The City Council of the City of Wichita Falls, Texas, met in
regular session on the above date in the Council Room of the Memorial
Auditorium Building at 8:30 o'clock A.M. , with the following members
present.

The meeting was called to order by Councilman Buffum.
Moved by Councilman Allred that Don Kirkham be named Acting Mayor
during the absence of the Mayor and Mayor Protem.
Motion Seconded by Councilman Thompson, and carried unanimously.
Acting Mayor Kirkham called for everyone to join him in the pledge
of allegiance to the flag. He also read a poem about the wise old
owl .
The invocation was given by Brian Savage, First Seventh Day
Adventist Church. ( Invocation given prior to pledge of allegiance. )

Moved by Councilman Thompson that minutes of the meeting held
September 15, 1987, be approved.
Motion Seconded by Councilman Buffum, and carried unanimously.
Item 4a
Acting Mayor Kirkham read a proclamation designating Respitory
Care Week in Wichita Falls. He presented it to Mike Birch and Roy
Wagner.
Item 4b
Councilman Allred announced a public meeting on October 13, at
7:30 P.M. , at the Outdoor Education Center, across from Midwestern.
It is being jointly sponsored by Midwestern State University and the
City of Wichita Falls to discuss McGrath Creek. This is a very important
meeting, and she urged everyone to attend. Councilman Buffum echoed
the importance of this meeting to everyone along McGrath Creek, stating
that the Army Corps and city staff will be there.
