The Board of Aldermen of the City of Wichita Falls , Texas, met in called
session on the above date in the Council Room of the Memorial Auditorium Building
at 8:30 o'clock A.M. , with the following members present.
Kenneth Hill Mayor
Marvin Traywick
John Hampton, Jr.
Carol Russell Aldermen
Curtis Smith
Jim Thomas
Raymond Adcock
Gerald Fox City Manager
H. P. Hodge, Jr. City Attorney
Gerald Carlson Chief Accounting Officer
Wilma J. Thomas City Clerk
The invocation was given by Alderman Thomas.
Item 3
Moved by Alderman Thomas that minutes of the meeting held January 2, 1980,
be approved.
Motion seconded by Alderman Smith, and carried unanimously.
Item 4a
A proposed ordinance was presented extending the state of emergency.
ORDINANCE NO. 3593
ORDINANCE EXTENDING STATE OF DISASTER EMERGENCY FOR SEVEN DAYS.
Moved by Alderman Adcock that Ordinance No. 3593 be passed.
Motion seconded by Alderman Traywick, and carried by the following vote.
Ayes : Mayor Hill , Aldermen Traywick, Hampton, Russell , Smith, Thomas, and
Adcock
Nays: None
Item 5a
A proposed resolution was presented awarding the bid for construction of
Jacksboro-Jasper Street sewer lines. Only one bid was received.
RESOLUTION NO. 2451
RESOLUTION AWARDING CONTRACT TO BOWLES CONSTRUCTION COMPANY FOR
CONSTRUCTION OF SANITARY SEWER LINES IN THE VICINITY OF JACKSBORO
HIGHWAY AND JASPER STREET.
WHEREAS, the City of Wichita Falls has advertised for bids for the construction
of Sanitary Sewer Lines in the vicinity of Jacksboro Highway and Jasper Street in
the City of Wichita Falls , and,
WHEREAS, one bid was received, and it is found that Bowles Construction Company
of Wichita Falls whose bid of $46,768.40 is the lowest responsible bidder, and
that such bid is fair and reasonable.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA

FALLS, TEXAS, THAT:
Said bid of Bowles Construction Company in the amount of $46,768.40 is hereby
accepted and the City Manager is authorized to execute for the City of Wichita
Falls a contract with Bowles Construction Company for the construction of such
facilities.
Moved by Alderman Thomas that Resolution No. 2451 be passed.
Motion seconded by Alderman Hampton, and carried by the following vote.
Ayes : Mayor Hill , Aldermen Traywick, Hampton, Russell , Smith, Thomas , and
Adcock

Item 6a
Alderman Thomas inquired if we had heard anything from Mr. Udris? The City
"Manager stated that he will be here tomorrow to review the application submitted,
but that he has no authority to approve it. (Housing funds for tornado victims)
Alderman Thomas mentioned a letter from Roy Parish regarding the City's work
on the old Haven Park property. The City Attorney noted that some landowners on
Dodge Street have sued both the City and Mr. Parish for flooding their property.
Ernest Lillard stated that we have not yet done everything we originally agreed to
do because the machine has been in the shop for four months waiting on a part.
We still intend to do it when we get the machine back in operation.
Mayor Hill stated that he had received a call from Mr. Rice at 2217 Jasper
because of no water for several days. Joe Smith, Director of Public Utilities,
will look into it.
The Board of Aldermen adjourned at 8:46 A.M.
