The Board of Aldermen of the City of Wichita Falls, Texas, met in called
session on the above date in the Council Room of the Memorial Auditorium Building
at 8:30 o'clock A.M. , with the following members present.

The invocation was given by Alderman Smith.

Moved by Alderman Adcock that minutes of the meeting held February 5, 1980,
be approved.
Motion seconded by Alderman Russell , and carried unanimously.

j A proposed ordinance was presented extending the state of emergency.
ORDINANCE NO. 3611
ORDINANCE EXTENDING STATE OF DISASTER EMERGENCY FOR SEVEN DAYS.
Moved by Alderman Traywick that Ordinance No. 3611 be passed.
Motion seconded by Alderman Adcock, and carried by the following vote.
Ayes : Mayor Hill , Aldermen Traywick, Russell , Smith, and Adcock
Nays : None

A proposed resolution was presented assessing property at 100 percent of
f market value in 1980.
I' The City Manager explained that in 1979 the legislature mandated that this
j change be made beginning in 1981 . The Tax Department believes that for better
coordination and ease of assessing and appraising, it would be in the best interest
of the city to move into 100 percent valuation this year instead of next year. The
tax rate will be adjusted downward, and the market value will be the taxable value.
Homestead exemptions for senior citizens will be increased to $10,000. This item
will be on the agenda at the next council meeting.
Tom Barfield, 1812 Rose Street, appeared as President of the Association
of Retired Persons in Wichita Falls. He requested the $10,000 exemption for
retired persons because their income is fixed.

%RESOLUTION NO. 2457
RESOLUTION INCREASING THE RATIO OF ASSESSED VALUES TO ACTUAL VALUES
FOR AD VALOREM TAX PURPOSES.
BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS, TEXAS,
THAT:
Effective January 1 , 1980, the Assessor and Collector of taxes for the City
of Wichita Falls shall assess all real and personal property for taxation at 100
percent of the actual cash market value of such property.
It is not the intention of this Council to increase individual ad valorem
taxes , directly or indirectly, by this change in the percentage of assessed values
to actual values .
Moved by Alderman Traywick that Resolution No. 2457 be passed.
Motion seconded by Alderman Smith, and carried by the following vote.
Ayes : Mayor Hill , Aldermen Traywick, Russell , Smith, and Adcock
Nays: None
Alderman Smith noted that this will not be an increase in taxes. It is a
bookkeeping procedure. The tax rate will be lowered to compensate for the
increase in valuation.
The Board of Aldermen adjourned at 8:45 A.M.
