Min 08/21/1979 266 Wichita Falls, Texas Memorial Auditorium Building August 21 , 1979 I Items 1 & 2 The Board of Aldermen of the City of Wichita Falls, Texas, met in called session on the above date in the Council Room of the Memorial Auditorium Building at 8:30 o'clock A.M. , with the following members present. Kenneth Hill Mayor Marvin Traywick John Hampton, Jr. Carol Russell Q Aldermen Jim Thomas Raymond Adcock Robert Haley Assistant City Manager H. P. Hodge, Jr. City Attorney Gerald Carlson Chief Accounting Officer Wilma J. Thomas City Clerk Curtis Smith Absent The invocation was given by Alderman Thomas. Item 3 Moved by Alderman Adcock that minutes of the meeting held August 14, 1979, be received. Motion seconded by Alderman Russell , and carried unanimously. Item 4a A proposed ordinance was presented appropriating $35,000 from the Auditorium- Activities Center fund for loth Street improvements. ✓ORDINANCE NO. 3523 AN ORDINANCE MAKING AN APPROPRIATION FROM THE AUDITORIUM/ACTIVITIES CENTER FUND TO ACCOUNT NUMBERS LISTED BELOW, AND DECLARING AN EMERGENCY. Moved by Alderman Hampton that Ordinance No. 3523 be passed. Motion seconded by Alderman Russell , and carried by the following vote. Ayes: Mayor Hill , Aldermen Traywick, Hampton, Russell , Thomas, and Adcock Nays: None Item 5a A proposed ordinance was presented extending the state of emergency. ✓ORDINANCE NO. 3524 ORDINANCE EXTENDING STATE OF DISASTER EMERGENCY FOR SEVEN DAYS, AND EXTENDING CONTROL OF RENT. Moved by Alderman Thomas that Ordinance No. 3524 be passed. Motion seconded by Alderman Adcock, and carried by the following vote. Ayes: Mayor Hill , Aldermen Traywick, Hampton, Russell , Thomas, and Adcock Nays : None 267 \/Item 5b A request was made by the Wichita County Heritage Society to locate a wooden building in the fire zone. They desire to place the old Burkburnett Railroad Depot Building on property owned by the Fort Worth and Denver Railroad Company south of the Farmers ' Market. " ORDINANCE NO. 3525 ORDINANCE WAIVING REQUIREMENTS OF CHAPTER III (FIRE DISTRICT) OF THE BUILDING CODE WITH REGARD TO THE OLD BURKBURNETT RAILROAD DEPOT BUILDING. Moved by Alderman Russell that Ordinance No. 3525 be passed. Motion seconded by Alderman Traywick. Some discussion was held on precedent setting. It was agreed by the Council that this is an unusual situation, and that a waiver would be justified. It was suggested, however, that in the future, the Heritage Society should investigate any waiver type situation prior to purchase or acceptance of any other property. The motion was carried by the following vote. Ayes: Mayor Hill , Aldermen Traywick, Hampton, Russell , Thomas, and Adcock Nays: None Item 6a Permission was requested to advertise for demolition of building at 908 Ohio Street. This work must be done in order to provide for additional parking for the Farmers ' Market. Moved by Alderman Adcock that authority be granted to advertise for bids, as requested. Motion seconded by Alderman Russell , and carried unanimously. ,/Item 6b Permission was requested to advertise for bids for demolition of various structures on 4th and 5th Streets. Roger McKinney, Director of Planning, explained that these structures are now vacant, and they constitute a hazard. They need to be demolished, although we are not yet ready to proceed with the Human Resource Center project. Moved by Alderman Russell that authority be granted to advertise for bids for demolition of buildings, as requested. Motion seconded by Alderman Hampton, and carried unanimously. Item 6c Permission was requested to advertise for bids to repair roof damage on Memorial Auditorium, Kemp Public Library, and Martin Luther King Center. These buildings received hail damage from the tornado. Moved by Alderman Thomas that authority be granted to advertise for bids, as requested. Motion seconded by Alderman Russell , and carried unanimously. jItem 7a Moved by Alderman Hampton that minutes of the meeting of the Reconstruction and Redevelopment Committee held August 9, 1979, be received. Motion seconded by Alderman Adcock, and carried unanimously. 268 i /Item 8a The Arts Commission requested funds for a gala opening of the Activities Center. V, Moved by Alderman Hampton that the request for funds for the gala opening be approved in the amount of $12,885.00. Motion seconded by Alderman Russell . Madge Francis Muehlberger, 1644 Hursh, stated that they will have a grand opening on September 28, 29, and 30, 1979. They plan to have music of all kinds. Twenty-five rooms upstairs will be open for organizations to have an international food fare. The motion was carried unanimously. Mayor Hill thanked Bob Haley for filling in for City Manager Gerald Fox. He also complimented Mr. Fox on the national award which he has received. The Board of Aldermen adjourned at 8:50 A.M.
