The City Council of the City of Wichita Falls, Texas, met in called
session on the above date in the Council Room of the Memorial Auditorium
Building at 8:30 O'clock A.M. , with the following members present.

The invocation was given by Councilman Thompson.
Charles Harper, Mayor, read a poem, asking the Lord for a little
grace.
Charles Harper, Mayor, noted that George Bonnett was recently
named one of the ten tor) Public ',Forks Directors in the United States.
A Commendation of Merit for Mr. Bonnett was presented to Mr. Berzina
for presentation to Mr. Bonnett upon his return from the Corps of Engineers
in Tulsa.
Items 3 & 4
Charles Harper, Mayor, and City Clerk Wilma Thomas canvassed the
results of the City election held on May 7, 1988. Following the canvass,
a resolution was presented for adoption.

RESOLUTION CANVASSING THE RETURNS OF THE MUNICIPAL ELECTION
HELD IN THE CITY OF WICHITA FALLS, TEXAS, ON MAY 7, 1988,
FOR MAYOR, COUNCILMAN FOR DISTRICT 3, COUNCILMAN FOR DISTRICT
4, AND COUNCILMAN FOR DISTRICT 5, AND Oh', AMENDMENTS TO THE
CITY CHARTER
Moved by Councilman Allred that Resolution No. 100-88 be passed.
Motion seconded by Charles Harper, Mayor, and carried by the following
vote.
Ayes: Charles Harper, Mayor, Councilmen Hirschi , Thomas, Thompson,
Allred, Buffurn, and Kirkham
Nays: None
Councilman Thompson asked that Charles Harper and Ruth Ann Allred
remember the high moments of this Council , as opposed to the low ones.
He believes that during this tenure the City of Wichita Falls has taken
a turn which will lead it into the twentieth century, and both played
a very important part of it. He wished them Godspeed.

Councilman Kirkham thanked Mrs. Allred and Mr. Harper for their
service, and those who have previously served. He believes they will
be looked upon as something great, and he appreciates both of them.
Councilman Hirschi looks forward to the next year with Mayor Goolsby
and Councilor Barenberg, and the chance to serve with them. He enjoyed
working with Mrs. Allred and Mr. Harper, and hopes that someday we
will have another woman on the Council .
Councilman Buffum stated that when you get involved in city politics,
the world looks different from what you thought it did. He believes
the more people who get involved, the better the City will be. He
enjoyed working with Mrs. Allred and Mr. Harper.
Councilman Thomas thanked Mrs. Allred and Mr. Harper for their
service on the Council , and looks forward to their future work with
the city.
Councilman Allred stated that serving on the Council has truly
been a pleasure and a learning experience, and one which she would
recommend for anyone in the city. If she had any doubts about municipal
government in the city two years ago they have all been answered very
positively. She cannot say enough about the staff of the City of Wichita
Falls. All of them are so far above average, and we are lucky to have
them.
Charles Harper thanked those he has served with for the past five
years. He lauded the employees of the City. He thanked Mr. Berzina
for making all the Council and city employees look good, and for putting
together this fine staff. He mentioned Mr. Berzina, Mrs. Crane, Linda
Evans, and Charlese Hearn, as being helpful to him. He noted some
of the high and low events of his tenure.
Item 5
City Clerk Wilma Thomas administered the oath of office to Mayor
Goolsby, and Councilors Barenberg, Buffum, and Kirkham. They then
took their places on the dais.
Mayor Goolsby presented plaques to outgoing members Harper and
Allred. A gavel was presented to Mr. Harper. Name plates and official
city portraits were also presented to each of them.
Mayor Goolsby stated that last Saturday was very exciting for
himself and his wife, Johanne, and especially to be elected by the
margin in which he was. He pledged to the citizens to work to the
best of his ability to make Wichita Falls a good city. It is a pleasure
to work with each of the Councilors here.
Mayor Goolsby stated that he is convinced that we have a fine
staff, and looks forward to working with them through our City Manager.
He stated that he does interpret the Charter as being a Council/Manager
type government. The Council and Mayor are elected to set policy and
develop ordinances. It also provides that the Council will employ
a City Manager to administer these policies and ordinances. He has
the utmost confidence that Mr. Berzina will administer these policies
and ordinances and he expressed to Mr. Berzina that the Council will
not be administering these policies.
Mayor Goolsby mentioned a reunion of an Army unit which he and
his wife had already made arrangements to attend in Louisville, Kentucky,
which will conflict with the first meeting in June. If the Council
has no objections, he would like to instruct the City Manager to prepare
an ordinance to change the date from June 7, 1988, to May 31, 1988.
No one had a conflict for that date.

Mayor Goolsby would like to move ahead with appointment of Mayor
Pro tem at the next meeting. If an emergency arises, the current Mayor
Pro tem would step in place. It will be placed on the next agenda .
Councilor Barenberg thanked Mrs. Allred and Mr. Harper for the
wonderful jobs they have done during the past two ,years. He also feels
the City has a very highly dedicated and professional staff. He also
looks forward to serving.
Tiana Williams, Library Administrator, presented lifetime library
cards to Mrs. Allred and Mr. Harper for their contributions to the
Library Board.
Mayor Goolsby introduced his wife, Johanne, Bill Hudson, a candidate
for state school board, and other friends present. Becky Buffum and
Leland Allred were also recognized.
The meeting adjourned at 9:47 A.M. , for a reception in the Conference
Room.
