Min 01/12/1987 424 Wichita Falls, Texas Wichita Club January 12, 1987 Item 1 The City Council of the City of Wichita Falls, Texas met in called session on the above date, in the Royal Room of the Wichita Club, at Eighth and Lamar, at 11:30 o'clock A.M. , with the following members present. i Charles Harper Mayor Sandy Goff Charles Thomas Ruth Ann Allred Ronald Buffum Councilmen Lindsey Walker Don Kirkham James Berzina City Manager H. P. Hodge City Attorney Wilma J. Thomas City Clerk Item 2 Charles Harper, Mayor, noted that the purpose of this meeting is to discuss with Congressman Beau Boulter the possibility of getting McGrath Creek included in the Holliday Creek project. Congressman Boulter was not totally clear as to why it was not included in a Corps approved plan. George Bonnett stated that McGrath Creek is in a preliminary phase, not yet approved in Washington, D.C. The Holliday Creek phase is sixty percent complete. Congressman Boulter confirmed that there is a 8.4 million cap on this project. He will need to sit down with Mr. Dawson, and discuss it. He will try to get a meeting in late January. The railroad bridge was also discussed. The Council would like to invite Mr. Dawson to Wichita Falls, at his convenience. The dirt contract was also discussed. Mr. Bonnett stated that we need to give the dirt con- tractor some direction. As far as dollars are concerned, McGrath Creek is Number 1, the dam is Number 2, and the railroad bridge is Number 3. Charles Harper, Mayor, also mentioned the cooperative agreement with Lawton to try to develop the area. A federal enterprise zone appears advantageous to us. This may take some special legislation. Wichita Falls and Lawton Officials are working with three Oklahoma counties, and three Texas counties. Congressman Boulter has been working on a rural enterprise system, stating that this might be tied together. Charles Harper, Mayor, noted that Altus Air Force Base, Fort Sill , and Sheppard Air Force Base are all within a 100-mile radius. They plan to work for procurement for these three facilities. Councilman Buffum hoped that the large medical facility expansion which Sheppard Air Force Base lost last year could perhaps come back in the budget. Charles Harper, Mayor, expressed appreciation to Congressman Boulter for meeting with them, stating that they will keep him informed. Congressman Boulter stated that he enjoys working with them.
