The Board of Aldermen of the City of Wichita Falls, Texas, met in called
session on the above date in the Council Room of the Memorial Auditorium Building
j at 8:30 o'clock A.M. , with the following members present.

Moved by Alderman Thomas that minutes of the meeting held October 16, 1979,
I be approved.

Motion seconded by Alderman Russell , and carried unanimously.
V Item 4a
A proposed ordinance was presented extending the state of emergency. City
Attorney H. P. Hodge noted corrections of the dates and previous ordinance number
in the proposed copy.
VORDINANCE NO. 3555
ORDINANCE EXTENDING STATE OF DISASTER EMERGENCY FOR SEVEN DAYS.
Moved by Alderman Adcock that Ordinance No. 3555 be passed, with the changes
as noted by the City Attorney.
Motion seconded by Alderman Traywick, and carried by the following vote.
Ayes : Mayor Hill , Aldermen Traywick, Hampton, Russell , Thomas, and Adcock
Nays : None
Item 5a
A proposed resolution was presented authorizing the City Manager to execute
an architectural services contract for the Senior Citizens Center kitchen expansion.
✓ RESOLUTION NO. 2420
A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT
WITH ROBERT PARDUE AND ASSOCIATES - ARCHITECTS, FOR DESIGN OF THE
ADDITION TO THE SENIOR CITIZENS CENTER, 1008 BURNETT.
WHEREAS, the need has been established for an expansion of the Senior Citizens
Center, 1008 Burnett; and,

WHEREAS, the Board of Aldermen approved the expenditure of $27,000 from the
1979-80 Community Development Block Grant for the design and the construction of
the extension to the Senior Citizens Center; and,

WHEREAS, Robert Pardue and Associates - Architects has been selected for this
project because of the quality of their work and that they designed the plans for
other construction to this Senior Citizens Center; and,
WHEREAS, the architect will be compensated for his services at the rate of
7% of the construction cost, total cost of architect fee and construction not to
exceed $27,000.00.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF
WICHITA FALLS, TEXAS, THAT:
Gerald G. Fox, City Manager, is authorized to enter into contract with Robert
Pardue and Associates - Architects for the design of the expansion to the Senior
Citizens Center, 1008 Burnett.
Moved by Alderman Russell that Resolution No. 2420 be passed.
Motion seconded by Alderman Traywick, and carried by the following vote.
Ayes: Mayor Hill , Aldermen Traywick, Russell , and Adcock

f Item 6a
A proposed resolution was presented awarding the bid for construction of two
fire stations.
v RESOLUTION NO. 2421
RESOLUTION AWARDING CONTRACT FOR CONSTRUCTION OF JOHNSON ROAD AND
MILLER ROAD FIRE STATIONS TO REID-ROSS CO.
WHEREAS, the City of Wichita Falls has advertised for bids for the construction
of Johnson Road and Miller Road Fire Stations; and,
WHEREAS, five bids were received, and the bid of Reid-Ross Co. in the amount
of $380,000 was the lowest responsible bid.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA
FALLS, TEXAS, THAT:
Such bid of Reid-Ross Co. is hereby accepted, and the City Manager is authorized
to enter into a contract with Reid-Ross Co. for the construction of the Johnson
Road and Miller Road fire stations.
Moved by Alderman Thomas that Resolution No. 2421 be passed.
Motion seconded by Alderman Traywick.
Alderman Hampton inquired concerning the restrooms mentioned in Mr. Harper's
letter. Charles Harper, architect for the fire stations, stated that restroom
requirements have been waived, but that they will be required to put in a concrete
ramp at the rear entrance for a handicap area in case it may be used for an election
sometime. There will also be a parking area for the firemen.
The motion was carried by the following vote.
Ayes: Mayor Hill , Aldermen Traywick, Hampton, Russell , Thomas, and Adcock
Nays : None
Item 7a
Permission was requested to advertise for bids for park maintenance building
reconstruction at Kiwanis Park.
Moved by Alderman Hampton that authority be granted to advertise for bids ,
as requested.

Motion seconded by Alderman Adcock, and carried unanimously.
✓ Alderman Hampton recognized and welcomed Robert Scott, a government student
at Notre Dame High School .
Item 8a
The Board of Aldermen recessed at 8:45 A.M. to go into executive session to
discuss board appointments. Alderman Traywick inquired if all alternates to the
Zoning Commission had been contacted? He knew of one who had not been yesterday.
The Council reconvened at 9:05 A.M.
Moved by Alderman Thomas that Erton Tate and Pete Martinez be appointed to
the Zoning Commission. If Mr. Tate cannot serve (he has not yet been contacted) ,
then Pete Martinez and Louis Bloodworth, Sr. will be the new appointees. Also,
the temporary chairman will be Andy Carron.
Motion seconded by Alderman Traywick, and carried unanimously.
The Board of Aldermen adjourned at 9:10 A.M.
