Min 10/09/1979 315 Wichita Falls, Texas Memorial Auditorium Building October 9, 1979 Items 1 & 2 The Board of Aldermen of the City of Wichita Falls, Texas, met in called session on the above date in the Council Room of the Memorial Auditorium Building at 8:30 o'clock A.M. , with the following members present. Thomas City Clerk John Hampton, Jr. Absent Jim Thomas Absent The invocation was given by Alderman Adcock. Item 3 — — — — — — — — — Moved by Alderman Adcock that minutes of the meeting held October 2, 1979, be approved. Motion seconded by Alderman Traywick, and carried unanimously. Moved by Alderman Traywick that minutes of the meeting held October 4, 1979, be approved. Motion seconded by Alderman Russell , and carried unanimously. ✓Item 4a A proposed ordinance was presented extending the state of emergency. ,,ORDINANCE NO. 3549 ORDINANCE EXTENDING STATE OF DISASTER EMERGENCY FOR SEVEN DAYS. Moved by Alderman Smith that Ordinance No. 3549 be passed. Motion seconded by Alderman Russell , and carried by the following vote. Ayes: Mayor Hill , Aldermen Traywick, Russell , Smith, and Adcock Nays: None VItem 4b Discussion was held on an ordinance establishing the tax rate for the 1979-80 fiscal year. The City Manager explained that the 1979-80 budget was adopted two weeks ago, which projected a tax rate of $1 .00 per $100.00 of assessed valuation. This will cover the operating budget, as well as current debt service. Another option would establish a tax rate of $1 .02, and still another at $1 .03. Both of these options are presented in anticipation of a capital improvements bond program being approved, at least in part, by the electorate. These options are presented in an effort to keep the debt service requirement at a constant figure instead of coming back next year and asking for an increase. Monies left in debt service would accrue to the taxpayers, and would have to stay in that fund. With either of these options, however, we are projecting something that has not yet been approved. 316 Item 4b, cont'd. Alderman Traywick stated that this is an unusual year to begin with, and that we should probably employ the lowest rate which we can, by staying within the confines of the $1 .00 rate. With either of the other proposals we would also be assuming something which has not yet occured. The remainder of the Council members agreed with him. ORDINANCE NO. 3550 AN ORDINANCE LEVYING, ASSESSING AND FIXING THE TAX RATE FOR THE USE AND SUPPORT OF THE MUNICIPAL GOVERNMENT OF THE CITY OF WICHITA FALLS, TEXAS, AND PROVIDING FOR THE INTEREST AND SINKING FUND FOR THE FISCAL YEAR 1979-80 AND APPORTIONING EACH LEVY FOR THE SPECIFIC PURPOSE AND PROVIDING FOR THE ASSESSMENT OF ALL ANNUAL OCCUPATION TAXES PROVIDED BY LAW, AND DECLARING AN EMERGENCY. Moved by Alderman Traywick that Ordinance No. 3550 be passed, setting the tax rate at $1 .00 per $100.00 assessed valuation. Motion seconded by Alderman Smith, and carried by the following vote. Ayes: Mayor Hill , Aldermen Traywick, Russell , Smith, and Adcock Nays: None Item 5a A proposed resolution was presented awarding the bid for water main extensions under 1977-78 and 1978-79 Community Development Program. Joe Smith, Director of Public Utilities stated that these improvements are in the area of Avenues F and G from Railroad Avenue to Giddings, and to Grant Street. Fillmore and Taylor Streets were eliminated because of a lack of funding. %RESOLUTION NO. 2409 RESOLUTION AWARDING CONTRACT TO OPEX, INC. FOR CONSTRUCTION OF WATER DISTRIBUTION MAINS UNDER THE 1977-78 AND 1978-79 COMMUNITY DEVELOPMENT PROGRAM. WHEREAS, the City of Wichita Falls has advertised for bids for the construction of Water Distribution Mains on Ave. F and Ave. G in the City of Wichita Falls; and, WHEREAS, two bids were received, and it is found that Opex, Inc. , of Olney, Texas, who bid $276,506.00, is the lowest responsible bidder. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS, TEXAS, THAT: Said bid of Opex, Inc. in the amount of $276,506.00 is hereby accepted and the City Manager is authorized to execute for the City of Wichita Falls a contract with Opex, Inc. for the construction of such facilities. Moved by Alderman Smith that Resolution No. 2409 be passed. Motion seconded by Alderman Adcock, and carried by the following vote.
