Min 01/29/1980 405 Wichita Falls, Texas Memorial Auditorium Building January 29, 1980 Items 1 & 2 i The Board of Aldermen of the City of Wichita Falls, Texas, met in called session on the above date in the Council Room of the Memorial Auditorium Building at 8:30 o 'clock A.M. , with the following members present. Kenneth Hill Mayor Marvin Traywick John Hampton, Jr. Carol Russell Aldermen Curtis Smith Jim Thomas Gerald Fox City Manager H. P. Hodge, Jr. City Attorney Gerald Carlson Chief Accounting Officer Wilma J. Thomas City Clerk Raymond Adcock Absent f The invocation was given by Alderman Hampton. Item 3 Moved by Alderman Smith that minutes of the meeting held January 22, 1980, be approved. Motion seconded by Alderman Russell , and carried unanimously. ,(/'Item 4a A proposed ordinance was presented extending the state of emergency. /ORDINANCE NO. 3600 ORDINANCE EXTENDING STATE OF DISASTER EMERGENCY FOR SEVEN DAYS. Ayes: Mayor Hill , Aldermen Traywick, Hampton, Russell , Smith, and Thomas Nays: None tem 5a — Discussion was held on response to Civil Aviation Board on Texas International Airlines notice of intention to suspend service to Wichita Falls. City Manager Gerald Fox stated that they are requesting that their air service remain at an acceptable level . The submission of the Essential Air Service Survey to the Civil Aeronautics Board by the City and Board of Aldermen on July 10, 1979, has not been acted upon. They are requesting that a ruling be made on this submission prior to the time when Texas International proposes to suspend its service on April 15, 1980. Moved by Alderman Hampton that the City Manager be authorized to sign this Answer of Wichita Falls Parties in the matter of the Notice of Intent of Texas International Airlines to suspend service at Wichita Falls. Motion seconded by Alderman Russell , and carried unanimously. t 'Item 5b A request was presented to authorize the purchase of San Jacinto School property for Midtown Manor project. The property would be purchased by the City and donated to Midtown Manor. , I 406 Item 5b, cont'd. Mayor Hill asked if the bids come in higher than the estimated cost, will HUD provide the other funds, or would we have to scale down the project? The City Manager stated that it would have to be scaled down. The quality of construction would have to be cut back. He feels, however, that this amount of money will be sufficient to cover the project because esclation has been built into it. Alderman Thomas noted that this building is an expense to the school district, rather than an asset. It seems that it should be of some benefit to the school because it is excess property for them. If this is a worthwhile community effort for the citizens, perhaps the school should not be paid 100 percent value by some other community support group? The City Manager explained that Midtown Manor will accept all responsibilities for payment, etc. The City will not be involved in this. We only purchase the property and donate it. Moved by Alderman Thomas that the City Manager be authorized to purchase the property from the Wichita Falls Independent School System. Motion seconded by Alderman Russell , and carried unanimously. Alderman Smith noted that he is pleased that the voters accepted the bond issue, but he is concerned about the attitude of some of them. If a project is not in their area they will not vote for it. Mayor Hill asked Ernest Lillard to find out whose responsibility it is to maintain a strip of land from weed growth between a fence that Midwestern State University is building and the aqueduct along McGrath Creek. Alderman Thomas inquired if we have a program to clean out the debris in the culverts so that more flooding will not occur? Mr. Lillard stated that they do. Alderman Traywick stated that apartment owners have contacted him concerning U` the placement of fire extinguishers. If they place them where they are supposed to, then they disappear. He would like to work with these people on some type of solution. The Board of Aldermen went into executive session to discuss legal action. The Board of Aldermen adjourned at 9:18 A.M.
