The Board of Aldermen of the City of Wichita Falls, Texas, met in called
session on the above date in the Council Room of the Memorial Auditorium Building
at 8:30 o'clock A.M. , with the following members present.

The invocation was given by Alderman Smith.
Item 3
Moved by Alderman Traywick that minutes of the meeting held August 5, 1980,
be approved.
Motion seconded by Alderman Russell , and carried unanimously.
✓Item 4a
Russell Bates, 4201 Cedar Elm, appeared from Mc Donald's Hamburgers, representing
a group of businessmen along Kemp between Parker Square and Sikes Senter. He
presented figures showing extra business expenses incurred because of problems in
the area at night. He stated that they feel more patrolmen are needed, and possibly
some new city ordinances.
Chief Harrelson did not think we need any new ordinances, but we may want to
look at ordinances pertaining to drinking or congregating. We mainly need personnel
to enforce the ordinances which we have. He stated we have more problems with
drinking among young people than we used to have before the age was lowered to 18.
Alderman Thomas recognized the problem of arresting someone when they don't
know who the offender is.
Mayor Hill pointed out that these young people Mr. Bates is talking about
are the young people who make their business. Mr. Bates stated that it is when
they gather in groups that they have their problems.
Alderman Traywick inquired concerning enforcement on public and private
property. Chief Harrelson stated that some of the people worked with the legal
department on putting up signs on their private property. There is some problem
with these signs which he would like the legal department to look at. Alderman
Traywick mentioned Avenue Z being completely blocked, with as many as 25 vehicles
on it. Chief Harrelson stated that he had noticed it, too, and perhaps no parking
signs on one side of the street would help.
Mayor Hill noted that Mr. Bates ' timing was right because they are now
v looking at budgeting for the Police Department. They will have to consider the
amount of tax which they put on the citizens.

ORDINANCE EXTENDING STATE OF DISASTER EMERGENCY FOR SEVEN DAYS.
Moved by Alderman Thomas that Ordinance No. 3712 be passed.
Motion seconded by Alderman Hampton, and carried by the following vote.
Ayes: Mayor Hill , Aldermen Traywick, Hampton, Russell , Smith, Thomas, and
Boston

Item 7a
A proposed resolution was presented approving change order and final payment
on water distribution lines.
RESOLUTION NO. 2604
RESOLUTION APPROVING CHANGE ORDER #2 AND FINAL PAYMENT FOR THE
CONSTRUCTION OF WATER DISTRIBUTION MAINS ON AVENUE F AND AVENUE G.
WHEREAS, the City of Wichita Falls and Opex, Inc. as contractor, entered
into a contract dated October 17, 1979, for the construction of water distribution
mains on Avenues F and G in the City of Wichita Falls; and,
WHEREAS, on June 10, 1980, the Board of Aldermen approved Change Order #1
in the amount of $9,870.00 for certain connections which were not proposed on
original plans; and,
WHEREAS, the work is completed and Change Order #2 in the amount of $7,492.50
is the final adjustment of unit quantities which will increase the contract price
to a final value of $293,868.50.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF
WICHITA FALLS, TEXAS, THAT:
Change Order No. 2 to the contract dated October 17, 1979, with Opex, Inc. ,
and final payment of $38,990.08 is hereby approved, the City Manager is authorized
to execute the same for the City of Wichita Falls, and pay the balance due the
contractor as shown above.
Moved by Alderman Thomas that Resolution No. 2604 be passed.
Motion seconded by Alderman Boston, and carried by the following vote.

Permission was requested to advertise for bids for copier equipment.
Moved by Alderman Hampton that authority be granted to advertise for bids for
replacement copier equipment.
Motion seconded by Alderman Thomas, and carried unanimously.

Permission was requested to advertise for bids for computer paper for data
processing.
Moved by Alderman Thomas that authority be granted to advertise for bids for an
annual supply of computer paper.

Returns of the landfill election held on August 9, 1980, were canvassed.
4ESOLUTION NO. 2605
RESOLUTION CANVASSING RETURNS OF THE SPECIAL ELECTION HELD IN THE
CITY OF WICHITA FALLS, TEXAS, ON AUGUST 9, 1980.
WHEREAS, at a called meeting of the Board of Aldermen of the City of Wichita
Falls, Texas on the 12th day of August, 1980 came on to be considered the returns
of the special election held on the 9th day of August, 1980; and,
WHEREAS, after canvassing the returns of said election, it was found to
be duly and legally held in all respects , and that 7565 voters voted in said
election; and that the following numbers of votes were cast for and against the
following proposition:
Resolution No. 2529, Which Provided for Technical Evaluation of
Wichita Falls Landfill Site C Located Southwest of the City of
Wichita Falls on Parker Ranch Road.
For 3565 votes
Against 3989 votes
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF
WICHITA FALLS, TEXAS, THAT:
Said election was in all respects legally held in accordance with the laws
of the State of Texas and the charter and ordinances of the City of Wichita Falls ;
and that Resolution No. 2529 was not approved.
Moved by Alderman Traywick that Resolution No. 2605 be passed.
Motion seconded by Alderman Smith, and carried by the following vote.
Ayes: Mayor Hill , Aldermen Traywick, Hampton, Russell , Smith, Thomas, and
Boston
Nays: None
Alderman Russell remembered the late Hugh Shaw, as a member of the media, as
r being always pleasant and faithful to his job, stating that he will be greatly
missed.
The Board of Aldermen recessed at 9:15 A.M. for executive session to discuss
legal matters. They reconvened at 9:40 A.M. , and the Mayor announced that no
decision was made.
The Board of Aldermen adjourned at 9:45 A.M. /�
