Min 07/31/1979 250 Wichita Falls, Texas Memorial Auditorium Building July 31 , 1979 Items 1 & 2 i The Board of Aldermen of the City of Wichita Falls, Texas, met in called session on the above date in the Council Room of the Memorial Auditorium Building at 8:30 o'clock A.M. , with the following members present. Kenneth Hill Mayor I Marvin Traywick John Hampton, Jr. Aldermen Carol Russell Curtis Smith Gerald Fox City Manager H. P. Hodge, Jr. City Attorney Gerald Carlson Chief Accounting Officer Wilma J. Thomas City Clerk Jim Thomas Absent Raymond Adcock Absent The invocation was given by Alderman Traywick. Item 3 Moved by Alderman Russell that minutes of the meeting held July 24, 1979, be approved. Motion seconded by Alderman Hampton, and carried unanimously. Y Item 4a A proposed ordinance was presented extending the state of emergency. d ORDINANCE NO. 3514 ORDINANCE EXTENDING STATE OF DISASTER EMERGENCY FOR SEVEN DAYS. Moved by Alderman Traywick that Ordinance No. 3514 be passed. Motion seconded by Alderman Smith, and carried by the following vote. Ayes : Mayor Hill , Aldermen Traywick, Hampton, Russell , and Smith Nays: None ✓ Item 5a A proposed resolution was presented approving final estimate and change order for water for mobile home group site at Kiwanis Park. RESOLUTION NO. 2375 RESOLUTION APPROVING CHANGE ORDER AND FINAL ESTIMATE AND ACCEPTING CONSTRUCTION OF WATER EXTENSIONS AT KIWANIS PARK. WHEREAS, on May 4, 1979, the City of Wichita Falls and Bowles Construction Co. , as contractor, entered into a contract, wherein said contractor agreed to construct certain water extensions for mobile home group sites at Kiwanis Park; and, WHEREAS, said construction has been completed in accordance with the plans and specifications; and, WHEREAS, Change Order No. 1 and the final estimate have been submitted on this project, which final estimate shows a total amount of work done as $68,498.63, of which $64,488.60 has been paid to the contractor, leaving a balance of $4,010.03. 251 Item 5a, cont'd. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS, TEXAS, THAT: The construction of water extensions for mobile home group sites at Kiwanis Park is accepted by the City of Wichita Falls, Change Order No. 1 and the final estimate are approved, and the City Manager is directed to pay to the said contractor the amount due as shown on such estimate. Moved by Alderman Hampton that Resolution No. 2375 be passed. Motion seconded by Alderman Russell , and carried by the following vote. Ayes : Mayor Hill , Aldermen Traywick, Hampton, Russell , and Smith Nays : None Item 5b A proposed resolution was presented approving final estimate and change order for sanitary sewer for mobile home group site at Kiwanis Park. "RESOLUTION NO. 2376 RESOLUTION APPROVING CHANGE ORDER AND FINAL ESTIMATE AND ACCEPTING CONSTRUCTION OF SANITARY SEWER EXTENSIONS AT KIWANIS PARK. WHEREAS, on May 4, 1979, the City of Wichita Falls and Opex, Inc. , as contractor, entered into a contract wherein said contractor agreed to construct certain sanitary sewer extensions for mobile home group sites at Kiwanis Park; and, WHEREAS, said construction has been completed in accordance with the plans and specifications; and, WHEREAS, Change Order No. 1 and the final estimate have been submitted, which final estimate shows a total amount of work done as $71 ,393.50, of which $41 ,539.50 has been paid to the contractor, leaving a balance of $29,854. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS, TEXAS, THAT: The construction of the sanitary sewer extensions for mobile home group sites at Kiwanis Park is accepted by the City of Wichita Falls, Change Order No. 1 and the final estimate are approved, and the City Manager is directed to pay to the said contractor the amount due as shown on such estimate. Moved by Alderman Smith that Resolution No. 2376 be passed. Motion seconded by Alderman Russell , and carried by the following vote. Ayes: Mayor Hill , Aldermen Traywick, Hampton, Russell , and Smith Nays : None Item 6 Gilbert Lawson, 3025 Stearns, requested that the curfew be reinstated in the tornado areas, or that they have more police patrols. He has had tools and building materials stolen, as well as breaking and entering attempts. He stated one of them was last night. He has reported these incidents to the Police Department. Police Chief Harrelson stated that he would like to talk to Mr. Lawson after the Council meeting. Mayor Hill asked whose responsibility it is at Kiwanis Park for pads for parking cars? The City Manager stated that they have provided one parking space next to i each mobile home. If they have three or four cars they will not have enough room. Mayor Hill stated that Janet Boyd at No. 145 had been in touch with him. Ernest Lillard will check it out. 252 Item 6, cont'd. Mayor Hill stated that he had also received a call regarding identification of cable TV people working in the neighborhoods. The caller felt they should have some means to identify themselves. The City Manager stated that if they are working on private property, it should be their responsibility to identify themselves. If they are working in an easement, then they sould not be expected to notify every property owner. Bob Haley, Assistant City Manager, stated that arrangements had been made for them to identify themselves to the property owner in the future. The Board of Aldermen adjourned at 8:40 A.M.
