The Board of Aldermen of the City of Wichita Falls , Texas, met in called session
I on the above date in the Council Room of the Memorial Auditorium Building at 8:30
o'clock A.M. , with the following members present.

The invocation was given by Alderman Thomas, with emphasis on the bereavement
of Mayor Hill .
Item 2a
A proposed ordinance was presented extending the state of emergency, price
controls, and curfew.
Moved by Alderman Thomas that Section 2 of the ordinance be amended to allow
a retailer to pass a bona fide wholesale increase on to the consumer if such
wholesale increase can be documented.
Motion seconded by Alderman Hampton, and carried by the following vote.
Ayes : Mayor Pro tem Smith, Aldermen Traywick, Hampton, Russell , Thomas, and Adcock

ORDINANCE NO. 3472
ORDINANCE EXTENDING STATE OF DISASTER EMERGENCY FOR SEVEN DAYS, AND
EXTENDING FOR FIFTEEN DAYS THE RETAIL PRICE CONTROLS ESTABLISHED BY
ORDINANCE NO. 3450, AND REGULATING BEING OR REMAINING IN CERTAIN AREAS
AT CERTAIN TIMES.
Moved by Alderman Thomas that Ordinance No. 3472 be passed.
Motion seconded by Alderman Traywick, and carried by the following vote.
Ayes: Mayor Pro tem Smith, Aldermen Traywick, Hampton, Russell , Thomas, and Adcock

Item 2b
A proposed ordinance was presented amending the electrical code to waive
requirement of conduit on underground installation for temporary mobile homes.
Mac Lovelace inquired concerning the depth of this cable. Ernest Lillard
stated that they go down two feet. This is a temporary provision only. The City
Manager stated that a permit fee is not charged for mobile homes installed by the
Corps of Engineers because they make all inspections.
Joe Adair stated that he did not know why he had to have an inspection for a
private trailer and not for the Corps of Engineers. He stated that it is discriminatory.
The City Manager explained that they will only waive it for utility hook-ups and

trailer permits. Alderman Adcock inquired if the Corps of Engineers are qualified to
inspect under our codes? One contractor had indicated to him that they would donate
some time each month to help the inspectors. Mr. Adair stated that the inspectors are
having to do a lot of paper work rather than going out and inspecting. Mayor Pro tem
Smith stated that it would behoove the City to see that the Corps of Engineers is
making the inspections , and directed Ernest Lillard to make sure that they are.

ORDINANCE AMENDING SUBSECTION (E) OF SECTION 14-49 OF CHAPTER 14 OF THE
CODE OF ORDINANCES (ELECTRICAL CODE) TO ALLOW DIRECT BURIAL CABLE WIRING
OF CERTAIN MOBILE HOMES INSTALLED BY U. S. GOVERNMENT FOR A TEMPORARY
TIME.
Moved by Alderman Thomas that Ordinance No. 3473 be passed.
Motion seconded by Alderman Russell , and carried by the following vote.

Item 3a
A proposed resolution was presented repealing Resolution No. 2331 , and making
certain changes in the structure of the Citizens Advisory Committee and the Redevel-
opment and Reconstruction Committee. The City Manager explained that the task force
will act as a subcommittee under the goals committee.
Art Beyer stated that goals are something which the city has needed for a long
time to plan where the City will go. These committees were taken from the Goals
for Texas program. Alderman Traywick stated that it seems this group is subordinated
to the Citizens Advisory Commission, but will report directly to the Council . Some
of the members feel that if they are going to be purely a subcommittee, they would
just as soon not serve.
Charles Harper, Chairman of the Redevelopment and Reconstruction Commission,
stated that they feel like this commission should integrate into a long range group.
They will not be subordinated in the Citizens Advisory Committee, but feels there
should be a reporting mechanism into the Citizens Advisory Committee for long range
goals. They are a task force working under the City Council . He would like to see
the Redevelopment and Reconstruction Commission remain a task force under the City
Council .
The Board of Aldermen went into executive session at 9:15 A.M. to discuss
personnel appointments. Following the executive session the following appointments
were made to the executive committee of the Goals for Wichita Falls Committee: David
Wolverton, Joe Prothro, Dick Waggoner, Paul Teague, Nancy Sherrill , John Gavin,
George Ross , Jr. , Ronnie Rucker, and Lonny Morrison.

RESOLUTION REPEALING RESOLUTION 2331 ; ESTABLISHING A GOALS FOR WICHITA
FALLS COMMITTEE; ESTABLISHING A TASK FORCE FOR RECONSTRUCTION & REDEVELOP-
MENT OF THE TORNADO AFFECTED AREA; AND MAKING APPOINTMENTS TO AN EXECUTIVE
COMMITTEE OF THE GOALS COMMITTEE AND TO THE TASK FORCE.
WHEREAS, Resolution 2331 adopted on April 24, 1979 added additional responsibilities
for the Citizens Advisory Committee to those ennumerated in Resolution 616; and,
WHEREAS, Resolution 2331 also created an Ad Hoc Committee for Redevelopment and
Reconstruction of the Tornado Affected Area for short term strategies and policies to
be recommended to the Board of Aldermen whose creation would terminate on April 10, 1980;
and,
WHEREAS, the Board of Aldermen now believe it necessary to reorganize the structure
and responsibilities of these two committees in an effort to meet both short and long
term needs of the City.
