Min 07/09/1980 103 Wichita Falls, Texas Memorial Auditorium Building July 9, 1980 Items 1 & 2 The Board of Aldermen of the City of Wichita Falls , Texas, met in reconvened session from July 8, 1980, on the above date in the Council Room of the Memorial Auditorium Building at 10:00 o'clock A.M. , with the following members present. Kenneth Hill Mayor Marvin Traywick John Hampton, Jr. Carol Russell Aldermen James B. Thomas Horace 0. Boston Gerald Fox City Manager H. P. Hodge, Jr. City Attorney Gerald Carlson Chief Accounting Officer Wilma J. Thomas City Clerk Curtis Smith Absent The invocation was given by Alderman Thomas. ✓Item 5a Discussion was held on the referendum petition on the landfill site. City Attorney H. P. Hodge, Jr. stated that the Council 's first action would need to be on the question of whether to repeal Resolution No. 2529, as specified in the referendum petition. Moved by Alderman Hampton that the vote be according to the charter on whether Resolution No. 2529 shall be repealed? Motion seconded by Alderman Traywick, and the following vote was recorded. Ayes: None Nays: Mayor Hill , Aldermen Traywick, Hampton, Russell , Thomas, and Boston ✓RESOLUTION NO. 2580 RESOLUTION CALLING SPECIAL MUNICIPAL ELECTION TO BE HELD AUGUST 9, 1980. BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS, TEXAS, THAT: A special election shall be held in the City of Wichita Falls, Texas, on August 9 1980 at which election the question of repeal of Resolution No. 2529 9 q P shall be submitted to the electors. The official ballots for said election shall be prepared so as to permit the electors to vote "FOR" or "AGAINST" the proposition which shall be stated as follows: "Resolution No. 2529, Which Provided for Technical Evaluation of 'Wichita Falls Landfill Site C Located Southwest of the City of Wichita Falls on Parker Ranch Road. " Moved by Alderman Thomas that Resolution No. 2580 be passed. Motion seconded by Alderman Traywick. Cecil Parker, 3509 Regina Circle, stated that this landfill would take part of his property, which is his bread and butter, and he was opposed to this site. Bob Hillery, 6656 Southwest Parkway, stated that the Committee is not interested in a compromise, but they do have a possible solution. He requested that the Council immediately consider recycling the trash here in Wichita Falls. He believes the citizens can be educated to pickups of aluminum, cardboard, glass, papers, and trash on certain days. This could be revenue for the City or families 104 Item 5a, cont'd. who will take the time to haul it to a recycling place in Wichita Falls. David DeLong appeared for Wichita Recycling. He stated that some cities on the East coast and the southern states have a very well planned recycling program. It is a way of life. Alderman Traywick asked Mr. DeLong for his answer to what is not recyclable. Mr. DeLong stated that a landfill is needed for garbage. Trash is generally twenty-five percent garbage, and the remainder is recyclable. Alderman Traywick stated that he would not look at it as a compromise, but as an alternative to a portion of it. Alderman Thomas noted that this situation would not take care of the man who takes his truckload from his own back yard to the landfill . Mayor Hill noted that we have no choice but to have a landfill . The motion was carried by the following vote. Ayes: Mayor Hill , Aldermen Traywick, Hampton, Russell , Thomas, and Boston Nays: None Alderman Hampton requested that the Council consider setting up a citizens landfill commission. The basic purpose would be to work with Mr. Lillard to see that we have a model landfill constructed and carried on with ample ingress and egress to it. He suggested five members--one each from the North, South, East, West, and Central areas of town. Appointments would be made by the Council . Mayor Hill noted that Mr. Lillard has already pledged himself to a model landfill , but he feels they would be willing to consider this. The Board of Aldermen adjourned at 10:20 A.M.
