The Board of Aldermen of the City of Wichita Falls, Texas, met in called
session on the above date in the Council Room of the Memorial Auditorium Building
at 10:00 o'clock A.M. , with the following members present:

The meeting was called to order by the Mayor.
Mayor Kruger announced that the meeting had been called to discuss
the Bi-Centennial Center, but that first he had a proclamation setting the week
of June 23 through June 29 as burglary prevention week. He read and presented
the proclamation to Police Sergeants Rinehart, Culver, and Mathis.
The Mayor presented two proposals concerning the bi-centennial center. One
would permit the citizens to vote for or against the center, and the second would
permit them to vote for or against, and also to select the site.
I City Manager Gerald Fox explained that an appropriation ordinance would be
voted upon for $3 million for construction of a bi-centennial center. The second
proposal would allow the citizens to vote for or against the issue, as well as the
site. Should both issues pass, then the site selected would be the one receiving
the most affirmative votes. The Council could also, at its discretion, request
the City Clerk to prepare a separate ballot to allow citizens to chose a site.
This would be more or less a straw vote measure, and the Council could use its
discretion in determining the site.
Alderman Morrison stated that he still feels that the proper resolution is
one which specifies the site, and ask the voters to vote on whether they want the
site. If this did not prevail, he would prefer the resolution calling the election
and selecting the site, rather than the straw vote.
The City Manager mentioned that the election date is proposed for August 13,
with 22 polling places. Alderman Morrison pointed out that many people are taking
summer vacations in August.

Alderman Morrison suggested that the City Manager employ appraisers for the
purpose of securing an estimate of the cost of land acquisitions in each location
sometime prior to the time this election is held. He suggested that the City
employ Killibrew and Associates on a reasonable fee basis, independently and in
addition to the contract we presently have with them, to prepare other detailed
information on the facility to have available prior to the election. He believes
the election should be in September.
Alderman Prothro stated that he believes the site should be voted upon by
the Council. If it is not the desire of the Council to vote on it, then he believes
the second resolution would be better in allowing the citizens to select the site.
He is in agreement with Alderman Morrison's suggestion if the information can be
prepared by August 13 by Mr. Killibrew; if not, then he would be in agreement
to have the election in September.

SECTION 6. In accordance with Section 55 of the charter of the City of
Wichita Falls, if both ordinances are approved in the election, the one receiving
the highest affirmative vote shall prevail, and the other shall be void.

ORDINANCE NO.
AN ORDINANCE MAKING AN APPROPRIATION FROM THE REVENUE SHARING TRUST
FUND FOR THE CONSTRUCTION OF A BICENTENNIAL MEMORIAL CENTER AT THE
AUDITORIUM SITE.
BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS,
TEXAS, THAT:
SECTION 1. There is hereby appropriated out of the Revenue Sharing Trust
Fund the sum of $3,000,000 for the construction of a Bicentennial Memorial Center.
SECTION 2. Such Bicentennial Memorial Center shall be constructed at the
Auditorium site, which is a four square block site containing approximately
580,000 square feet or 13 acres, bounded by 6th and 8th Streets and Bluff and
Austin Streets.

AN ORDINANCE MAKING AN APPROPRIATION FROM THE REVENUE SHARING TRUST
FUND FOR THE CONSTRUCTION OF A BICENTENNIAL MEMORIAL CENTER AT THE
OHIO STREET SITE.
BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS ,
TEXAS , THAT:
SECTION 1. There is hereby appropriated out of the Revenue Sharing Trust
Fund the sum of $3,000,000 for the construction of a Bicentennial Memorial Center.
SECTION 2. Such Bicentennial Memorial Center shall be constructed at the
Ohio Street site, which is a four square block site containing approximately
600,000 square feet or 13.5 acres , and is bounded by Seventh and Ninth Streets
and the Fort Worth and Denver and Katy railroad tracks and Indiana Street.
Moved by Alderman Campsey that Resolution No. 1551 be passed, setting the
election on August 13, 1974.

Motion seconded by Alderwoman McCullough, and carried by the following vote:

Nays : Alderman Taylor.
Moved by Alderman Campsey that the meeting be adjourned.
Motion seconded by Alderman Morrison, and carried unanimously.
The Board of Aldermen adjourned at 11 :25 A.M.
