Min 10/06/1987 649 Wichita Falls, Texas Memorial Auditorium Building October 6, 1987 , Items 1 & 2 The City Council of the City of Wichita Falls, Texas, met in regular session on the above date in the Council Room of the Memorial Auditorium Building at 8:30 o'clock A.M. , with the following members present. Don Kirkham Acting Mayor Angus Thompson Ruth Ann Allred Councilmen Ron Buffum James Berzina City Manager H. P. Hodge City Attorney Wilma J. Thomas City Clerk Fred L. Werner Chief Accounting Officer Charles Harper Absent John Hirschi Absent Charles Thomas Absent The meeting was called to order by Councilman Buffum. Moved by Councilman Allred that Don Kirkham be named Acting Mayor during the absence of the Mayor and Mayor Protem. Motion Seconded by Councilman Thompson, and carried unanimously. Acting Mayor Kirkham called for everyone to join him in the pledge of allegiance to the flag. He also read a poem about the wise old owl . The invocation was given by Brian Savage, First Seventh Day Adventist Church. ( Invocation given prior to pledge of allegiance. ) Item 3 Moved by Councilman Thompson that minutes of the meeting held September 15, 1987, be approved. Motion Seconded by Councilman Buffum, and carried unanimously. Item 4a Acting Mayor Kirkham read a proclamation designating Respitory Care Week in Wichita Falls. He presented it to Mike Birch and Roy Wagner. Item 4b Councilman Allred announced a public meeting on October 13, at 7:30 P.M. , at the Outdoor Education Center, across from Midwestern. It is being jointly sponsored by Midwestern State University and the City of Wichita Falls to discuss McGrath Creek. This is a very important meeting, and she urged everyone to attend. Councilman Buffum echoed the importance of this meeting to everyone along McGrath Creek, stating that the Army Corps and city staff will be there. Item 5a RESOLUTION NO. 171-87 RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A RELEASE OF A SANITARY SEWER EASEMENT TO MIDWESTERN STATE UNIVERSITY. Ayes: Acting Mayor Kirkham, Councilmen Thompson, Allred, and Buffum Nays: None Item 5b RESOLUTION NO. 172-87 RESOLUTION APPROVING CONTRACT WITH STATE DEPARTMENT OF HIGHWAYS AND PUBLIC TRANSPORTATION CONCERNING A WILDFLOWER SEEDING PROJECT ON INTERSTATE HIGHWAY 44. Ayes: Acting Mayor Kirkham, Councilmen Thompson, Allred, and Buffum Nays: None Item 5c RESOLUTION NO. 173-87 RESOLUTION ESTABLISHING FEES FOR POLICE IN-SERVICE TRAINING. Ayes: Acting Mayor Kirkham, Councilmen Thompson, Allred, and Buffum Nays: None Item 5e RESOLUTION NO. 174-87 RESOLUTION OF SUPPORT FOR GRANT APPLICATION TO GOVERNOR'S OFFICE CRIMINAL JUSTICE DIVISION FOR CRIME STOPPERS GRANT CONTINUATION Ayes: Acting Mayor Kirkham, Councilmen Thompson, Allred, and Buffum Nays: None Item 6a RESOLUTION NO. 175-87 RESOLUTION ACCEPTING BID OF B. D. HAYNES CONSTRUCTION FOR THE CONSTRUCTION OF THE LANDFILL SOIL LINER PROJECT III Ayes: Acting Mayor Kirkham, Councilmen Thompson, Allred, and Buffum Nays: None Item 7a RESOLUTION NO. 176-87 RESOLUTION TO APPROVE CHANGE ORDER 1 FOR THE PROJECT TO REMOVE SLUDGE, INTERIOR CONCRETE AND PIPING FROM 1925 IMHOFF TANK; ACCEPT THE PROJECT AS COMPLETE; AND AUTHORIZE FINAL PAYMENT Ayes: Acting Mayor Kirkham, Councilmen .
