Min 08/26/1980 t 143 Wichita Falls, Texas Memorial Auditorium Building August 26, 1980 Items 1 & 2 The Board of Aldermen of the City of Wichita Falls, Texas, met in called session on the above date in the Council Room of the Memorial Auditorium Building at 8:30 o'clock A.M. , with the following members present. Kenneth Hill Mayor John Hampton, Jr. i Carol Russell Aldermen Horace 0. Boston Robert D. Haley Acting City Manager H. P. Hodge, Jr. City Attorney Gerald Carlson Chief Accounting Officer Wilma J. Thomas City Clerk Marvin Traywick Absent Curtis Smith Absent James B. Thomas Absent The invocation was given by Alderman Hampton. Item 3 Moved by Alderman Russell that minutes of the meeting held August 19, 1980, be approved. Motion seconded by Alderman Boston, and carried unanimously. J-Item 4a A proposed ordinance was presented extending the state of emergency. It was pointed out that this will be the last time that it will be extended. ORDINANCE NO. 3721 ORDINANCE EXTENDING STATE OF DISASTER EMERGENCY FOR SEVEN DAYS. Moved by Alderman Hampton that Ordinance No. 3721 be passed. Motion seconded by Alderman Russell , and carried by the following vote. Ayes: Mayor Hill , Aldermen Hampton, Russell , and Boston Nays: None Item 5a A proposed resolution was presented authorizing the City Manager to enter into a contract with Henningson, Durham, and Richardson, Inc. , Consulting Engineers, to prepare a technical report and application for permit for sanitary landfill Site H. An emergency clause was added to the resolution. It was moved by Alderman Boston, and seconded by Alderman Russell , that the resolution be passed. Alderman Russell expressed concern that Site 2 was the site previously recommended by the Council , who compromised at that time. As negotiations went on, they got farther out and the cost got larger and larger. She stated that she is not questioning the outcome of the referendum. She will support this resolution, but feels that Site 2 was abandoned before it was even considered. Site 2 was the first viable alternative offered. We are looking at a considerable amount of taxpayers money over a twenty-year period on Site H over Site 2. She feels this additional cost information should be made available to the taxpayers. 144 Item 5a, cont'd. Ernest Lillard, Director of Public Works, presented a cost analysis of each site. Transportation costs for a site over four miles farther from the City than Site 2 would amount to $300,000 per year, or $100,000 per mile. We are cutting the life of the equipment. In order to effect the least operating expenses, a transfer station would be needed. It would cost one and one-half million dollars to construct a transfer station, plus $400,000 to $500,000 each year to operate. We are looking at a sanitation rate of $5.75 to $6.25 per month after the site has been developed and operational . Site 2 rates would be $4.75 per month due to lesser transportation costs. It would cost $400,000 a year to operate a transfer station, after it has been constructed. Mr. Lillard explained that the cost of $100,000 per mile to transport the garbage does not take into consideration the wear and tear of the equipment, and the cost to operate it. Alderman Hampton emphasized that the additional cost for Site H over Site 2 would be $20,000,000 over a twenty-year period, or $1 ,000,000 a year. Each refuse customer would pay an additional $600.00 over the twenty-year period. He stated that it will be very hard for him to vote for that. fie believes he was elected to serve the citizens, and the citizens have indicated that they do not want to increase their taxes and costs, as evidenced by the recent hospital district election. Alderman Hampton inquired if the $75,000 for an access road to Site H includes the present roadway, or just the gravel road? Ernest Lillard stated that it is only the gravel road. Both agreed that the present road would probably have to be reconstructed to handle the heavy equipment usage on it to the landfill . The motion failed by the following vote. Ayes : Aldermen Russell and Boston Nays : Alderman Hampton Lorna Higginbotham, 4503 Jennings, stated that she told those with whom she talked that it would cost $1 .50 more on their refuse bill for the site that was voted on. She stated that there would be controversy if they go back to the original site. She stated that she makes no threats, but she feels they know what she has in mind. Item 5b was not considered. ✓Item 6a Permission was requested to advertise for bids for a freight elevator for the Activities Center. Alderman Russell asked if there are any legal problems in advertising for bids before a budget is adopted? City Attorney H. P. Hodge, Jr. stated that he does not think there would be any problem in the advertising. He would feel differently about awarding a bid before the budget is adopted. Moved by Alderman Russell that authority be granted to advertise for bids for the elevator. Motion seconded by Alderman Boston, and carried unanimously. Mayor Hill announced that the Council will go into executive session to discuss personnel matters. The Board of Aldermen adjourned at 9:00 A.M. PASSED AND APPROVED this. yz day of 1980.
