Wichita Falls cooperate with the Texas Highway Depart-
ment and fulfill its obligation so stipulated in said Minute Orders as being the
responsibilities of the City.

BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS, TEXAS,
THAT:
The provisions of Minute Order No. 69333 passed by the Texas Highway Commission
on October 1, 1974, a copy of which is attached hereto, and is made a part thereof,
providing for assistance in the widening and resurfacing of the existing roadway
on Virginia Street (Loop 473) from 30th Street to U.S. 287, the terms of which are
acceptable to the City of Wichita Falls. It is hereby ordered that the City of
Wichita Falls cooperate with the Texas Highway Department and fulfill its obliga-
tion so stipulated in said Minute Order as being the responsibilities of the City.
BE IT FURTHER RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS,
TEXAS, THAT :
The City of Wichita Falls desires the State Highway Department to include
the City's portion of the work in the State's construction contract, and the City

providing for assistance in the reconstruction and modernization of the existing
roadway on Midwestern Parkway from McNeil Avenue to Maplewood Avenue, and moderniza-
tion of the traffic signals at the intersection of Midwestern Parkway and Kemp
Boulevard are acceptable to the City of Wichita Falls. It is hereby ordered that
the City of Wichita Falls cooperate with the Texas Highway Department and fulfill
its obligation so stipulated in said Minute Order as being the responsibilities of
the City.

Moved by Alderman Boyd that J. B. Jarratt and W. B. Featherston be reappointed
to the Wichita City-County Hospital Board, for terms to expire on April 1, 1976.

Moved by Alderman Prothro that action be postponed on appointment of a citizens
committee on MIS evaluation and review.

Item 8a

' City Attorney H. P. Hodge, Jr. reported on the proposed abolition of the civil
service classification of "policewoman". He explained that the judgment in dis-
trict court stated that compliance with that decree would be in compliance with
the Civil Rights Act. He recommended that the decision be referred to Judge Hill.
If he approved this change of wording, then the Council could adopt the proper
ordinance.
Moved by Alderwoman McCullough that the City Attorney be allowed to proceed
in the manner he indicated.
Motion seconded by Alderman Morrison, and carried unanimously.

/ Item 8b
Alderman Prothro mentioned the termination of the Barwise bus route, stating
that he feels the Council should look back into this matter. He requested that
the City Manager prepare an estimate of costs of re-establishing this route on a
limited basis - perhaps two busses at the time of going to work and two at the
time of going home from work. The City Manager stated that he would also prepare
costs of an extension of existing routes to serve this area.
Item 8c
Alderwoman McCullough inquired into the type of ammunition used by the Police
Department. C. C. Daniel, Police Chief, explained that they use a minimum for 38
weapons. There is no regulation on size except minimum. Police officers furnish
their own guns and ammunition, and pay for it themselves.

Alderman Campsey mentioned the possibility of trying to combine the services
of water meter, gas , and electric company meter readers. City Manager Gerald Fox
stated that he would have a report to the Council within 30 days.

Alderman Morrison mentioned a general aviation agreement study. The City
/ Manager stated that a report will be brought to the Aviation Advisory Board, then
the Council.
Item 8f
.,j Alderman Morrison noted that the Council would have a work session on November 6
fi on the budget for federal revenue sharing funds. It was the consensus of the Coun-
cil to hold a public hearing at the regular meeting on November 5 on the expenditure
of revenue sharing funds, only on those projects which have not previously been
addressed.
Item 8g
Alderman Boyd commented on certain letters to the editor which contain incorrect
information.
Karen Jackson suggested that the bus system should be advertised more, especially
on scheduling of routes. She also suggested free bus service for senior citizens.
Alderman Prothro inquired into the status of the Council 's request of the
Commissioners ' Court for fire fighting assistance. The City Manager stated that he
would follow through on it.

from 30th Street to U. S. Highway 287, a distance of approximately 0.6 mile; and
WHEREAS, Virginia Street is included in the Urban System; and
WHEPMAS, it is the desire of the Texas Highway Department to assist the City of
Wichita Falls in such worts;
