The Board of Aldermen of the City of Wichita Falls, Texas, met in called session
on the above date in the Council Room of the Memorial Auditorium Building at 8:30
o'clock A.M. , with the following members present.

The invocation was given by Alderman Traywick.
Item 2a
A proposed ordinance was presented extending the state of emergency.
✓ORDINANCE NO. 3503
ORDINANCE EXTENDING STATE OF DISASTER EMERGENCY FOR SEVEN DAYS,
AND EXTENDING CONTROL OF RENTS.
Moved by Alderman Thomas that Ordinance No. 3503 be passed.
Motion seconded by Alderman Adcock, and carried by the following vote.
Ayes: Mayor Hill , Aldermen Traywick, Hampton, Russell , Smith, Thomas, and Adcock
Nays: None

A proposed ordinance was presented permitting location of mobile homes on City-
owned lots at Lake Arrowhead. Alderman Thomas clarified some of the earlier discussion
on this matter.
ORDINANCE NO. 3504
AN ORDINANCE AMENDING SECTION 30-2, SUBSECTION (a) OF THE CODE OF
ORDINANCES TO RESTRICT TO THE CITY LIMITS THE PROHIBITION AGAINST LOCATION
OF MOBILE HOMES OUTSIDE OF MOBILE HOME PARKS AND SUBDIVISIONS.
Moved by Alderman Thomas that Ordinance No. 3504 be passed.
Motion seconded by Alderman Smith, and carried by the following vote.
Ayes : Mayor Hill , Aldermen Traywick, Hampton, Russell , Smith, Thomas, and Adcock

A proposed ordinance was presented suspending operation of deed restrictions
prohibiting temporary placement of mobile homes for temporary housing.
ORDINANCE NO. 3505
ORDINANCE SUSPENDING OPERATION OF DEED RESTRICTIONS AND ANY ORDINANCE
PROHIBITING TEMPORARY PLACEMENT OF MOBILE HOMES TO PROVIDE TEMPORARY
HOUSING FOR PERSONS DISPLACED BY THE APRIL 10 TORNADO.

Moved by Alderman Smith that Ordinance No. 3505 be passed.
Motion seconded by Alderman Adcock.
Alderman Thomas stated that he will vote for this ordinance. It is not what he
would rather do, but he does not feel the federal government is bluffing about removing
these mobile homes. Fie will vote for it only because it is the lesser of two evils.
Alderman Hampton stated that contrary to what some people think, he has no intention
of doing anything to make these people move out of these mobile homes. He will vote
for the ordinance under protest, and with reservations. He has no intention of putting
these people to more hardship. He does feel , however, that we are setting a precedent.
This has not ever been done before in the State of Texas.
City Manager Gerald Fox stated that there are only two cities in this state which
do not have land use controls. Our controls have been deed restrictions. Other cities
have not been faced with this before because they had zoning. In the case of a disaster,
he feels certain that they have had to make some type of adjustment, however.
The motion was carried by the following vote:
Ayes : Mayor Hill , Aldermen Traywick, Hampton, Russell , Smith, Thomas, and Adcock
Nays: None
Moved by Alderman Thomas that minutes of the meetings of the Task Force on
Reconstruction and Redevelopment held June 4, 7, 14, and 21 , 1979, be received.
Motion seconded by Alderman Russell , and carried unanimously.
An unidentified man in the audience asked how long the mobile home ordinance
would be in effect? The City Manager stated until April 10, 1980. He also read the
provision of the ordinance, stating that it deals with mobile homes only, and not
other deed restrictions. The man stated that he had a letter from the Attorney General
stating that they could not be suspended. He did not desire to come forward and address
the Council .
The Board of Aldermen adjourned at 8:45 A.M.
